Esta dissertação de mestrado tem por finalidade abordar as mudanças ocorridas na Enseada do Suá a partir das ações dos agentes produtores do espaço urbano em Vitória. Para tal, informa os processos de expansão urbana em Vitória, como os aterros na Baía de Vitória, a descentralização e a incorporação da Enseada do Suá pelo mercado imobiliário. Trata, portanto, de um estudo sobre a estrutura do espaço interno de Vitória, no que diz respeito às ações dos agentes produtores do espaço, o crescimento e a dispersão das atividades do setor terciário na cidade de Vitória. Avalia a importância do Shopping Vitória e da inauguração da Terceira Ponte como elementos importantes para o crescimento do mercado imobiliário em Vitória, o que provocou o processo de descentralização, bem como a importância da Enseada do Suá na organização do espaço interno de Vitória. Destaca a importância do Estado como agente promotor do espaço urbano e o seu papel na produção imobiliária na Enseada do Suá e em Vitória, o que ocorre com a transferência das sedes das instituições públicas do Centro para a Enseada do Suá e com a aplicação da legislação sobre o uso do solo. Esta dissertação também procura mostrar as perspectivas de mudanças no uso do solo urbano na Enseada do Suá a partir da atuação do Estado pela aplicação da legislação em Vitória. / This masters dissertation is to approach the occured changes in the Enseada do Suá from the actions of the producing agents of the urban space in Vitória. For such, it informs the processes of urban expansion in Vitória, as the landfill in Baía de Vitória,the descentralization and the incorporation of the Enseada do Suá for the real estate market. It treats, therefore, of in study on the structure of the internal space in Vitória, in what it says respect the actions of the producing agents of the space, the growth and the dispersion of the activities of the tertiary sector in the city in Vitória. It evaluates the importance of the Shopping Vitória and the inauguration of the Terceira Ponte as importants elements for the growth of the real estate market in Vitória, what it provoked the decentralization process, as well as the importance of the Enseada do Suá in the organization of the internal space of the Vitória. Is detaches the importance of the State as promotional agent of the urban space and its paper in the real estate producion in the Enseada do Suá and Vitória, what it occurs with the transference of the headquarters of the public institutions of the Centro for Enseada do Suá and with the application of the legislation on the use of the ground. This dissertation also looks for to show the perspectives of changes in the use of the ground urban in the Enseada do Suá from the performance of the State for the application of the legislation in Vitória.
