Esta pesquisa analisa o impacto da polÃtica de apoio Ãs MPEs (Simples) na geraÃÃo de emprego na cadeia tÃxtil brasileira entre 1996, 1997 e 2004. Discorre sobre as experiÃncias internacionais de apoio Ãs MPEs e enfatiza aspectos produtivos da cadeia tÃxtil. ApÃia-se na pesquisa bibliogrÃfica e em dados sobre vÃnculo empregatÃcio e salÃrio, obtidos da RelaÃÃo Anual de InformaÃÃes Sociais (RAIS). A metodologia de anÃlise concentra-se em estatÃsticas descritivas e de um modelo economÃtrico de dados em painel que capta os impactos regional e temporal. Os resultados indicam que houve aumento significativo no nÃmero de vÃnculos empregatÃcios nas micro e pequenas empresas (MPEs) da cadeia tÃxtil apÃs a introduÃÃo do Simples e que os impactos espaciais foram no geral positivos, como esperado, e estatisticamente significantes para as regiÃes Sul e Sudeste. Em termos temporais os impactos foram quase todos positivos e estatisticamente significantes, sendo expressivos no sub-periodo 1997-2004, indicando uma crescente adesÃo ao Simples pelas MPEs. Conclui-se que o Simples como sistemÃtica tributÃria motivou a expansÃo das MPEs da cadeia tÃxtil ou incorporou empresas informais ao sistema formal, dado a melhoria da trajetÃria do nÃvel de emprego observado no perÃodo. / This research analyzes the impact of the SIMPLES on job creation by the Textile and Garment industries in the 1996, 1997 and 2004 period. RAIS data on employment and wage are used. Both descriptive statistics and a panel data regression analysis for testing the SIMPLES impact on the MPEâs, on job creation are used. This impact is analyzed both in terms of spatial and temporal distribution. The results show a significant increase in the number of formal job positions in the Micro and Small size firms. They also show, as was expected, that the regional impacts were, in general, positive and statistically significant for the South and Southeast regions. The same is true for the temporal impacts, mainly, for the 1997 â 2004 sub-period, indicating an increasing movement by the MPEâs in the adoption of the SIMPLES. Thus, the general conclusion is that the SIMPLES has been successful as an incentive for new firm formation and job creation in the Textile and Garment industries.
