An empirical study of IT based knowledge management systems implementation : a comparative study with the Kuwait and the UK public sectors and proposed model for best practice knowledge management

Knowledge Management (KM) helps extend the knowledge of individuals or groups across organisations in ways that directly affect performance. Further, it is a formalised and integrated approach to identify and manage an organisation's knowledge assets. The study is an exploratory investigation of the implementation of IT-based Knowledge Management Systems. It is also a comparative study of the Kuwait and UK public sectors with the specific aim of building a best practice model for KM implementation in conjunction with IT. This includes examination of the relevant literature, a comprehensive analysis of case studies of KM implementation in 91 organisations presented in the literature, in order to arrive at the most critical factors of KM implementation and their degree of criticality, and an exploratory survey of 68 organisations both in the UK and Kuwait relating to their experiences in implementing initiatives such as KM and the role of IT in that process. In view of the intensive and extensive data for interdependence relationships between variables, statistical techniques were used, and in-depth studies of 16 leading organisations, to understand how the KM implementation processes and the critical factors identified were addressed and implemented. This study identifies critical factors of success in KM domain that applicable to Kuwaiti organisations. These factors were categorised under four different headings: (1) Technology, (2) KM processes, (3) Change management, (4) Top management commitment. A generic holistic model for effective KM implementation is proposed.

It follows from the results obtained that information technology, in the logic of capital, has become an exclusion factor for those who have no training / qualification for its use; the requirement of your domain even at a basic level emerges as an important requirement for entering the labor market; becomes necessary resizing employment of information technology in the school, where management should develop effective actions, more directed towards real integration of information technologies in the teaching learning process, as well as educational planning, which must be performed in order more articulated with the purposes for which they are intended technologies in school. / O estudo das implicações da tecnologia da informação como fator de exclusão ou inclusão do educando/trabalhador no mundo do trabalho na realidade de São Luís-Ma é resultado da pesquisa que se desenvolveu no âmbito do Grupo de Pesquisa Políticas e Práticas de Formação Profissional (PRAFORP), da Linha de Pesquisa: Estado e Gestão Educacional do Mestrado em Educação. A pesquisa leva em consideração, principalmente, as mudanças ocorridas na sociedade advindas da reestruturação produtiva do capital e tem como objetivo analisar as implicações da tecnologia da informação, no processo de reestruturação do capital, para a exclusão/inclusão do educando/trabalhador no mundo do trabalho em São Luís-Ma. Essa análise parte de bases teóricas na contribuição de Tauille, Harvey, Dupas, Marx, Engels, Rifkin, Paiva, Coriat, Zarifian e Manuel Castells. O percurso metodológico adotado passa pelo desenvolvimento de uma pesquisa que busca suas bases no materialismo histórico, sendo do tipo exploratória, de natureza qualitativa, onde realizou-se entrevistas com os gestores e analistas de recursos humanos de 05 empresas localizadas em São Luís-Ma, entrevista com professores, alunos, coordenadores pedagógicos e gestores de uma escola de ensino médio da rede pública estadual também localizada em São Luís-Ma. Conclui-se, a partir dos resultados obtidos que as tecnologias da informação, na lógica do capital, tem se tornado fator de exclusão para aqueles que não possuem formação/qualificação para seu uso; a exigência do seu domínio ainda que em nível básico aparece como importante exigência para a inserção do mercado de trabalho; torna-se necessário um redimensionamento do emprego das tecnologias da informação na escola, onde a gestão deveria desenvolver ações efetivas, mais direcionadas para a real integração das tecnologias da informação no processo ensino aprendizagem, bem como o planejamento pedagógico, que deve ser realizado de forma mais articulada com os fins a que se destinam as tecnologias na escola.

Demonstra-se a pertinência da analogia entre a renda fundiária descrita por Karl Marx, originada na propriedade privada “tradicional”, e a renda informacional, proveniente da propriedade intelectual que se expande globalmente no capital-informação, contexto pósfordista em que o trabalho informacional se revela central. O desenvolvimento teórico é aplicado a um estudo de caso que investiga o conflito entre o acesso livre e a apropriação privada do conhecimento científico e tecnológico envolvido na criação de tecnologias quânticas. Observa-se que a circulação do conhecimento em uma área da Física denominada Informação Quântica está comprometida pela incidência de direitos de propriedade intelectual, apesar da existência de ferramentas de acesso aberto, como a plataforma digital arXiv. Por fim, algumas considerações são tecidas sobre os impactos do capital-informação no projeto democrático contemporâneo. / Starting from the premise that the spoliation movement characteristic of the primitive accumulation of capital has not been exhausted at all, but is broadly and systematically reissued in order to privatize social relations, the thesis is based on the correlation between the enclosure of lands and the "enclosure" of knowledge. This research demonstrates the analogy between the rent of land described by Karl Marx, originated by the "traditional" private property, and the informational rent, derived from the intellectual property that expands globally in the Capital-Information, a post-Fordist context that highlights the informational work. This theoretical development is applied to a case study which investigates the conflict between the free access and the private appropriation of scientific and technological knowledge involved in the creation of quantum technologies. It is observed that the knowledge circulation in a Physics area called Quantum Information is impaired by the incidence of intellectual property rights, despite the existence of open access tools, such as the arXiv digital platform. At the end, some considerations are made about the impacts of Capital-Information on the contemporary democratic project.
