The Effects of State Constitutional Design of Gubernatorial and Legislative Authority in State Budget PolicyKeeney, Michael Stewart 13 April 2012 (has links)
Each of the fifty U.S. state constitutions establishes a fundamental framework for governmental operations within the state. Described by previous scholarship as the state's political technology, state constitutions delineate formal gubernatorial and legislative authority. Extant literature has focused on gubernatorial and legislative relations from the standpoint of the contemporary contextual political factors associated with individuals serving in the respective offices. Although useful, this focus limits a deeper understanding about how state constitutions, as a point of departure, might affect the way in which governors and legislators interact in the policy process. Specifically examined by this research is how variation in design might impact the ability of governors and state legislatures to achieve preferred policy alternatives. This is addressed through the divergence between the governor's proposed budget and the state legislature's enacted budget. To analyze potential influences of this divergence, state budgets from 27 U.S. states over a recent period of eleven years were collected and coded according to policy areas. Data were used to test hypothesized effects of state constitutional design of formal authority. Based on Tobit model estimation and predicted values of divergence derived from alternative constitutional design scenarios, some state constitutional factors affect the ability of governors and state legislatures to achieve preferred policy alternatives. Salient constitutional variables include gubernatorial and legislative budget authority, institutional control, and duration in service factors. The empirical focus of this research contributes to a more enriched understanding of state constitutions as political technologies. In essence, the design of state constitutional authority has the potential to affect how governors and state legislatures interact in the policy process. In addition to contributing to state constitutional theory, these findings enrich the understanding of the design of authority by reformers and citizens. / Ph. D.

The aim of my thesis "Politic cycle in the European Union countries" is to analyse the possibility of existence of a politic cycle in chosen countries of the EU. The firs half of my thesis is introducing the issue of the public choise theory and different views at this theory together with models of politic cycle. The other part I am dealing with is political and economic backrounds of chosen countried in closer detail and after data analysis of politic-economic development I would like to try to point out possible existence of political cycle. I will use model of politic cycle based on budget policy above all in the analysis.

Democracy Reconsidered : Britain, France, Sweden, and the EUAgné, Hans January 2004 (has links)
<p>The purpose of this thesis is to investigate whether some positions in democratic theory should be adjusted or abandoned in view of internationalisation; and if adjusted, how. More specifically it pursues three different aims: to evaluate various attempts to explain levels of democracy as consequences of internationalisation; to investigate whether the taking into account of internationalisation reveals any reason to reconsider what democracy is or means; and to suggest normative interpretations that cohere with the adjustments of conceptual and explanatory democratic theory made in the course of meeting the other two aims.</p><p>When empirical methods are used, the scope of the study is restricted to West European parliamentary democracies and their international affairs. More particularly, the focus is on the making of budget policy in Britain, France, and Sweden after the Second World War, and recent budget policy in the European Union. The aspects of democracy empirically analysed are political autonomy, participation, and deliberation. The material considered includes parliamentary debates, official statistics, economic forecasts, elections manifestos, shadow budgets, general election turnouts, regulations of budget decision-making, and staff numbers in government and parliament budgetary divisions. </p><p>The study reaches the following conclusions among others. (i) The fact that internationalisation increases the divergence between those who make and those who are affected by decisions is not by itself a democratic problem that calls for political reform. (ii) That international organisations may have authorities delegated to them from democratic states is not sufficient to justify them democratically. Democratisation still needs to be undertaken. (iii) The fear that internationalisation dissolves a social trust necessary for political deliberation within nations seems to be unwarranted. If anything, views argued by others in domestic budgetary debate are taken increasingly serious during internationalisation. (iv) The major difficulty with deliberation seems to be its inability to transcend national boundaries. International deliberation at state level has not evolved in response to internationalisation and it is undeveloped in international institutions. (v) Democratic political autonomy diminishes during internationalisation with regard to income redistribution and policy areas taken over by international organisations, but it seems to increase in public spending. (vi) In the area of budget policy-making there are no signs that governments gain power at the expense of parliaments during internationalisation. (vii) To identify crucial democratic issues in a time of internationalisation and to make room for theoretical virtues like general applicability and normative fruitfulness, democracy may be defined as a kind of politics where as many as possible decide as much as possible.</p>

Sociální dimenze rozpočtové politiky ČR v období 2000-2010. / The Social Dimension of the Czech Republic Budget Policy in the period of 2000-2010Vinšová, Miroslava January 2013 (has links)
The thesis deals with the relation of social policy and budget policy of the Czech Republic in the period of 2000 - 2010. In the theoretical part there are explored principles,characteristics, functions, subjects and instruments of implementation of social policy. The concept of welfare state, its potentiality and limitations, including contemporary critical reflections, are discussed. As a theoretical background, in context of public choice theory, there is treated the question of political cycle influence on social policy. Attention is also focused on public budget system, particularly on the role of state budget. In the empirical part, aimed to deeper assessment of social dimension of the budget policy, are analysed data from the three electoral periods when different governments of social or civic democrats were enforcing different social policy. For electoral periods were collected and evaluated data regarding the four parameters: results of elections and govenrment profile, legislation acts of social policy, macroeconomic limitations, and expenditures of the state budget on social policy.
