Essays on Sustainable Development and Agricultural Risk Management

Few sectors of the economy are as influential to the environment and are as susceptible to the influence of environmental changes as agriculture. This dissertation contains three chapters that examine agriculture as the primary interface at which human and nature interact. Primarily, I explore how policy support for financial risk management tools can have substantial impact on agricultural production choices via moral hazard and selection problems. While mitigating agricultural production risk, these supports also impact the environment via induced change in production choices. This dissertation contributes to U.S. agriculture policy and pollution management literature and insurance literature on moral hazard and selection problems. By examining the case of Federal Crop Insurance Program in the United States, this dissertation explores input choice changes caused by changes in government support for crop insurance. I proposed theoretical mechanism through which increasing use of financial risk management strategy can influence input decisions with risk implications, and tested these theories empirically with county-level panel data. Empirical tests showed that there were substantial decreases in irrigation investment and fertilizer application due to crop insurance offering. Policy implications on water scarcity and non-point source pollution management and on federal support to crop insurance market are discussed.

The research has explored the reality of generational renewal in agriculture in order to understand the entry process, the agricultural practices of young people and their attitudes toward a new agrosocial paradigm. The methodology combined qualitative and quantitative techniques based on a comparative analysis between Southern Ontario (Canada) and Catalonia (Spain). The first result is that the pathway to become a farmer is a process consisting of different phases where each profile shows different needs and abilities. The second result verifies how the practices and attitudes of young people vary depending on the family origin. The thesis also analyzes the most relevant results in policy terms. Finally the research shows the reality of an emerging group of young farmers who put in practice a new agrosocial paradigm. This group is made up by continuers and newcomers and we have called them "New peasantry". / La tesi doctoral ha explorat la realitat del relleu generacional de l’activitat agrària per entendre el procés d’incorporació, les pràctiques agràries de les persones joves i les actituds vers un nou paradigma agrosocial. La metodologia combina tècniques qualitatives i quantitatives a partir d'una anàlisi comparatiu entre el sudoest d'Ontario (Canadà) i les comarques gironines (Catalunya). El primer resultat és que el camí d’incorporació és un procés format per diferents fases on cada perfil de jove mostra unes necessitats i unes aptituds diferents. El segon resultat verifica com les pràctiques i les actituds dels joves varien en funció de l’origen familiar. La tesi també analitza les implicacions en termes politics dels resultats més rellevants. Finalment es mostra la realitat d’un grup emergent de joves que s’incorporen a l’activitat agraria possant en pràctica un nou paradigma agrosocial. Aquest grup emergent està format per pagesia tradicional i nouvinguda i s’anomena “Nova pagesia”.

Homesite severance policy: its evolution and impact on the agricultural land base of British Columbia

The Homesite Severance Policy of British Columbia’s Agricultural Land Commission permits the subdivision of the farmer’s home from the farm property. Its purpose is to balance the protection of the agricultural resource with fair treatment for retiring farmers. This study documents the land use implications of the policy as well as its development, charting its origins and changes over the decades. Critics of the policy have noted two major problems. Urban sized lots have been scattered throughout the agricultural community, increasing the possibility of urban - rural conflicts (over the noises and smells of farming). Scarce arable land has also been lost, through construction (of the home or barns), on the remnant property. To determine if the agricultural resource has been compromised by the policy the frequency, location and actual area taken by homesite severance will be reviewed. In addition the study will explore the rationale and results of the two reviews of the policy. Suggestions will be offered (as they emerge from the findings and discussion) to alleviate the negative effects of the policy.

Do African country investment plans mitigate high food prices through improved household risk management? : a five-country comparative analysis.

Staple food prices rose sharply in 2007/2008, dropped slightly after July 2008, and rose again in 2010/2011. Since 2008, food prices have remained high, indicating a structural upward adjustment in food prices amidst excessive price volatility. The 2008 food price increases led to considerable media coverage and alarm among governments who implemented a variety of responses to protect their populations from food insecurity. At the start of the high food price crisis in May 2008, the African Union and New Partnership for Africa’s Development (AU/NEPAD) invited 16 African countries to a workshop in South Africa. The aim of the workshop was to assist selected African countries identify and formulate appropriate plans to mitigate food insecurity and manage rising food prices. This study set out to investigate whether the strategies implemented by national governments at the start of the crisis mitigated high food prices through improved risk management strategies in five African countries (Ethiopia, Kenya, Malawi, Rwanda and Uganda) and evaluated these strategies to see if they were included in the national agriculture and food security investment plans. To achieve this, the study set out to explore four sub-problems, namely: What was the impact of high food prices on populations in the five selected countries (Ethiopia, Kenya, Malawi, Rwanda and Uganda)? How did the five countries respond to the 2008 food price crisis with regard to providing for immediate needs and protecting vulnerable groups from food insecurity? How many early actions were included in country compacts and agriculture and food investment programmes? Do country investment plans include household risk management programmes that will protect vulnerable groups against high food prices in future? The involvement of the researcher in the AU/NEPAD workshop and his subsequent engagement with national government representatives provided a unique opportunity to analyse the iterative process of Country Investment Plan (CIP) development. This innovative and largely qualitative study integrated comparative, content and thematic analysis approaches, using the four elements of the Comprehensive Africa Agricultural Development Programme’s (CAADP) Framework for African Food Security (FAFS) to analyse the national plans. The study drew on available data from a wide variety of national, regional and international documents. Additional data were collected through a survey questionnaire completed by CAADP country focal persons. Data sourced from documents included Food Price Indices, country policy responses to high food prices, poverty and malnutrition indicators and the types of risk management strategies designed under CAADP. The study found that food prices increased across all five countries between 2007 and 2008, although the effects of the increases varied, being influenced by, among other factors, the proportion of national stocks purchased on the international market (i.e. net importers of staple crops), the availability of substitute staples on the domestic market and the magnitude of the difference between international and domestic market prices. The 2008 food price increases forced populations to spend a higher proportion of their income on food and eroded their purchasing power, impacting on the food security of these populations. Poor people adopted eroding consumption strategies that increased food insecurity. The impact of the high food prices on populations was determined by whether they were net food buyers or producers, the mix of staple commodities in their food basket and the proportion of income spent on food. As poor net food importing countries, imported staple foods became too costly, except in Uganda - a net exporter of food staples consumed in the surrounding countries. High food prices also provoked social unrest in Ethiopia and exacerbated political and economic instability in Kenya. Countries’ early responses to the food price crisis were varied and included responses that can be classified into three main categories, namely: Trade-oriented responses protected domestic stocks, reduced tariffs, restricted exports to reduce prices for consumers or increased domestic supply Consumer-oriented responses provided direct support to consumers and vulnerable groups in the form of, among others, food subsidies, social safety nets, tax reductions and price controls Producer-oriented responses provided incentives for farmers to increase production - using measures such as input subsidies and producer price support. Most responses were aimed at managing prices, suggesting that governments tried to protect citizens from price increases and buffer consumption reduction. Safety net programmes mitigated risks through the provision of food for immediate consumption. As a result, malnutrition levels unexpectedly decreased or remained static in these five countries, despite expectations and media claims that the number of hungry people would increase significantly. The early actions from the food price workshop plans were generally systematically translated into long-term programmes in the Compacts and Country Investment Plans. In Ethiopia, seven of eight early action plans were translated into the CIP, Kenya included three of eight, Malawi’s CIP included four of ten, and Rwanda included six of its ten early actions in their CIP programme, while Uganda included only six of thirteen early actions in their CIP. The study found that CIPs included risk management strategies, but these focused predominantly on improving early warning systems and crisis prevention. The risk management options largely included options for improving crisis prevention, followed by improving emergency responses and strengthening risk management policies and institutions. Only Kenya’s CIP included more risk management options for improving emergency responses – four of six risk management programmes. Despite expectations that programmes developed under CAADP FAFS would include all FAFS elements, CIPs lacked programmes to improve dietary quality. Only Rwanda’s CIP included nutrition programmes - three of six programmes in their CIP. The study concluded that while the proposed risk management strategies could mitigate risks associated with high food prices and offer some buffer for populations from food insecurity, the programmes are not comprehensive. The plans were generally weak regarding improving dietary quality through diversification of food consumption and production. Although the CIPs included risk management strategies, these strategies would not address risks in a comprehensive manner. More effective and coherent actions are still required to help the most food insecure populations cope with increasing high food prices and future price shocks; help developing country farmers respond to the opportunities offered by the rising demand for their products; and bring more stability in prices. The early food price response workshop seems to have influenced the development of programmes in the CAADP compact and CIPs, despite the fact that the workshop did not intend to assist countries with the development of comprehensive national investment plans. The large funding gaps in the CIPs constrain implementation of essential mitigation and development strategies and could leave countries vulnerable to the negative impacts of higher prices for consumers and threaten future household food security. The study recommends that countries invest in agriculture-led growth to boost domestic production and strengthen institutional capacities regarding national food stock reserves to reduce their dependency on imports and ensure food insecurity. National monitoring and evaluation systems need to be strengthened to evaluate and monitor the implementation of CIPs and to warn about future high food prices. Factors influencing smallholders participation in agricultural markets in Southern Niassa, Mozambique.

Government, donors and NGOs in southern Niassa have been, after the 1992 peace agreement, extensively involved in agricultural development programmes to improve smallholders' food security. A study of the area and literature review revealed that many factors limited the benefits of agricultural market development programmes. Yet, opportunities in southern Niassa suggested that appropriately designed programmes could improve the standard of living of smallholders if these programmes were designed on a solid understanding of factors and strategies influencing agricultural market participation by smallholders. The main research hypothesis of this study was that: smallholders would participate in agricultural markets when their wealth status was high, when they had enough available household labour and when cash crops were profitable." Four main hypotheses were investigated: (i) factors and strategies identified through smallholder perceptions would provide local and time specific information on the constraints and solutions to smallholder market participation; (ii) wealth status and wealth-ranking factors were positively related to market participation where agriculture was the main economic activity as in southern Niassa; (iii) labour aspects such as crop labour requirements (CLR) could be negatively related, while available household labour (AHL) and the ratio AHL/CLR could be positively related to smallholders cultivation of cash crops and subsequent participation in agricultural markets; and (iv) aspects of profitability and indicators could be used to predict smallholder cash crop preferences. Data for this study were collected in Cuamba district of Mozambique from nine focus group discussions (FGDs) with community leaders, 287 household-head questionnaires and staff interviews during September 2002. Nine villages were randomly selected. The leaders' FGDs provided the criteria utilised to rank households according to wealth status and much of the qualitative information of this study. The wealth-ranking tool was used to identify and analyse the socio-economic factors that influenced smallholder market participation. A follow-up interview of managers of promoting institutions also provided greater insight on some aspects raised by smallholders. The study employed (i) descriptive statistics such as means and frequencies; (ii) correlation analysis and standard scores (iii) qualitative analysis was also used for some wealth-ranking, perceived labour demand and aspects of profitability influencing cash crop cultivation, preference and market participation based on information from FGD, farmers and staff; and (iv) simple mathematical expressions for analysis and interpretation of the research findings. This study relied on perceptions, knowledge and experience of smallholders, leaders and leaders of promoting institutions. Smallholder-suggested factors and strategies were in line with the limitations of socio-economic characteristics such as low effective household labour, particularly for females. These strategies included an improvement in outputs and inputs markets, agricultural services and credit at a subsidised prices or low interest rates. Other strategies for improving smallholders' participation in agricultural markets included promotion of profitable cash crops, household food security, provision of extension support services and information about cultivation and agricultural markets. However, smallholders did not identify some factors that have been acknowledged to influence agricultural market participation: ecological and natural resources, policies, institutional infrastructures and physical infrastructures. Smallholders also did not mention socio-economic factors (except household labour) as influencing their decisions to participate in agricultural markets in spite of the fact that researchers assume these factors in almost every study on smallholder market participation. The findings of this research confirmed that a wealth-ranking tool could be used to identify the socio-economic factors affecting smallholders' participation in agricultural markets. The identified wealth-ranking factors such as labour, livestock number, implements and bicycles significantly correlated with wealth status and subsequently to smallholder agricultural market participation. Conversely, household socio-economic characteristics not indicated as wealth-ranking factors such as age and gender related poorly to market participation. The wealth-ranking tool could also be used to identify strategies for improving smallholder participation in agricultural markets, and to evaluate an agricultural market development programme. The study found that, other factors being held constant, CLRs were negatively related to market participation. Weeding was the most labour intensive operation followed by harvesting, soil preparation, transportation, land clearing and seedling preparation. It also found that AHL and the ratio AHL/CLR were positive and significantly related to market participation. The ratio AHL/CLR together with household consumption requirements and yield were used to estimate the total area a household could cultivate, both for food crops for consumption and for cash crops; the proportion of farmers likely to participate in the market; and those unable to cultivate enough for consumption. The research also confirmed that profitability-related aspects correlated to cash crop preferences. Yield was the most important factor that influenced smallholders' preference for cash crops. It was also found that indicators incorporating more aspects of profitability correlated strongly with cash crop preferences. The correlation increased as more aspects were incorporated. A crop, such as tobacco, with a profit of more than twice the profit for food cash crops was preferred more than food cash crops. This thesis demonstrates that Calvin Coolidge applied a philosophy of limited government to his executive decisions concerning two domestic issues, Prohibition and agricultural policy. In both matters, various groups attempted to pressure Coolidge into permanently increasing the scope of the federal government's activities. Coolidge refused to comply with their demands and maintained his belief in the benefits of a federal government that limited itself to minimal activism by mediating the disputes of conflicting interest groups. Through both Prohibition and the agricultural problem, Coolidge exhibited his effectiveness in handling divisive political issues while maintaining his philosophy of limited government. Overall, this thesis contributes to the scholarly revisionism of Coolidge. / Department of History

Land tenure and rural livelihoods in Zambia: case studies of Kamena and St. Joseph

This study explores how land and natural resources in rural communities are accessed, used, and managed in livelihoods. In particular it examines first, crop field tenure, and livelihoods in natural resources. Second it explores factors that mediate access, use and control of land and natural resources within village communities. Empirical data are explored from two rural village communities of Kamena and St. Joseph located in the Northern and Copperbelt provinces of Zambia respectively. The study argues first that land and natural resource rights underpin land based livelihood activities of rural people, the most important of which are subsistence and cash crop farming, and the gathering and processing of common property resources. Second the thesis argues that land tenure reform impacts on the rural population as a whole and not just on cash crop farmers, and should thus situate the needs of farmers for secure tenure within the wider context of diverse rural household livelihood strategies. The study concludes that social differences (along the axes of wealth, gender and descent), traditional institutions (uxorilocal or virilocal marriage, polygamy, inheritance and succession) and government policy are central in determining access, use and control of land and natural resources in rural livelihoods. It is submitted that, rather than being replaced, customary land tenure, and traditional land administration structures in rural Zambia should be adapted to current social and economic realities in which individuals and households create their multiple livelihoods. Further, it is concluded that land tenure reform is not a sufficient condition for rural livelihood sustainability. Thus complementary agrarian measures to address the vulnerability context of rural households are recommended.
