Project aim – preparation of electronic signature certification authority (CA) project and certificate managing software (information system) prototype. The work reviews the problems of electronic signature infrastructure development in Lithuania. The analytical survey of electronic signature CA was carried out. The standards determining the structure of electronic signature Certificate, CA activities, requirements for Trustworthy Systems Managing Certificates were examined. The organizational structure of CA was prepared and working model was worked out. The workflow model was worked out to depict the hierarchy of certification processes. The use case model were created for certificate issuing, data processing and providing data of revoked certificates. Detail descriptions of information streams between the system and computerized tasks are provided. Structural diagrams on the information streams were created. According to information flows the entity relations diagram was created, the logical structure of data bases (DB) for certificates was developed. The DB Esign of valid certificates and DB Esign_archives of revoked certificates were created. Specification of program modules was made up. Three types of manuals were prepared for system users – a manual for the client, a manual for the user and a manual for the programmer. The certificate managing system prototype was tested. This work deals with the possibilities of using digital certificates and certification authorities or analysis of alternatives and their use to create secure communication in information systems. In practical examples is demonstrated by the CA implementation on different platforms and generate various types of digital certificates. Based on the findings is made recommendations for choosing the appropriate certification authority.

This master´s thesis deals with problems of certification authorities and digital signature. There are analyzed principles of digital certificates and certification authorities. It describes the the most widely used cryptosystems and hash functions, which are used in communications with certificates and digital signature. Analysis is focused on Public key infrastructure standard, which describes rules of creating of certification authority and digital signature. There is also described detailed principle of digital signature. Next chapters deals with studying of protocol SSL, principles of functions and usage of SSL. Practical part of this thesis realizes certification authority and information system. There is shown used software and configuration of it. Last part describes procedures during using aplication and her realization.

The issue of migration within the European Union has grown in member countries to considerable size. Management representatives of EU institutions have decided to address this situation. They established community program Solidarity and management of migration flows. The European Commission has decided that for the financial management of this program will be used the principle of shared management. The principle of shared financial management is the delegation of powers and responsibilities for funding and implementing the program from the institutions of the European Commission to the Member State. This decision creates an obligation for a Member State to establish a system of financial management programs in accordance with financial rules of the European Union (not by the financial rules of the Member State). So the general program "Solidarity and management of migration flows" became the first community program in the CR, which is being implemented on the principle of shared financial management. Member states are obliged to create their own theoretical and methodological basis of a new financial management. This method of financial management has three pillars - Responsible Authority, Audit Authority and Certification Authority. The recipient of funds may be non-profit organizations or state or public nonprofit organization. The financial management of the Responsible Authority is responsible for program implementation in the Member State through projects of final beneficiaries. The Audit Authority is the control body. The Certification Authority is the authority for confirmation. It is the last link between the European Commission and Member States. The task of the Certification Authority and at the same time of this dissertation was to develop new theoretical and methodological system of internationally recognized certification of public expenditures for services that are financed from the EU budget. In the past, the issue of certification of the expenditures financed by community programs in the CR was not addressed. The goal set in my work was met. New theoretical and methodological certification system was created. Functionality and effectiveness of the system was checked before being put into practice through expert assessment by experts of the Ministry of Interior and Ministry of Finance. Also theoretical and methodological approach was developed, which was approved by the Minister of the Interior, and which became a mandatory certification standard for all involved organizations in the CR. The system was put into practice and has been used since 2009.

The main purpose of this master's thesis is to create electronic mail room of The BUT. First of all I described problems concerning a digital signature, its use and safety, and as well as sphere of qualified certificates and method of their issuing by certification authority. The next part of the thesis deals with systems enabling electronic submission (so-called "Electronic Mail Room"). I have focused on available applications providing electronic submission service to civil offices, and subsequently analyzed functions that individual applications offer to the Mail Room clients as well as to authority staff. On the basis of gained knowledge and according CVIS requirements I created project of electronic submission for needs of the Brno University of Technology. Result of this thesis is the application of electronic mail room, implemented in BUT portal.

研究目的主要是根據參與有機事業的觀點更進一步了解台灣有機領域的狀況。 訪問七位於北台灣的有機領域的參與者進行非正式訪談:有機農戶、店家、有機商品認證機構回答相關有機領域的問題和消費者問卷調查。研究結果顯示獨立有機農戶所面臨一些挑戰和台灣糧食民主機制下運作的潛力—獨立有機農戶處理大部分財團的競爭和有機標誌混淆消費者的狀況下。由於真正問題並非在食物的品質本身於是焦點可轉向對於有機農戶或其他獨立生產機構有利的狀況。最後，本研究將提供一些建議給未來的研究以及提供目前問題的可能解決方法。 / The purpose of this study is to further the understanding of the state of the organic food industry in Taiwan with special consideration given to the perspectives of those participating in it. Seven participants in the organic foods industry in Northern Taiwan were selected for informal interviews. Farmers, store owners, and an organic food certification authority answered questions about the organic food industry, and consumers were surveyed as well. The findings uncovered several challenges that independent organic farmers face, and that the rate of Food Democracy in Taiwan is operating below its potential, as independent farmers deal with competition from dominant corporations, while the organic labeling system confuses consumers. Since the problem is not with the quality of the food, focus can be shifted toward ensuring a level playing field for farmers with smaller independent operations. Finally, this study gives several suggestions for avenues of future research and offers possible solutions to the problems uncovered.

Focus of this thesis is to compare legislation of electronic signature in the Czech Republic and in the USA. In first chapter are explained basic terms, such as cryptography, certificate or certification authority. Next two chapters deal with laws concerning electronic communication. In chapter about Czech legislation they are electronic signature law and electronic transactions and authorized document conversion law. Moreover, Czech Republic has to abide EU directive. Chapter about USA legislation consists of ESIGN act and UETA. Following chapter is dedicated to problems caused by imperfect legislation. Last chapter contains evaluation of described legislation.

This dissertation thesis attends to problems of electronic registry for VUT. It deals with the principal of electronic registry functioning, electronic signature and it compares offer of the commercial registries. It goes in for the proposal and implementation of the electronic registry for VUT. Since the using of the e- registry on all public service Office was legalized the people can avoid long queues and the employees are avoided from the stress before dead lines. By the communication through the electronic registry is very important the electronical signature. It is almost a full-valued and lawful alternative to the physical signature. For its safety and utility this system employes asymmetric codes and hash algorithm. Presently in many states, where the electronical signature is legalized it is used together with standard X 509 which defines the format of certificates, organization and action of certification authorities. The certification autority ensures safe connection of the person and general key for using of the electronical signature.
