It has searched to prove the conception that the educators involved in PDE (directors, coordinators of PDE, leaders and teachers) have autonomy and it has seen how the plan implementation has facilitated, or not, to enlarge the exercise of school autonomy. It has verified that PDE, how it was conceived as an educational politics, and how it has been driven become true the elaboration and implementation actions which can be understood as an administration inductor model that finds out, in the practice, difficulty to materialize the democratization of school administration and consequently, to promote the autonomy and participation of it.
