La problématique du financement du développement dans les pays en développement se trouve au coeur de cette thèse. Cette dernière s'articule autour de quatre chapitres sur les questions liées au financement du développement. Le chapitre 1 explore les effets des épisodes budgétaires dans les principaux pays donateurs principaux de l'OCDE (Organisation pour la Coopération et le Développement Economique) sur leur offre d'aide au développement aux pays en développement. On observe que les épisodes budgétaires affectent significativement l'offre d'aide, avec une différence comportementale en termes d'offre d'aide du groupe de pays de l'Union européenne versus le groupe de pays de l'OCDE n'appartenant pas à L'Union européenne. Le chapitre 2 s'intéresse aux conséquences des transferts des migrants et de l'imprévisibilité de l'aide au développement sur la probabilité de consolidation budgétaire dans les pays en développement. Les résultats montrent que les transferts des migrants affectent positivement et significativement cette probabilité alors que l'effet est statistiquement nul pour l'imprévisibilité de l'aide. Ces résultats suggèrent en l'occurrence qu'une meilleure gestion des recettes issues de ces transferts durant les périodes de boom économique pourrait aider à éviter de telles situations et offrir une marge de manoeuvre plus importante à ces gouvernements pour la mise en oeuvre de politiques contra-cycliques pendant les périodes de basse conjoncture. Le chapitre 3 analyse l'existence ou non d'effet de la vulnérabilité structurelle des pays en développement sur leur dette publique totale. Les résultats suggèrent qu'un tel effet existe : en l'occurrence, on montre l'existence d'une relation en forme de 'U' entre la vulnérabilité structurelle de ces pays et leur dette publique totale. En focalisant dans le chapitre 4 sur les pays de la zone Franc CFA, nous examinons si leur vulnérabilité structurelle conduit les gouvernements à un endettement excessif. Les résultats suggèrent que plus ces pays sont vulnérables, plus ils sont enclins à un endettement excessif et qu'au-delà d'un seuil de vulnérabilité, leur probabilité d'endettement excessif diminue. Ces résultats obtenus aussi bien pour l'ensemble des pays en développement que pour les pays de la zone Franc CFA suggère que les Institutions Internationales telles que la Banque Mondiale et le Fonds Monétaire International (FMI) devront prendre en compte cette vulnérabilité dans l'évaluation des politiques de développement ainsi que leurs recommandations – en particulier sur les questions liées à l'endettement – pour ces pays. / The issue of financing development in developing countries is at the heart of this thesis. The latter revolves around four chapters on financing development related matters. The chapter 1 explores how fiscal episodes in the main traditional OECD (Organization for Economic Cooperation and Development) donors affect their supply of development aid towards developing countries. Evidence is shown that fiscal episodes affect significantly aid supply, with a behavioural difference between European Union and Non-European countries in terms of aid supply. The chapter 2 deals with the consequences of development aid unpredictability and migrants' remittances on fiscal consolidation in developing countries. We find evidence that while migrants' remittances exert a positive and significant effect on the likelihood of fiscal consolidation in developing countries, development aid unpredictability does not. These results particularly suggest that a better management of the revenues derived from these private transfers during their booms could help avoid such situations and allow greater room of maneuver for governments’ recipients to implement countercyclical measures during bad times. The chapter 3 investigates whether the structural vulnerability of developing countries matters for their public indebtedness and evidence is obtained that it does. More specifically, we observe the existence of U-curve relationship between this structural vulnerability and the total public debt of these countries. Focusing on the specific case of CFA Franc Zone countries in chapter 4, we examine the relationship between the structural vulnerability and the probability of entering into excessive public debt. We also obtain evidence of a nonlinear effect of the structural vulnerability indicator with respect to the probability of entering into excessive debt: a rise in the structural vulnerability of these countries increases their probability to engage into excessive debt; however this probability declines after a certain threshold of their structural vulnerability. These results (both for developing countries and particularly for CFA Franc Zone countries) suggest that international development institutions such as the World Bank and International Monetary Fund (IMF) should take into account such vulnerability in their assessment of the adequate development policies and recommendations - especially those related to debt issues -, to these countries.

Signal Processing Algorithms For Digital Image Forensics

Availability of digital cameras in various forms and user-friendly image editing softwares has enabled people to create and manipulate digital images easily. While image editing can be used for enhancing the quality of the images, it can also be used to tamper the images for malicious purposes. In this context, it is important to question the originality of digital images. Digital image forensics deals with the development of algorithms and systems to detect tampering in digital images. This thesis presents some simple algorithms which can be used to detect tampering in digital images. Out of the various kinds of image forgeries possible, the discussion is restricted to photo compositing (Photo montaging) and copy-paste forgeries. While creating photomontage, it is very likely that one of the images needs to be resampled and hence there will be an inconsistency in some of its underlying characteristics. So, detection of resampling in an image will give a clue to decide whether the image is tampered or not. Two pixel domain techniques to detect resampling have been presented. The rest of them exploits the property of periodic zeros that occur in the second divergences due to interpolation during resembling. It requires a special condition on the resembling factor to be met. The second technique is based on the periodic zero-crossings that occur in the second divergences, which does not require any special condition on the resembling factor. It has been noted that this is an important property of revamping and hence the decay of this technique against mild counter attacks such as JPEG compression and additive noise has been studied. This property has been repeatedly used throughout this thesis. It is a well known fact that interpolation is essentially low-pass filtering. In case of photomontage image which consists of resample and non resample portions, there will be an in consistency in the high-frequency content of the image. This can be demonstrated by a simple high-pass filtering of the image. This fact has also been exploited to detect photomontaging. One approach involves performing block wise DCT and reconstructing the image using only a few high-frequency coercions. Another elegant approach is to decompose the image using wavelets and reconstruct the image using only the diagonal detail coefficients. In both the cases mere visual inspection will reveal the forgery. The second part of the thesis is related to tamper detection in colour filter array (CFA) interpolated images. Digital cameras employ Bayer filters to efficiently capture the RGB components of an image. The output of Bayer filter are sub-sampled versions of R, G and B components and they are completed by using demosaicing algorithms. It has been shown that demos icing of the color components is equivalent to resembling the image by a factor of two. Hence, CFA interpolated images contain periodic zero-crossings in its second differences. Experimental demonstration of the presence of periodic zero-crossings in images captured using four digital cameras of deferent brands has been done. When such an image is tampered, these periodic zero-crossings are destroyed and hence the tampering can be detected. The utility of zero-crossings in detecting various kinds of forgeries on CFA interpolated images has been discussed. The next part of the thesis is a technique to detect copy-paste forgery in images. Generally, while an object or a portion if an image has to be erased from an image, the easiest way to do it is to copy a portion of background from the same image and paste it over the object. In such a case, there are two pixel wise identical regions in the same image, which when detected can serve as a clue of tampering. The use of Scale-Invariant-Feature-Transform (SIFT) in detecting this kind of forgery has been studied. Also certain modifications that can to be done to the image in order to get the SIFT working effectively has been proposed. Throughout the thesis, the importance of human intervention in making the final decision about the authenticity of an image has been highlighted and it has been concluded that the techniques presented in the thesis can effectively help the decision making process.

The aim of this work is to prepare the implementation of the reconstruction and extension of the Teaching hospital Brno Bohunice. Implementation of major technological stages is addressed in building technological study. Work includes selected legal procedures before the start of construction work, such as opening the envelopes and investor-supplier contract for the work. Further work solution contains selected technological processes of each sub-job phases, complemented by technological regulations, proposals for major construction machinery, selected inspection and test plans. As part of my work I will work with subcontractors to perform CFA piles, so I deal with on demand system for subcontractors, notice of award, issuing orders and delivery site for subcontractors. I believe that the subject of occupational health and safety on the jobsite is an important chapter construction and will therefore address the safety and health of people at work drawing up a plan OHS and OHS coordination meetings. Work will also be supplemented by information site equipment, time and financial plans and drawings of all the individual components specified in the Annexes. The content of my work is also a doctoral student competition entitled "Modern technologies and materials", where thoughts about the implementation superaseptických surgeries new technologies. This work will be the content of the text section of the attachments, always mentioned with the name of specialization.

The most interesting thing of my thesis will be model of the noise load on the surrounding objects resulting from the construction of apartment house which will the proposed appropriate measures of noise control.

Thesis I worked on a project basis provided the building permit for an office complex of two identical fourth storey buildings which from the first storey intersects the inner atrium. The buildings are located within the CTZone Brno in the street Masna. The buildings are designed so that the ground floor is a garage for cars and retail space for rent and above-ground floors are reserved for office space lease. Objects are based on a floating pile conducted by the CFA, which builds prefabricated concrete skeleton. The cladding is formed by a combined system of aluminum windows, masonry face and sheet plotted on a system of stainless steel brackets. Roofing of buildings is done running flat roofs, the roofing of the atrium serves as a walkable roof. The garage is designed bearing slab plate fitted topping for added durability. Internal Partition Walls and walls are made of aerated concrete blocks. Thesis deals with construction technological preparations for the construction and contains a technical report, coordinating the situation buildings with wider relationships routes, time and financial plan, study the implementation of the main stages, the project site equipment, design tools, technological regulation, inspection and test plan, itemized budget, comparing two designs rough superstructure and appropriate drawings.
