An operational framework for improving decentralised agricultural extension : a Ghanaian case study : a thesis submitted in partial fulfilment of the requirement for the degree of Doctor of Philosophy (Ph. The pressure on the public agricultural extension organisation in Ghana to improve its responsiveness to meet the needs of farmers has increased since the globalisation of trade in the early 1990s. To improve agricultural productivity and the livelihood security of farm households, the Ministry of Food and Agriculture in Ghana decentralised its extension service in 1997. Although this was a critical change in agricultural policy, the extension service has struggled to implement this policy effectively. Further improvement in the situation is hampered because there has been little research published in this area. To provide this understanding, a single-case study of a successful decentralised district level extension organisation in Ghana was used to identify the factors, processes and outcomes that contribute to its performance. The case organisation is an example of a district agricultural extension organisation that operates under a decentralisation system at the level of deconcentration, with a high farmer-to-extension agent ratio and limited and uncertain levels of Government funding. The results of the study emphasised the importance of the effects of both external and internal (or organisational) factors on the performance of the case organisation. The external factors included: (1) the political will to decentralise, (2) the level of decentralisation of other government departments, (3) the provision of a clear legal framework for decentralisation and (4) the existence of established institutions that are willing to support the decentralisation process. New external factors that were identified in this study were (1) the type and drivers of decentralisation, (2) stakeholders' willingness and commitment to support the decentralisation process and (3) the community characteristics in terms of land tenure arrangements and gender roles. The results confirmed the importance of the organisational factors prescribed in the literature: (1) stakeholder participation, (2) managerial and technical capacity, (3) operational funding and (4) accountability. However, the study also identified five other interrelated organisational factors that influenced the success of the case organisation that had not been previously reported in the literature. These included the needs to: (1) develop a needs-based extension programme, (2) expand the extension service focus and roles, (3) foster a cross-sector pluralistic extension approach (4) use needs-based groups for service delivery, and (5) extension staff attitudinal change. Multistakeholder (farmer and other organisations) participation was critical for the development of a needs-based extension programme. The case organisation had modified the traditional extension programme planning process to involve stakeholders at different levels of participation. Similarly, the case organisation involved stakeholders in its multilevel monitoring and evaluation processes. Stakeholder participation in planning and evaluation, although aimed ultimately at efficient and effective programme implementation and improvement, did enhance accountability. Because the case organisation had taken on a broader livelihood security focus to extension, the definition of farmer needs was extended to encompass on-farm and off-farm needs that have impact on the contribution agriculture makes to the livelihood security of farm households in the district. This broader livelihood security focus to extension required the case organisation to take on additional roles from those it traditionally held. In the study, a typology of such roles was developed and a role selection process used by the case organisation during its programme planning process was described. Similarly, because of this broader focus, the case organisation had to work both across sectors and with other extension providers from within the sector to meet the needs of farmers. Again, the multistakeholder programme planning process was central to fostering coordination and collaboration amongst the various extension providers in the district. Decentralisation has placed greater managerial responsibility on management staff of the case organisation. In addition, the livelihood security focus has required technical staff and attitudinal changes to develop and seek for a much broader range of skills and knowledge - meaning that the development of both managerial and technical capacity was important for the case organisation. Needs-based training, the development of a learning environment and the enhancement of staff motivation were critical for the development of staff capacity. As with other extension organisations in developing countries, the funding for the case organisation was limited and uncertain. To overcome these constraints, the case organisation had in place mechanisms to ensure its resources were used efficiently and that it could mobilise additional resources from outside the organisation. Resource efficiency was improved through an intensive monitoring system and the use of stable needs-based groups. Additional resources were mobilised by lobbying government and international donors for funds for projects that would meet the needs of farmers. Further resources were obtained through collaboration with other stakeholder organisations. Again, the multistakeholder planning process provided a platform for collaboration. Networking and special issue forums also provided mechanisms for enhancing collaboration within the district. Decentralisation was introduced into Ghana in 1997 with the aim of eventually developing a demand-driven extension system. Although viewed as successful, the case organisation has yet to achieve the level of farmer participation (i.e. self-mobilisation) that is required for a demand-driven extension system. Currently, after six years of decentralisation, the level of farmer participation can be classified as somewhere between consultation and collaboration. Therefore, the results of this study suggest that the transition from a top-down to a demand-driven extension system will take considerable time and resources.

The impact of international actors on domestic agricultural policy : a comparison of cocoa and rice in Ghana

The global financial and food crisis of 2007 and 2008 was followed by a surge in foreign interest and investment in African agriculture. Renewed global interest in African agriculture was also accompanied by an increase in international efforts to influence domestic agricultural policies, including in Ghana. In the context of an increasingly globalised food regime and integrated commodity markets, this thesis answers the question: to what extent do international actors impact domestic agricultural policies in Ghana? Policy 'impact' is understood as the marked influence that international actors have on policy goals and the resources, institutions, and knowledge used for achieving them. This thesis compares case studies of cocoa and rice policy over two different periods in Ghana's recent history (1983-1995 and 2003-2012) to understand how international actors use their power and resources to impact agricultural policies. The comparison of cocoa and rice policy is used to address two gaps in existing literature by examining how the impact of international actors relates to: 1) the political economy for a specific crop; and 2) the interaction between actors at international, national and local levels. Findings from the comparative analysis are then used to test existing theories for how international actors influence government policy in Africa more generally. In particular, findings provide new insights into how the impact of international actors on African agricultural policies is strongly associated with the effect of policy decisions on the longer-term political economy for a particular crop.

A precarious balance: consequences of Zimbabwe's fast-track land reform

This thesis is a detailed account of Zimbabwe's controversial fast-track land reform programme. Zimbabwe's land reform history has been discussed extensively, with a focus on land redistribution. The fast-track land reform programme transferred eleven million hectares of land from 4 000 white commercial farmers to 51 543 landless peasant families. The thesis begins by offering some land reform theories and gives an overview of the land question in Southern Africa. This is followed by a discussion of Zimbabwe's land question from a historical perspective. Next is a periodised account of the successes and failures of land reform attempts made by the Zimbabwean government from independence in 1980 to 1998 when the fast-track land reform programme was conceived. Zimbabwe's political and economic situation at this time is significant. The context for fast-track land reform includes a discussion about the national question in Zimbabwe and the deteriorating status of white citizenship; the rise of Zimbabwe's liberation war veterans as a formidable force and the formation of the Movement for Democratic Change as a strong political party that was challenging, among others, the dominance of the ruling Zanu-PF party and its policies. The blueprint for fast-track land reform is discussed in order to contrast it to how the reform unfolded in practice. In this regard, the response of the international community to the violence and lawlessness that characterised fast-track land reform is worth mentioning, especially since it has bearing on how Zimbabweans are trying to cope with life in a radically altered physical and social environment, following the land reform exercise. The consequences of fast-track land reform are analysed in terms of development and the plight of Zimbabwe's farm workers; the internal displacement of hundreds of thousands of farm workers, white commercial farmers and others in Zimbabwe's countryside and whether or not fast-track land reform beneficiaries can successfully engage in agriculture to improve their standard of living. The Vumba and Burma Valley case study is illustrative of how fasttrack land reform was implemented and its socio-economic impact on Zimbabwe's poor and marginalised groups, for instance, female farm workers. The case study offers valuable insights about the survival strategies that ordinary people affected by the land reform exercise are adopting in order to cope with their new circumstances. Data was gathered from a focus group discussion (pilot study), in-depth semi-structured interviews and observation on three farms, as well as interviews with a few government officials, government documents and newspaper reports. The study is useful to countries that are planning or already implementing land reform, for example, South Africa.

The contribution of agriculture to rural development in Mbashe Municipality

Despite the decreasing contribution of agriculture to Gross Domestic Product (GDP) in South Africa, agricultural activities are critical in the development of rural households. These activities are an important route through which these rural communities can reduce poverty. This is mainly because agriculture has been the main source of income and employment in rural areas in South Africa and other less developed countries (LDC). However, it has not generated sufficient income to sustain rural households. Rural areas are characterised by factors such as low socio-economic conditions, low standards of living, lack of access to markets and inadequate infrastructure that does not create an enabling environment for private sector involvement. The private sector is not actively involved or engaged in rural development. Rural development involves improvement in the economic security of people in rural areas. It is poor households that look for employment in agriculture. The poor are portrayed in terms of qualifications, employment, access to resources, basic health services, skills possessed, self- sustaining activities, and income and expenditure patterns. Many individuals in rural areas are pushed into non-agricultural activities due to lack of opportunities in agricultural activities. Lack of opportunities in agriculture can be caused by subsistence agriculture in small holdings of land and lack of appropriate skills sets for certain agricultural activities. Ultimately, it is poor individuals who increase their dependence on agriculture. The primary objective of this research was to obtain a better understanding of the contribution of agriculture in rural development in the Mbhashe Local Municipality (MLM). Furthermore, the necessary conditions required to sustain livelihoods in the rural areas were identified. This was mainly done in an attempt to improve the quality of life in the rural areas. The study was based on three objectives. The first objective was to identify the constraints to agricultural activities in the Mbashe Local Municipality; the second was to investigate the plight of rural people in the Mbhashe Local Municipality. Lastly, the third objective was to investigate the contribution of agriculture in rural development in the study area. The main finding with regards to the first objective is that facors such as lack of infrastructure, low socio-economic conditions, lack of appropriate skills and lack of opportunities in agriculture are some of the constraints to agricultural activities. Investments in basic infrastructure need to be significant so that funds can flow into the rural areas to be invested in livelihood activities in order to create more employment opportunities. With regard to the second objective, the main finding is that rural people need to be empowered through increased knowledge and skills. This involves improving literacy and skills training, because the outcome of this training is that they are able to stand on their own feet and provide for their families. The main finding with regard to the third objective is that rural areas, by nature, are not easy to service but have indigenous knowledge that can be used in agriculture. However, the government must support them with the necessary infrastructure. Agriculture has been a major source of income and employment in the Mbashe Municipality.

This thesis aimed to analyze the rural areas as a rural development policy in the state of Bahia from a new institutional dynamics of regionalization focused as a guarantee of participation of social actors of the field. The central issue was that the effectiveness of a new institutional framework depends on the institutions as instrumental implementation of government programs and policies for rural development. It was analyzed two experiences of rural areas promoted by the Department of Territorial Development - SDT Ministry of Agrarian Development - MDA, from 2003: Territory Rural Sisal and South Coast. These experiences have characteristics and dynamics of different evolution, but the challenges of effective rural land policy were the same from the analysis of indicators. This condition is related to institutional arrangements for sector dynamics in the formulation and implementation of public policies for rural development. / Esta tese objetiva analisar os territórios rurais como uma política de desenvolvimento rural no estado da Bahia a partir de uma nova institucionalidade na dinâmica de regionalização voltada como garantia de participação dos sujeitos sociais do campo. A questão central foi de que a efetividade de uma nova institucionalidade depende das instituições como arcabouço instrumental de implementação de programas governamentais e de políticas públicas de desenvolvimento rural. Foram analisadas duas experiências de territórios rurais fomentadas pela Secretaria de Desenvolvimento Territorial SDT do Ministério do Desenvolvimento Agrário MDA, a partir de 2003: o Território Rural do Sisal e do Litoral Sul. Essas experiências têm características e dinâmicas de evolução diferentes, mas os desafios de efetivação da política territorial rural foram os mesmos a partir da análise de indicadores. Essa condição está relacionada aos arranjos institucionais que enfrentam dinâmicas setoriais na formulação e na implementação de políticas públicas de desenvolvimento rural.
