Isso ? not?vel no Setor de Alimenta??o Coletiva, grande consumidor de bens e servi?os, que depende de uma rede de fornecedores para seu funcionamento, movimenta um grande mercado mundial e atua em um ambiente de mudan?as r?pidas, cujo seu principal produto, a refei??o, deve satisfazer o cliente nas mais diversas dimens?es, com diferentes atributos e prioridades. Quest?es relacionadas ? sa?de, bem-estar, seguran?a alimentar e sustentabilidade d?o ainda mais complexidade ? governan?a no Setor, devido a caracter?sticas pr?prias do suprimento requerido (alimento), como por exemplo, a perecibilidade. Avaliar fornecedores de acordo com essas caracter?sticas ? atividade estrat?gica fundamental para sobreviv?ncia no setor e envolve inerentemente tomada de decis?o multicrit?rio. Esta pesquisa explorou o processo decis?rio que envolve a avalia??o do desempenho de fornecedores de g?neros aliment?cios para efici?ncia na produ??o de alimenta??o para coletividades, a partir de um estudo de caso incorporado em Restaurantes Universit?rios (RUs) de universidades p?blicas federais localizadas na regi?o Nordeste do Brasil, propondo um Modelo de Decis?o Multicrit?rio. Os crit?rios e atributos de desempenho para fornecedores que compuseram o modelo foram levantados a partir de pesquisa de campo em v?rias fontes de evid?ncia coletados in loco ao longo de um ano e validados pela t?cnica de triangula??o dos dados. Os dados coletados propiciaram o estabelecimento de um quadro referencial de crit?rios (framework) para desempenho de fornecedores de g?neros aliment?cios, assim como seu grau de import?ncia e indicadores associados para efici?ncia na gest?o da alimenta??o coletiva, na perspectiva dos RUs. Utilizou-se o m?todo de sobreclassifica??o ELECTRE TRI para classifica??o dos fornecedores nos n?veis de avalia??o desejados a partir dos crit?rios identificados. O Modelo de Decis?o desenvolvido demonstrou pertin?ncia e adequa??o ao contexto de estudo, apoiando de forma racional e n?o compensat?ria a decis?o gerencial diante da multiplicidade de crit?rios, contribuindo com o alcance dos objetivos estrat?gicos da organiza??o. Sua aplica??o resultou na classifica??o dos fornecedores nos n?veis de desempenho esperado, aceit?vel e n?o aceit?vel, apoiando a determina??o de cursos de a??o a seguir, como defini??o de n?veis de colabora??o, manuten??o ou interrup??o do fornecimento, permitiu tamb?m o feedback aos fornecedores do desempenho esperado, favorecendo a melhoria cont?nua, assim como subsidiou a padroniza??o e especifica??o dos crit?rios de sele??o de novos fornecedores, identificando inclusive, fornecedores pass?veis de benchmark. / The process of administration of organizations is under global pressure to the existence of management models based on the principles of transparency, fairness and social responsibility. The search for a pattern of decisions to obtaining competitive advantage is strategic activity. Gains momentum the management of supply chain given the volume of purchases and the impacts of products and services provided in quality, in financial results and in image of the purchasing company highlighting the importance of an effective supplier management process. This is noteworthy in the foodservice sector, that is a major consumer of products and services, that depend on a network of suppliers for its functioning, moves a large global market and operates in an environment of rapid change, where its main product, the meal, must satisfy the customer in in the most diverse dimensions, with different attributes and priorities. Issues related to health, welfare, food safety and sustainability still give more complexity to the governance in the sector, due to the peculiar characteristics of the required supply (food), as for example, the perishability. Evaluate suppliers according to these characteristics is fundamental strategic activity for survival in the industry and involves multicriteria decision making. This research explored the decision making process that involves evaluating the performance of food suppliers for efficiency in food production for collectivities, from a case study built in University Restaurants of universities public federal located in the Northeast region of Brazil, proposing a Multicriteria Decision Model. The criteria and performance attributes for suppliers who comprised the model were collected from field research on various sources of evidence and validated by the technique of triangulation of data. The data collected propitiated the establishment of a framework of criteria for performance of food suppliers, as well as its degree of importance and associated indicators for efficiency in the management of collective feeding, from the perspective of the University Restaurants. It was used the method ELECTRE TRI for classification of suppliers in assessment levels desired. The Decision Model developed showed relevance and adequacy to the study context, supporting rationally and not compensatory managerial decision given on the multiplicity of criteria, contributing with the scope of the strategic objectives of the organization. Its application resulted in the classification of suppliers in the levels of expected performance, acceptable and not acceptable, supporting the determination of courses of action following, as definition of the levels of collaboration, maintenance or interruption of supply, also allowed feedback to the suppliers, favoring the continuous improvement, as well as subsidised the standardization and specification of the criteria for selecting new suppliers, identifying inclusive, suppliers capable of benchmark.
