En interrogeant l’efficacité performative des « mots » comme composante essentielle des actes de langage, la thèse s’intéresse aux récits médiatiques qui concourent à la construction de figures héroïques qui participent au fondement discursif du lien social. À partir du parcours de S. Hessel comme figure tutélaire et du succès du livret Indignez-vous !, nous étudions la trajectoire publique du héros-résistant, les débats et les scènes médiatiques construits autour de sa figure. L’approche théorique et les méthodologies pluridisciplinaires empruntent à la sociologie et à la sémiotique qui s’interrogent sur la reproduction du lien social par la préfiguration, la configuration et la reconfiguration opérées par un récit. La considération philosophique et le regard en science politique convoquent l’analyse des concepts de dignité et ses représentations dans la mobilisation collective. Selon une approche en INFOCOM, nous questionnons la manière dont les médias traitent de la figure particulière de S. Hessel en lien avec le mouvement Les Indignés. La thèse démontre que le langage joue un rôle fondamental dans la construction de la représentation du social. Que le langage, du fait des « mémoires » qu’il véhicule, construit du lien social et donne du sens à la société. Nous établissons que le discours des médias est une passerelle entre le monde politique institutionnel et les mouvements sociaux qui incorporent les mots des médias dans une reprise incessante de figures et de légendes collectives qui circulent dans l'espace public. La thèse pose les bases d’une problématisation du rapport entre les discours des médias et les répertoires des discours de mobilisation collective. / By questioning the performative effectiveness of "words" as an essential component of speech acts, this thesis focuses on the media narratives that contribute to the construction of heroic figures, which participate in the discursive foundation of the social bond. From S. Hessel's journey as a tutelary figure and the success of the Indignez-vous! booklet, we study the public trajectory of the former resistance hero, in connection with stories, debates and media scenes that have been built and deployed around himself. The theoretical approach and multidisciplinary methodologies borrowed from sociology and semiotics, which question the reproduction of the social bond by prefiguring, configuring and reconfiguring a story. The philosophical consideration and the viewpoint in political science allow us to convene the analysis of the concepts of dignity and its representations in struggles of collective mobilization. Finally, according to an approach in information and communication sciences, we question how the media deal with the particular figure of S. Hessel in connection with the movement “Les Indignés”. This thesis demonstrates that language plays role in the construction of the representation of society. That language, because of the "memories" it conveys, builds social bonds and gives meaning to the members of a society. We establish that the media discourse is a bridge between the institutional political world and social movements that incorporate the words of the media in a relentless revival of collective figures and legends circulating in the public space.

On the common sense view, an agent is an individual. Communities are collections of individuals, but the community itself is not understood to possess a collective, unified agency. Nevertheless, this view stands at odds with frequent ascriptions of communal agency; e.g., "Oregonians are environmentally conscious," "The team played to win," "The LGBTQ community is pro-gay marriage." If we are to vindicate such ascriptions, we need a theory of the "reality of community," the thesis that under certain conditions, a community possesses a unified, collective agency. This work reconstructs Royce's theory of communal agency through his views of purposiveness and the use he makes of C.S. Peirce's "theory of interpretation." I argue that, for Royce, agency is purposiveness and purposiveness always bears the triadic structure of the process of interpretation. Thus, the process of interpretation entails agency whether at the level of the individual or at the level of the community. / 10000-01-01

Problem
This thesis attempts to determine if the Canadian federal
and provincial governments are increasing their assertion of the public interest in the collective bargaining process. The primary concern is to determine to what extent the government,
through its new labour legislation will be able to affect the quality of collective agreements. The quality of collective agreements can be affected directly through arbitration or can be affected indirectly by influencing the power positions of the negotiating parties.
Method of Investigation
The first problem which is tackled is the definition of the public interest. The public interest is a term now being used in labour legislation, for which a precise definition is not easily derived. A literature analysis is undertaken to develop a conceptual framework of the public interest.
Since this is an investigation of the changing role of the government, it is necessary to establish the traditional role of the government in the collective bargaining process. This is accomplished by examining less recent government legislation
as well as case studies of the applications of the U.S. Taft-Hartley Act.
The public employees of Canada and the United States are treated as a special case. Recent legislative developments in
both countries have resulted in federal public servants to become
active in collective bargaining. These recent developments
consist in Canada of the Public Service Staff Relations Act, and in the United States of the Executive Order 10899.
The new developments in provincial labour legislation consist of B.C.’s Bill 33, Saskatchewan’s Essential Services Emergency Act, and Ontario's Rand Royal Commission Report. These two Acts and the Royal Commission Report are analyzed critically for their potential effect upon the collective bargaining
process.
Conclusions
The literature analysis of the public interest reveals that there is no universally acceptable definition of the public interest. The public interest can only be meaningfully used within a situational framework. In other words, the concept is capable of definition only within a specific situation. Despite the fact that the concept is not likely ever to be universally defined, it will undoubtedly continue to be widely used.
The policy of the Canadian federal and provincial governments regarding collective bargaining has traditionally been to assist the parties to come to an agreement. The role of the government has not been one of interference. It has consisted solely of facilitating agreements by postponing work stoppages and by providing mediators. Although the effectiveness of these measures can be questioned, the intent is quite clear.
The recent provincial legislation seems to reinforce the proposition that the strike is an undesirable form of social conflict. It is felt to be undesirable in the sense that the legislation encourages the parties to collective negotiations to settle their dispute without resorting to work stoppages. At the same time, it recognizes that the threat of a work stoppage
is part of the collective bargaining process.
The new legislation formalizes the concept that there are certain kinds of collective bargaining relationships which are heavily endowed with the public interest. Whereas government
activity in these kinds of disputes had occurred on an ad hoc basis in the past, the Rand Report, B.C.'s Bill 33, and the Saskatchewan legislation established mechanisms which will provide
for the assertion of the public interest in extraordinary labour disputes. In some cases, and where the parties cannot come to an agreement without resorting to a work stoppage, the new legislation will provide an agency or mechanism through which the government can submit the dispute to compulsory arbitration. / Business, Sauder School of / Graduate

Hoje, o canal universitário passa nos canais a cabo, após a promulgação da Lei n° 8977 de janeiro de 1995. Essa Lei despertou o interesse das Instituições de Ensino Superior pela produção televisiva acelerando a criação de várias emissoras universitárias. Em um primeiro momento, a TV Universitária produz programas exercendo secundariamente a conservação da história da Universidade e da sociedade na qual está inserida, já que apresenta os determinados materiais como fonte histórica após o uso presente. Produzindo considerável parte do material iconográfico e, consequentemente, da memória do campus de Assis, a TV UNESP Assis constrói o que chamamos de memória institucional auxiliando na formação da identidade política e social da universidade. Visando à essa construção, foi além da produção e se preocupou com a conservação e disseminação da informação. Inseridos no Acervo Digital da UNESP, os programas estão em processo de organização e catalogação fazendo dos seus arquivos parte da história do campus. Assim, este trabalho tem como objetivo demonstrar a relação entre a memória da UNESP de Assis e o papel que a TV Universitária desempenha para a preservação da história do campus. / Abstract: The university television arised in Brazil in 1968 with University TV of Recife. Today, the university channel passes through cable channels, after the promulgation of Law No. 8977 of January 1995. This law aroused the interest of higher education institutions for the television production, accelerating the creation of several university broadcasters. At first, the University TV produces programs exercising secondarily the conservation of the history of the University and the society in which it is inserted, since it presents certain materials as historical source after the present use. Producing considerable part of the iconographic material and, consequently, of the memory of the college of Assis, TV UNESP Assis builds what we call institutional memory helping in the formation of the political and social identity of the university. Aiming at this construction, it went beyond production and was concerned with the conservation and dissemination of information. Inserted in the Digital Collection of UNESP, the programs are in the process of organization and cataloging making their archives part of the history of the college. Like this, this work aims to demonstrate the relationship between the memory of UNESP Assis and the role that University TV plays for the preservation of college history. / Mestre
