老屋健檢之政策分析 / The Policy Analysis of the Old Building Inspection Plan

健康檢查有益於疾病預防及促進健康,同理而言,透過老屋健檢檢視居住安全,有助於居民選擇合適的療法防止建物持續劣化。2016年2月6日高雄美濃地震引發大眾對於建物安全的關注,根據統計顯示臺北市住宅屋齡超過20年占總量78.51%,總樓層數5層以下占總量54.36%,顯示臺北市建物以老舊公寓為主,潛藏公共安全的風險,對老舊建物進行健檢顯得迫切且必要。2013年臺北市以人體健康檢查概念首創老屋健檢計畫,健檢對居民後續行動的影響及其政策成效乃本文焦點。 本文以2013和2014年臺北市老屋健檢申請案件及屋齡20年以上之公寓大廈社區為調查樣本,從個體面探討老屋健檢對居民改善環境意願的影響以及健檢與否導致後續行動之機率差異,並就總體面估計政策之成本效益。研究結果顯示,曾參與健檢者有意改善環境之機率較高,居民在建物設備及外牆安全健檢結果越差時,將增加改造環境的可能性;就總體面來說,現行政策投入少量成本即獲得可觀效益,顯示老屋健檢政策應持續執行。 / Physical examination is beneficial to disease prevention and health promotion. By the old building inspection plan, residents can inspect building environment, prevent the deterioration of the building, and cure disease in an appropriate way. 0206 earthquake caused many deaths, which has aroused the widespread social concern on building safety. According to the official statistics, there are 885,340 housing units in Taipei, about 78.51% of which are over 20 years old, about 54.36% of which are five-storey building or below. It is indicated that older building threaten public safety in Taipei. Hence, it is necessary and urgent to inspect ageing building. The old building inspection plan was held in 2013, which are a Taiwan's first policy. The objectives of this paper are to inspect whether the old building inspection can influence the aspiration of residents improve the building environment, and to examine the effects of the old building inspection plan. The samples of the study include: (1) the ageing buildings which have been involved in the old building inspection plan from 2013 to 2014;(2) the condominiums of 20 years old or above. At first, this paper aims to examine the effects of the old building inspection plan on residents' willingness, then discuss the probability on environment improving before and after joining the program. Finally, we calculate the effectiveness of policy. Empirical results demonstrate that residents who have been involved the plan are more willing to improve the environment. Building equipment and exterior walls performance are worse, residents are more willing to transform the environment. Finally, tremendous effect could be obtained by adding little cost under the support of current policy. It clearly showed that the old building inspection plan should be consistently carried on.

Column recogniton and defects/damage properties retrieval for rapid infrastructure assessment and rehabilitation using machine vision

No matter how inspection techniques have been advanced, manual visual inspection is currently still the first and fundamental step in assessing civil infrastructure. If no sign of deterioration has been spotted in manual inspection, any future inspection actions is not necessary to take. However, manual inspection has been identified with several limitations including the qualitative nature of inspection results, the time-consuming inspection process, and the heavy reliance on inspectors' and/or engineers' experience. In order to overcome these limitations, automated visual inspection systems have been proposed to enhance and/or replicate the manual inspection process. A number of image processing methods have been developed in detecting defects (i.e. coating rusts) and damage (i.e. cracks) on civil infrastructure. Their effectiveness has been verified in inspecting structures, such as bridges, underground pipes, and tunnels. Although existing methods are effective in finding defects and damage from digital images, missing two important links limits their application for rapid infrastructure assessment and rehabilitation. The first link is the correlation between the defects/damage and the structural members that the defects/damage lie on. The second link is the relationship between the defects/damage and their impacts on the structural members. The purpose of this research is to investigate the way of establishing these two links. It is focused on the retrieval of critical structural members and defects/damage information from images/videos, and then the utilization of this information for automated and rapid assessment and rehabilitation of civil infrastructure. Specifically, a combination of techniques from the areas of visual pattern recognition, digital filtering, and machine vision have been used in order to develop a set of methods for concrete column recognition, crack properties retrieval, and air pockets and discoloration detection and evaluation. The methods proposed in this research were implemented in a Microsoft Visual Studio environment, and tested on the real images/videos of concrete structures inflicted with cracks, air pockets and discoloration. The test results indicated that the methods could automatically recognize concrete columns, correctly measure the properties of the cracks in a crack map, and accurately evaluate the impacts of air pockets and discoloration on the visual quality of concrete surfaces.

Based on this analysis there will be set common and specific recommendation for preparation of source data, for evaluation of buildings, and for local investigation in case of evaluation buildings. The purpose of this thesis is to help experts with preparation of source data to make evaluating report.

[ES] La investigación desarrollada para la tesis doctoral ha estado ligada con el proyecto de investigación ROBIM (Robótica autónoma para inspección y evaluación de edificios existentes con integración BIM) y tiene como objetivo general el desarrollo de una tecnología automatizada, activa y multidisciplinar de inspección, evaluación y diagnóstico de la composición, estado de conservación y eficiencia energética de los cerramientos del patrimonio inmueble, que facilite la obtención de información fiel y suficientemente detallada de los sistemas constructivos y lesiones que afectan a la envolvente de los edificios. Para llevar a cabo todos los objetivos planteados, se ha desarrollado un trabajo de 4 años con un equipo multidisciplinar que ha tomado las decisiones en función de los distintos avances desarrollados por la investigación de cada uno de los componentes del equipo. En el caso que ocupa esta investigación, se ha desarrollado una metodología de inspección exprofeso, teniendo como horizonte final el colectivo de técnicos en inspección que tienen que proponer soluciones para la rehabilitación de edificios. Estos técnicos en la mayoría de ocasiones no tienen un protocolo claro a seguir para afrontar la inspección y diagnóstico de un proyecto de rehabilitación, esto ha motivado el desarrollo de esta metodología que de manera semiautomática es capaz de aunar las diferentes etapas bajo un mismo formato para ordenar y facilitar la inspección completa. / [CA] La investigació desenvolupada per a la tesi doctoral ha estat lligada amb el projecte d'investigació ROBIM (Robótica autónoma per a inspecció i avaluació d'edificis existents amb integració BIM) i té com a objectiu general el desenvolupament d'una tecnologia automatitzada, activa i multidisciplinària d'inspecció, avaluació i diagnòstic de la composició, estat de conservació i eficiència energètica dels tancaments del patrimoni immoble, que facilite l'obtenció d'informació fidel i prou detallada dels sistemes constructius i lesions que afecten l'envolupant dels edificis. In order to achieve all the objectives, set out, work has been carried out over four years with a multidisciplinary team that has taken decisions based on the different advances developed by the research of each of the members or the team. In the case of this research, an ex profeso inspection methodology has been developed, having as a final horizon the group of inspection technicians who have to propose solutions for the rehabilitation of buildings. In most cases, these technicians do not have a clear protocol to follow the dealing with the inspection and diagnosis of a refurbishment project. The subject of my diploma thesis is the design of realization of the Elit storage hall in Brno based on the provided project documentation. Part of the thesis is a technical report for a building technology project, a study of the realization of the main technological stages of the building, the situation of the building with wider transport route links, the project of the building site including the technical report of the construction site equipment, the design of the main building machines and mechanisms. Further part of this work are a chapters on the implementation of the supporting structure of the halls, which are the Technological Regulation for the assembly of the prefabricated reinforced concrete skeleton, The Plan for securing the material resources for the assembly of the prefabricated reinforced concrete skeleton and The Assessment of the usability of the mobile cranes for mounting the prefabricated reinforced concrete skeleton. Part of this work is also a variant solution for the implementation of the Densitop MT industrial floor including a price comparison comparison with the original design. From the time and financial point of view, the object time and financial plan is elaborated, followed by the detailed schedule of the main building construction and the itemized budget of the main building, including the bill of quantities. Due to the high demands on the quality and safety of the construction, the chapters of the Quality Control and Testing Plan for Reinforcing the Prefabricated Reinforced Skeleton and the Plan for Safety and Health at Work on the building site are also included.
