Trata-se de estudo transversal, descritivo, incluindo a an?lise documental dos processos de credenciamento dos programas (PCP) de resid?ncia m?dica em cardiologia vigentes no Estado do Rio Grande do Norte (RN) no ano de 2014 e a an?lise da percep??o do residente sobre a sua forma??o como especialista em cardiologia. Al?m da an?lise documental dos PCPs, foi aplicado um question?rio semiestruturado, com perguntas fechadas, do tipo Likert, e abertas a todos os residentes e egressos dos PRM analisados. Foram identificados dois PRM em Cardiologia no Estado do RN, sendo um programa sediado em institui??o p?blica e outro em institui??o privada. A an?lise documental mostrou uma maior quantidade de preceptores com um maior titularidade na institui??o p?blica em rela??o a privada, assim como uma maior produ??o acad?mica, como publica??es em revistas indexadas, publica??o de livros, cap?tulos de livros e participa??o em congressos. A institui??o privada apresenta uma melhor infraestrutura de urg?ncias, com pronto socorro e Unidade de Terapia Intensiva (UTI) cardiol?gica. Percebe-se que os residentes t?m consci?ncia de como deve funcionar uma boa resid?ncia, assim como as fortalezas e fragilidades das resid?ncias que participam. A maioria dos residentes do Hospital Universit?rio Onofre Lopes (HUOL) destaca como fortalezas a organiza??o, participa??o e qualidade dos preceptores, atividades pr?ticas e discuss?es cient?ficas, grande quantidade de pacientes e as visitas e discuss?es com preceptores nas enfermarias. Citam como maiores fragilidades a falta de servi?os de urg?ncia pr?prio, bem como UTI especializada. No Hospital do Cora??o de Natal (HCor), observa-se como ponto fraco a programa??o te?rica e poucas pr?ticas ambulatoriais. Como vantagens, citam os preceptores, agilidade na realiza??o dos exames, um bom n?mero de pacientes graves e de procedimentos. Observa-se, nas duas resid?ncias, uma certa dificuldade de aceita??o em itens importantes e obrigat?rios de acordo com as normas da Comiss?o Nacional de Resid?ncias M?dicas (CNRM), como: a bioestat?stica, bio?tica, ?tica m?dica, epidemiologia e metodologia da pesquisa. Al?m disso, os residentes reconhecem que ambos os hospitais t?m uma boa infraestrutura e suporte tecnol?gico, em especial aos m?todos de imagens. A avalia??o dos PRMCs possibilitou identificar as fortalezas de cada programa e os aspectos a serem aprimorados nos mesmo. Permitiu tamb?m a observa??o de dificuldades na aceita??o de algumas normativas contidas na resolu??o da CNRM pelo residente, como a participa??o em atividades como a bioestat?stica, epidemiologia e metodologia da pesquisa, bem como a necessidades de melhoria da forma??o t?cnica espec?fica, como na urg?ncia e emerg?ncia. Desta forma, nossos resultados possibilitar?o elaborar estrat?gias para aprimoramento continuado dos PRMC do estado. Ademais, possibilitou a elabora??o do manual do residente em cardiologia, contendo, inclusive, o detalhamento do sistema de avalia??o do residente, que poder? servir de modelo para outros programas de resid?ncia m?dica. / The present study had as goal to evaluate Rio Grande do Norte state?s medical residency programs (MRP) in Cardiology. It?s a descriptive study, including a documental analysis of the program?s accreditation processes (PAP) of cardiology?s medical residency in Rio Grande do Norte state in 2014 and the analysis of the resident?s perception about his professional education as a specialist in Cardiology. Beside the documental analysis of the PAPs, it was applied a semi-structured questionnaire with closed questions Likert style and open questions to all the current and former residents of the MRPs analyzed. Two MRPs in Cardiology were identified in Rio Grande do Norte state, one hosted in a public institution and the other in a private institution. The documental analysis showed a greater amount of preceptors with a good level of ownership on the public institution in comparison with the private one, as well as a bigger number of publications, participation in congresses and in book?s publications. The private institution presents a better Urgency?s infrastructure, with emergency room and cardiologic ICU. It IS clear that the residents are aware of how a good residency must work, as well as the strengths and fragilities of their own residences. Most of Onofre Lopes Universitary Hospital?s residents point out as a strength the organization, participation and quality of the preceptors, practice activities and scientific debates, great amount of patients and the visits and debates with the preceptors on the sickrooms. As the greatest fragilities, they emphasize the lack of a urgency service of their own and a specialized ICU. In Cora??o Hospital of Natal (HCor), it is listed as weak points the theoretic scheduling and the few ambulatory practices. As positive aspects, they report the preceptors, the agility on the execution of exams, a good number of serious patients and procedures. In both residences, it is seen a certain difficulty in accepting the important and mandatory items imposed by the rules of the Medical Residences? National Committee, such as: biostatistics, bioethics, medical ethic, epidemiology and research methodology. Besides that, the residents recognize that both hospitals have a good infrastructure and technological support, especially in imaging methods. The evaluation of PRMCs identifies the strengths of each program and the aspects to be improved in both programs. It also allowed the observation of difficulties in accepting some regulations contained in the CNRM resolution by the resident, such as participation in activities such as biostatistics, epidemiology and research methodology as well as the improvement needs of specific technical training, such as in emergency care. Thus, our results make possible to develop strategies for continued improvement of PRMC in RN state. In addition, it enabled the preparation of the resident?s manual in cardiology, containing even a breakdown of resident evaluation system, which could serve as a model for other residency programs.

In response to this problem the National Program of Iron Supplementation (NPIS) created tools to record, evaluate and monitoring regularly and permanently, the process of establishing and implementing the three levels of the National Health System management and their results, forming what is called Management Module, which is nothing more than its Information System (IS). This article aimed to perform a descriptive and critique analysis of this system performance using as research outline the generation and use of data at the municipal level. The retrospective design used as the primary data interviews with health professionals, managers and users of the program, and as a secondary material, SI PNSF data and reports from the General Commission of Food and Nutrition, the state and municipal management, among other documents. The quality and relevance of the information was analyzed through the categories: completeness, reliability, timeliness, access, correction of goals and consistency of the information with the goals of health politics. Despite the SI have easily accessible data, the results showed errors in setting national goals and program coverage, in addition to wrong data input by local coordinators. Accessibility was also affected, disallowing the use of data for decision making at the local, intermediate and national levels. Finally, there was serious planning problems arising, at least in part, the institutional culture that underpins health practices and maintains the information as secret or as political and bureaucratic power resource. Studies and interventions towards the clearing and settlement of these issues could contribute to the improvement of health information systems, and in particular the PNSF, so as to allow the control and reduction of iron deficiency anemia in children and pregnant Brazilian women. / Este estudo objetivou avaliar a implanta??o do PNSF em um munic?pio baiano no per?odo de 2005 a 2012, atrav?s de uma pesquisa avaliativa. Para que se possa chegar o mais pr?ximo da apreens?o da realidade da realidade do objeto foi utilizada tanto a abordagem quantitativa baseada na tr?ade estrutura-processo-resultado a qual foi sistematiza por Donabedian (1980), quanto a qualitativa, fundamentada na avalia??o por triangula??o de m?todos (MYNAYO, 2008). Os achados da pesquisa foram divididos em dois artigos: 1) O Sistema de Informa??o do Programa nacional de suplementa??o de ferro e 2) Avalia??o do Programa Nacional de Suplementa??o de Ferro em um munic?pio da Bahia. ? ineg?vel a importa??o do PNSF como uma das estrat?gias voltadas para controle e redu??o da anemia por defici?ncia de ferro no pa?s, visto que suas a??es propostas de suplementa??o e educa??o alimentar e nutricional devem resolver a principal causa dessa defici?ncia que ? a quantidade insuficiente de ferro na dieta para satisfazer as necessidades nutricionais individuais. O presente estudo traz informa??es que permitem ter um diagn?stico do PNSF, considerando-se a diversidade de fontes utilizadas para obten??o dos dados e conclus?o dos achados. Ap?s quase uma d?cada de cria??o nota-se que o mesmo n?o consegue atingir seu objetivo geral que ? o de suplementar todas as crian?as de 6 meses a 18 meses de idade, gestantes a partir da 20? semana e mulheres at? o 3? m?s p?s-parto. Devido aos problemas encontrados e discutidos na estrutura e no processo de algumas das suas a??es. Sugere-se, ainda, que novas e continuas avalia??es governamentais e n?o governamentais sejam realizadas, no sentido de compreender melhor os fatores quem comprometem a implementa??o efetiva do programa, e que sobretudo ajude na reorganiza??o e aprimoramento do programa para que finalmente atinja o seu objetivo.

Avalia??o do programa de tutoriza??o da EMATER-RN para servidores em est?gio probat?rio

Tutorship was understood as an intensive and continuous relational process, in which a more experienced person in the organization the tutor offers psychosocial support, stimulates the development of the professional career and enables to the newcomer the tutee learning on job performance. The organizational socialization was considered in the perspective of the symbolic interactionism. The study was characterized as a program evaluation and as an action research. The practical interventions for the program implementation were conducted and, at the same time, the evaluations of process, results and reaction to the program were applied. Among the major contributions of the action research, it stood out: the diagnosis of reasons for the formation of the pair and of expectations of tutors and tutees, the improvement of the tutorship registration tools, the ascertainment of the success of the program in the socialization of the new civil servants, the confirmation of the importance of the compatibility among them and of the adequate performance of tutorship functions for achieving its benefits. Based in constraints of the program, one may quote as essential recommendations: the formation of a technical team supporting the program, the clear establishment of deadlines for each procedure and the reinforcement to its compliance, the investigation of the functions performed by the tutor, the sensitization of the managers to the resolution of problems that affect the program, the voluntary participation of the tutor and the continuous meetings of tutors and tutees. One settles for the relevance of the program and in favor of its continuation, provided that its improvement and systematic management are conducted. / A presente tese avaliou as contribui??es e as limita??es do programa de tutoriza??o implantado na EMATER-RN, como t?tica de socializa??o organizacional para os servidores em est?gio probat?rio. Entendeu-se a tutoriza??o como um processo relacional intensivo e cont?nuo, em que uma pessoa mais experiente na organiza??o o tutor oferece suporte psicossocial, estimula o desenvolvimento da carreira profissional e possibilita ao ingressante o tutorando a aprendizagem no desempenho do cargo. Considerou-se a socializa??o organizacional na perspectiva do interacionismo simb?lico. O estudo caracterizou-se como uma avalia??o de programa e uma pesquisa??o. Realizaram-se as interven??es pr?ticas de implanta??o do programa e, ao mesmo tempo, foram aplicadas as avalia??es de processo, de resultados e de rea??o ao programa. Entre as principais contribui??es da pesquisa??o, destacaram-se: o diagn?stico de raz?es para a forma??o da d?ade e de expectativas de tutores e tutorandos, o aperfei?oamento dos instrumentos de registro da tutoriza??o, a constata??o do sucesso do programa na socializa??o dos novos servidores, a confirma??o da import?ncia da compatibilidade entre eles e do exerc?cio adequado de fun??es de tutoriza??o para o alcance de seus benef?cios.
