Nesta direção, este estudo combinou a análise de dados estatísticos e cartográficos sobre as AEIS com a crítica ao modelo de planejamento e gestão urbana adotados pelo poder público municipal. Procuramos, através do estudo dos conceitos de desterritorialização e aglomerados de exclusão conhecer e interpretar quem são e onde vivem os sujeitos empobrecidos, excluídos das formas legais da propriedade da terra na cidade capitalista contemporânea. Trabalhamos com a perspectiva de que, na atualidade, a face urbana da crise geral do capital se delineia no território a partir da proliferação acentuada dos aglomerados de exclusão, configurando um cenário de crise urbana. / The main objective of this dissertation is to analyze the growth of the exclusion areas in Juiz de Fora / MG, also denominated, for planning purposes, as Areas of Special Social Interest – “Áreas de Especial Interesse Social (AEIS)”. In this sense, this study combined the analysis of statistical and cartographic data about the AEIS with a comprehensive assessment about the current model of urban planning and management adopted by the municipal government. Considering the concepts of deterritorialization and agglomerates of exclusion, we tried to understand and comprehend the impoverished individuals, excluded from the legal forms of land ownership in the contemporary capitalist city, identifying who they are and where they live. Additionally, we worked with the perspective that the urban face of the current general crises of the capitalism is reflected in the urban territory through the marked proliferation of those agglomerates of exclusion, indicating a scenario of urban crisis.
