臺北市都市容積空間分佈與容積移轉制度研究 / A Study on the Distribution of Urban Building Capacity and the Urban Building Capacity Transfer in Taipei City

我國「都市計畫容積移轉辦法」中規定容積接受區須與容積送出區為同一都市計畫地區,以臺北市為例,全區屬同一主要計畫,申請者於房價較低之行政區取得公共設施用地後,將其容積移入房價較高之行政區,產生某些行政區開發量暴增、公共設施服務品質不佳、都市景觀衝擊、都市交通擁擠及缺乏最適容積總量管制等課題。 本研究以都市容受力理論觀點,提出最適容積總量的評估機制,利用ArcGIS系統了解臺北市各行政區及街廓發展現況,掌握其各種屬性,作為建立分類指標參考,再藉由因子分析、集群分析等研究方法,進行都市容受力評估以及街廓條件分類。 最後,根據實證研究結果,建議臺北市容積移轉制度須檢討各行政區容積發展總量、評估都市發展容受力、考量其他容積管制政策、調整容積移轉範圍、規定各行政區接受基地街廓分類與移入容積上限及擬定容積移轉接受基地相關規範,以作為容積移轉政策之執行參考。 / As stipulated in the Regulations of Urban Building Capacity Transfer, the recipient and donor of transferred building capacity need to be located in the same urban planned district. Take Taipei City for example, it is covered in the same urban planned area. As developers acquire public facilities lands in administrative areas of low land prices, and then transfer the building capacity got from the former to the administrative areas of high land prices. The behavior of developers mentioned above, will trigger a rapid increase of development capacity in certain administrative areas, impact the service quality of public facilities, urban landscape, traffic condition, and optimal control of building capacity. Based on the theory of urban carrying capacity, the study proposes an optimal building capacity assessment mechanism. ArcGIS is used to trace the current development and understand the various features of the administrative areas and street blocks in Taipei City so as to help establish relevant classification indicators. Factor and cluster analyses are then conducted to facilitate urban carrying capacity assessment and classification of street blocks. Finally, on the basis of the empirical results , this study offers the following suggestions for achieving more effective implementation of the urban building capacity transfer system in Taipei City: reviewing the total building capacity in every administrative areas, assessing urban carrying capacity, exploring other policies for building capacity control, adjusting the scope of building capacity transfer, classifying the street blocks of the recipient sites in every administrative areas, limiting the volume of transferred building capacity, and drafting regulations for recipient sites of transferred building capacity.

Building Capacity of Teachers and Trainers in Technical and Vocational Education and Training (TVET) in Sudan: Case of Khartoum State

The purpose of this research was to do applied study to investigate TVET teacher education in Sudan in a bid to rebuild and raise the capacity of the teachers and trainers who are working in the technical schools and vocational training centers in Khartoum state, and to generalize the overall results throughout the Sudan. Specifically, many research questions were addressed to target the main purpose of the study: To what extent the practical components of curriculum are applied in and outside TVET institutions? To what extent the in-service training’s programs meet the professional development of teachers and trainers? Is the private sector contributes to the training programs? Which approaches could be implemented to improve the teacher training? To what extent the integration of ICTs in learning and teaching process improves competence of TVET teachers? Is there re-training program for old teachers? Is there need to train teacher in private sector workshop? Moreover: the following concepts are relevant to raising the capacity building of teachers are studied: teacher professional development, capacity building, integration of suitable level of information and communication technology (ICT) to teacher education and the connectivity of training process to world of work. In order to collect convenient information, the study used the questionnaire and interview as instruments to achieve the objectives of the research. The main population of the study is teachers, trainers, administrators and employers. With respect to data analysis, the study used the SPSS program and the Chi-square to test some hypotheses. The results of the study showed that essential innovations and reforms on the initial and in-service training programs should be done especially, respect to practical components of the initial and in-service training to reach the professional development for teachers. Since most of interviewees confirmed old curricula of the initial education of teacher and there was no retraining program for the teacher on the job: the linkage of the training to world of work is needed to keep the teacher up-to date. Integration of ICT into learning/teaching process is very important factor because it’s one of the modernization requirements; hence if we do not do this now it should be urgent necessity at the near future. Major result of the study the proposed training approach for TVET teachers in Sudan, whereas implementation of this approach depends on three levels: macro- level the political commitment by undertaking clear national policy and conceptual framework for technical and vocational education and improving the image of teachers, their work conditions and media involvement. Meso-level:(public and private sector): since a moral contribution towards training of TVET teachers should be realized, by providing real opportunity to make a success to this new training approach by means of offering technical support, technical consultation, advanced knowledge, specialized seminars and contributing of all training policies especially the financial cost. Micro-level (TVET institutions): there is vital role of administrators to play to attract best candidates not only students of low grades to TVET domain. For example, integrate simple level technology into curricula. Improve initial and in-service training programs based on training needs assessment. Create good internship, and improving the work environment and incentives for teachers.

Determination Of The Change In Building Capacity During Earthquakes

There is a great amount of building stock built in earthquake regions where earthquakes frequently occur. It is very probable that such buildings experience earthquakes more than once throughout their economic life. The motivation of this thesis arose from the lack of procedures to determine the change in building capacity as a result of prior earthquake damage. This study focuses on establishing a method that can be employed to determine the loss in the building capacity after experiencing an earthquake. In order to achieve this goal a number of frames were analyzed under several randomly selected earthquakes. Nonlinear time-history analyses and nonlinear static analyses were conducted to assess the prior and subsequent capacities of the frames under consideration. The structural analysis programs DRAIN-2DX and SAP2000 were employed for this purpose. The capacity curves obtained by these methods were investigated to propose a procedure by which the capacity of previously damaged structures can be determined. For time-history analyses the prior earthquake damage can be taken into account by applying the ground motion histories successively to the structure under consideration. In the case of nonlinear static analyses this was achieved by modifying the elements of the damaged structure in relation to the plastic deformation they experience. Finally a simple approximate procedure was developed using the regression analysis of the results. This procedure relies on the modification of the structure stiffness in proportion to the ductility demand the former earthquake imposes. The proposed procedures were applied to an existing 3D building to validate their applicability.

Barriers and enablers to locally-led clinical trial conduct in low and middle income countries : strategies for developing locally sustainable health research capacity

Many Low and Middle Income Countries (LAMICs) still lack sufficient health research capacity to build a local evidence-base with which to inform policy and improve population health. Recognising this, The 2013 World Health Report called for all nations to be producers of health research. To achieve this, new strategies that can develop sustainable locally-led capacity are required. Among the health research capacities needed, ability to conduct clinical trials is important. However, there is no evidence-informed guidance on the best ways to develop locally-led trial capacity. This thesis aims to fill this gap. Three cases-studies using qualitative methods to explore the barriers and enablers to locally-led trial conduct were conducted in Ethiopia, Cameroon and Sri Lanka. Current and potential local trial researchers and health research system stakeholders were recruited. A synthesis of the health research capacity development literature was conducted to compare the case-studies’ findings with wider published perspectives. These data permit an examination of the key issues facing the development of locally-led trial capacity in LAMICs. Barriers and enablers to locally-led trial conduct were found at macro, institutional and individual levels. Although different country research systems, and institutions and individuals within them, were variably successful at conducting trials, the key issues and mechanisms influencing successful trial undertaking were largely similar. Agreement among the case-studies and with the diverse literature suggests that many of the findings will be transferable to other LAMICs, and are also of relevance to other health research methods. A conceptual framework explaining the antecedents and consequences of locally-led trial undertaking in LAMICS is presented. This identifies the following factors as important for supporting locally-led trial undertaking: awareness and appreciation for health research and clinical trials; motivation to conduct clinical trials; availability of human resources with trial knowledge and technical skills; research leadership capabilities; ability to form collaborations, effective teams and acquire resources; trial management dedicated to sustainable capacity development and producing useful research; and system-wide prioritisation of health research. The theories of change presented within this framework are used to develop practical recommendations for development of locally-led trial capacity in LAMICs. These recommendations have four inter-related goals: fostering pro-research cultures in stakeholder institutions; developing trial leaders and staff; providing a facilitative operational environment for trials; and ensuring trial research has an impact. However, to create the will to enact change, advocacy from research champions and conducting trials in a way that benefits local institutions and population health is needed.

Supportive Systems for Building Capacity of the Elementary Instructional Coach

The purpose of this qualitative case study was to examine the systems in place to build the capacity of elementary instructional coaches in a fast-growth district. Through syntheses of research from educational scholars, the conceptual framework was developed with a focus on building capacity of instructional coaches in an ever-changing environment of fast-growth through the lens of professional learning communities, human and social capital, and support from district and campus administration. This study assessed the perceptions of six instructional coaches, six principals, and six district leaders from Rose ISD regarding the school district's support for building the capacity of instructional coaches within the elementary instructional coaching program. The three-part data collection process included document analysis, in-depth interviews, and focus group interviews to support triangulation of data. Through the a priori coding process, the following four themes emerged that highlight key components needed to support district leaders in establishing systems to build the capacity of instructional coaches in an ever-changing environment caused by fast growth: structured time for professional learning, program clarity, collaborative support systems, and implementation of a professional learning community framework. This study revealed a specific need to further understand systems for monitoring and evaluating the effectiveness of the instructional coaching program in an ever-changing environment of a fast-growth district.
