This research aims to understand the influence of the National Public Policies on the Continuous Formation of the Early Childhood’s teachers of Municipal Education Network (MEN – Goiânia) in the period from 2010 to 2016. In this regard, it pursued to understand the concept of continuous formation to Early Childhood’s teachers in the document “Policy of Continuous Formation to the Goiânia’s municipal practitioners”. The legal framework of the Early Childhood teachers’ formative process in Goiânia was pointed by the Formation Centre. Therefore, it was established a parallel between the document “Formation’s Policy of MEN-Goiânia” and the National Policies for Practitioners of Basic Education’s Continuous Formation. It was realized with the purpose of analyze the relations and the influence between both. As methodology it was utilized the documentary research from the perspective of historical materialism dialectic. The documents that constitute the legal bases of Education in the country and in the city have been raised, among them: Law 9.394/96; National Education Plan (NEP 2014 – 2024); Law 13.005; Report CNE/CP 2/2015; Resolution CNE/CP 2/2015; Decree 8.752/2016, GOIÂNIA (1990); Municipal Organic Law of Goiânia, 1990. Revised and updated text until the Amendment of the Organic Law 051, July 12 of 2012; Official Gazette of the Municipality (OGM) 5.395 07-24-2012; Complementary Law 091/2000; Continuous Formation Policy in Network: political and educational purpose of Municipal Secretary of Education of Goiânia’s practitioners; Municipal Education Plan - MEP (2015-2025) and Resolution Municipal Education Council (MEC) 120/2016. The theoretical bases of this study are: Alves (2007), Cellard (2012), Dourado (2011), Gatti (2007), Kuhlmann JR. (2015), Oliveira (2001; 2011), Saviani (2011; 2013), among others. In concluding this research, it can be noticed that the document which guides the continuous formation of the municipal’s practitioners of Goiânia fluctuates between epistemology of preparation and epistemology of praxis. In some moments it demonstrates the presence of the certification’s culture. This document is a historical and significant step forward about demarcating and ensuring the continued formation in-service (Municipal Education Network – MEN – Goiânia) as public municipal police of continued formation. Education Public Policies. / A pesquisa “As Políticas Públicas de Formação Continuada das Professoras da Educação Infantil de Goiânia”, faz parte do Mestrado em Educação do Programa de Pós- Graduação em Educação – PPGEDUC, da Universidade Federal de Goiás – Regional Catalão. Esta objetivou compreender a incidência das Políticas Públicas Nacionais, na Formação Continuada das professoras da Educação Infantil da Rede Municipal de Educação de Goiânia, no período de 2010 a 2016. Para isso, buscou-se compreender o conceito de formação continuada para professoras da Educação Infantil, presente no documento “Política de Formação Continuada para os Profissionais do Município de Goiânia”. Ressaltou-se o marco legal do processo formativo das professoras da Educação Infantil em Goiânia via Centro de Formação e realizou-se um paralelo entre o documento “Política de Formação da RME – Goiânia” e as Políticas Nacionais para a Formação Continuada dos Profissionais da Educação Básica, com o intuito de analisar as relações e incidências entre ambos. A metodologia utilizada compreende a pesquisa documental, numa perspectiva do Materialismo histórico-dialético. Foram levantados documentos que constituem a base legal da Educação no país e no município, dentre eles: Lei nº 9.394/96; Plano Nacional de Educação (PNE 2014 – 2024); Lei nº 13.005; Parecer CNE/CP no 2/2015; Resolução CNE/CP no 2/2015; Decreto nº 8.752/2016, GOIÂNIA (1990); LEI ORGÂNICA DO MUNICÍPIO DE GOIÂNIA, 1990. Texto revisado e atualizado até a Emenda à Lei Orgânica n.º 051, de 12 de julho de 2012; DOM n° 5.395 de 24-07-2012; Lei Complementar Nº 091/2000; Política de Formação Continuada em Rede: Proposta Político-Pedagógica dos profissionais da Secretaria Municipal de Educação de Goiânia; Plano Municipal de Educação – PME (2015-2025) e Resolução CME nº 120/2016. As lentes teóricas que embasam este estudo estão em: Alves (2007), Cellard (2012), Dourado (2011), Gatti (2007), Kuhlmann JR. (2015), Oliveira (2001; 2011), Saviani (2011; 2013), dentre outros. Ao concluir essa pesquisa, percebe-se que o documento que orienta a formação continuada no município de Goiânia, embora apresente uma oscilação entre epistemologia da prática e epistemologia da práxis e evidencia-se em alguns momentos a presença da cultura da certificação, o referido documento marca historicamente um avanço significativo no sentido demarcar e garantir a formação continuada em rede (Rede Municipal de Educação de Goiânia – RME – Goiânia), enquanto política pública municipal de formação continuada. In order to achieve the results, a qualitative research was used employing "Grounded Research" methodology. The data collection was done through a semi-structured questionnaire, through which it was intended to obtain broad answers that later went through the analysis process. For that, the interviewer sought to encourage the interviewee's speech, making him broaden his point of view regarding the issues presented on the topic. The "buy or do" option in the construction segment, dominated by small entrepreneurs, uses criteria that are grouped in the theoretical models approaches, but the definitive resolution takes into account the personal perception of the entrepreneur in search of his own well-being. Financial gains are fundamental to the survival of any business, but in those smaller ones, where the individuality of the entrepreneur has a strong weight on other factors, their well-being is a critical success element. Because the sample chosen is concentrated on a limited geographic area, regional characteristics can have a strong influence, modifying the study´s results. In addition, the sample selection did not use statistical criteria, but a convenience sample. The content analysis employed did not take into account the interviewees´ context, only their responses, which may also have been influenced by the interviewer's own perception. From this study´s starting point, trainings, consultancies and incentive policies can be elaborated, since the existing ones do not fully meet the specific characteristics of this group. The conclusions of this study may be relevant for improving the working conditions of the labor force in the sector, specifically hired by the group studied. To our knowledge, this is the first study about this group identified here as: "informal entrepreneurs of civil construction"
