Personální stabilita obsazování funkcí v Parlamentu České republiky / Stability of Incumbents in the Parliament of the Czech RepublicMareček, Jan Lukáš January 2013 (has links)
The thesis deals with the personal stability of the Czech Parliament in the period after 1993 when the Czech Republic was founded. The author assumes a better orientation in both organizational and procedural issues of reelected representatives. The aim of this thesis is to explore what factors have influenced the rate of reelection of MPs and Senators and how these are subsequently reflected in the personal structure of both Chambers. Using a quantitative analysis, the author tests the hypothesis that the rate of reelection will be higher in the Senate due to the majority voting system which is more personalized than the proportional one used in the Chamber of Deputies. The hypothesis was tested in the Committees analogically. Furthermore, the author tests if the current level of voter turnout influences the final election results and the rate of reelection, respectively. The text is divided into three chapters. The thesis is composed of a common structure heading from a theoretical background towards empirical analysis.

Previous issue date: 2017 / Resumo: Apresenta-se um novo método efetivo para analisar um sistema de Deputados usando o formalismo da teoria de redes. Construiu-se uma matriz com os resultados anuais da votação nominal da Câmara dos Deputados do Brasil desde 2007 até 2015. Através da medida do coeficiente de correlação entre os conjuntos anuais de votação nominal, calculou-se uma rede de Deputados. Encontrando a Árvore Geradora Mínima da rede de Deputados características generais do sistema podem visualiza-se. Especificamente, expõe-se a postura de concordância - oposição, as conexões individuais entre os Deputados, a fidelidade partidária e uma nova maneira de observar os projetos de lei aprovados ou rejeitados, assim como sua evolução no tempo. Devido ao bom comportamento de correlação observado entre os Deputados, prova-se que cinco ou seis partidos políticos são suficientes para capturar toda a diversidade política existente na Câmara dos Deputados do Brasil. Além disso, propõe-se que a distribuição de probabilidade dos valores de correlação da Câmara dos Deputados do Brasil é uma combinação de distribuições logísticas. Enuncia-se também, um novo método de ordenar matrizes de correlação baseado no resultado da Árvore Geradora Mínima / Abstract: A new effective method for analysing a Representatives¿ system from the network formalism is presented. A matrix with the annual results of roll - call vote of the Brazilian House of Representatives from 2007 to 2015 was constructed. By measuring the correlation coefficient between each pair of annual roll - call vote sets a Representatives¿ network was computed. For extracting the Minimal Spanning Tree of the Representatives' network general features of this system arises. Specifically, the concordance - opposition stance, the individual connections among Representatives, the partisan fidelity and a new way to identify the approved and disapproved draft bills, as well as, its time evolution are disclosed. A well-define correlation behaviour among Representatives is observed, in fact, we prove that five or six political parties are sufficient to encapsulate all political diversity in the Brazilian House of Representatives. In addition, we propose that the probability distribution of correlation values in the Brazilian House of Representatives is a combination of logistic distributions. This Master thesis examines reasons of Czech politicians to decide on sending armed forces of the Czech Republic into military missions and operations of the European Union. The Czech Republic in researched years 2003-2016 took part in six out of twelve EU's military missions and operations. During these years, the support at the Czech political scene towards said missions and operations changed many times, depending on the position of certain party in the government or in the opposition. Thesis uses content analysis of discussions for its research. These discussions took place in the Chamber of Deputies of the Parliament of the Czech Republic between years 2003 and 2016 and were associated with government's proposals on the deployment of the Czech armed forces abroad. Each Member of the Chamber of Deputies' contribution is assigned into one of defined categories: Security, Profitability and Appropriateness. The main hypothesis is that the majority of contributions in the researched debates belongs into Appropriateness category, largely due to importance of commitments towards allies in the EU. The main goal of this thesis is to describe the use of obstruction mechanisms in the Czech legislative system, where in the Chamber of Deputies of the Parliament of the Czech Republic, as key legislative institutions of the parliamentary system, has been making massive damages in the form of blocking the negotiation of draft laws for many years. The reasons that led to the Rules of Procedure of the Chamber of Deputies permitting the existence of this phenomenon are not quite obvious, but they are an integral part of the parliamentary culture of our country, which existence is mainly used by the legislative minority. Even though the Rules of Procedure have a clear wording, which allow the existence of obstructions, their use is often considered as unconstitutional, as their use often exceeds the affordable limit. The main objective of this theses is to introduce to the reader all the instruments that help to obstructions and subsequently to show their use in practice during the meetings of the Chamber of Deputies within the last three parliamentary term, including the period in progress.

The diploma thesis focuses on the examination of political elites with the field of focus being the members of the government of the Czech Republic, the leadership of the Chamber of Deputies of the Parliament of the Czech Republic. And selected political groups with selected members. The people in question are the chairman of the political groups. The oldest and youngest men and the oldest and youngest women. This is applied to three selected periods, which are being the years of 1995, 2005 and 2015. First of all, every period will be examined separately, then the periods will be compared. The comparisons will be as follows: 1995-2005, 2005-2015 and 1995-2015. The diploma thesis is divided into five chapters. The first chapter focuses on the theory of elites, where are described chosen theories. From the second up to the fourth chapter, the diploma thesis is devoted to the descriptions of the members of the Czech government, leaders of the Chamber of Deputies of the Czech parliament and selected political groups with selected members in the years of 1995, 2005 and 2015. The last fifth chapter is focused on the mutual comparisons of the years of 1995-2005, 2005-2015 and 1995-2015. The main objective of my diploma thesis is to analyze and evaluate the Political Movement ANO positioning within the political parties system of the Czech Republic by using a methodological framework approach. The thesis provides an analysis of electorate shifting and selected political parties manifestos as well as their comparison with the Political Movement ANO. Timewise, my focus is on the period prior to the election to the Chamber of Deputies of the Parliament of the Czech Republic in 2017. As for analytical purposes, the Hierarchical Bayesian Modeling has been used. This statistical model helps to get the respective values and to show the electoral vote changes between the last two parliament elections (to Chamber of Deputies). The author uses quantitative and qualitative research for comparison and analysis of programmatical convergency as defined in the election manifestos of various political parties. For manifestos quantification a coding scheme by a Comparative manifesto project group has been applied. The reason for using the above mentioned scheme is that it provides a structured methodology to quantify the domains that the political parties do focus the most in their manifestos. [pt] Apesar de não ser um fenômeno recente, os protestos políticos tem
ocorrido mais frenquentemente em diversas democracias do mundo. Neste
contexto, é importante analisar se eles de fato são um instrumento efetivo
através do qual os cidadãos podem afetar variáveis políticas e garantir que
suas preferências sejam refletidas no âmbito político. Neste trabalho I estudo
os efeitos dos protestos que ocorreram no Brasil em junho de 2013, olhando
tanto para o comportamento de eleitores e de políticos. Primeiramente,
usando dados das eleições a nível municipal, eu mostro que os protestos
estão associados com uma diminuição nas taxas de comparecimento e um
aumento no percentual de votos de protestos (votos nulos). Além disso, os
protestos afetaram a distribuição de votos: há uma correlação negativa entre
votos em incumbentes e a incidência de protestos. Com respeito ao efeito
nos políticos, eu foco minha análise na Câmara dos Deputados e analiso
se os protestos tiveram algum efeito sobre o comportamento ds deputados
federais. Usando uma abordagem de diferença-em-diferença não tradicional,
eu mostro que os protestos não afetaram todas as dimensões relevantes
da performance dos legisladores, como presença em plenário, alocação de
emedas parlamentares e elaboração de leis. No entanto, há evidência de
efeitos heterogêneos com relação a incentivos à reeleição e posição relativa
na coalizão. / [en] Although political protests are not a new political phenomenon, they
are happening more frequently in democracies all over the world. In this
context, it is important to study whether they are an effective instrument
through which citizens can affect political outcomes and ensure that their
preferences are reflected in politics. In this work, I analyze the effects of
the protests that took place in Brazil in 2013, looking both of voters and
politicians behavior. First, using data on elections at the municipal level,
I show that the protests are associated with a decrease in turnout rate and
an increase in the share of protest votes (the null votes). Moreover, the
protests affected the distribution of votes: there is a negative correlation
between incumbents vote share and the incidence of protests. With respect
to the effects on politicians, I focus my analysis in the Chamber of Deputies
of Brazil to I analyze whether the protests had any effects in the legislators
behavior. Using a difference-in-difference approach, I show that the protests
did not affect all relevant dimensions of the legislators performance, such as
presence in plenary sessions, allocation of federal budget amendments and
proposal of bills. However, I find evidence of heterogeneous effects regarding
reelection incentives and relative position in the coalition.

Previous issue date: 2013 / Resumo: Esta pesquisa trata dos atores, iniciativas e processos envolvidos na concepção de legislação participativa implícita no referencial empírico trabalhado nesta dissertação, a Comissão Permanente de Legislação Participativa da Câmara dos Deputados (CLP). Comissões permanentes são órgãos colegiados, compostos por deputados, integrantes do processo legislativo, que têm por finalidade apreciar os assuntos ou proposições submetidos ao seu exame e sobre eles deliberar. Com efeito, foi atribuída à CLP, como principal competência, a capacidade de i) receber diversos tipos de sugestões legislativas - leia-se, de iniciativas - oriundas de associações civis legalmente constituídas; ii) deliberar sobre as sugestões acatadas, manifestando-se por meio de parecer; iii) encaminhar as sugestões de iniciativas de leis aprovadas para iniciarem a tramitação no processo legislativo. A investigação procurou responder, por um lado, qual a capacidade do mecanismo de incluir iniciativas de lei no processo legislativo. Por outro lado, elaboramos uma discussão, sem pretender uma análise exaustiva, sobre um dos possíveis efeitos do modelo institucional do mecanismo em ter credenciado organizações civis para proporem iniciativas de lei no âmbito federal. Os resultados em relação ao primeiro ponto sinalizam para uma real e alta capacidade de inclusão de iniciativas no processo legislativo. Porém, ao iniciarem a tramitação, essas iniciativas encontram uma série de entraves que escapam à alçada da comissão e que se inserem em um problema maior, da relação entre legislativo e executivo mesmo no que diz respeito à produção legislativa no Congresso. Em relação ao segundo ponto, a discussão levantada sugere que organizações civis estão a exercer função de representação no lócus que, por excelência, é o da representação política tradicional. Ademais, e anterior a essas discussões, intentamos fornecer interpretações analíticas sobre o surgimento de um mecanismo como a CLP no interior do processo legislativo. Para tanto, observou-se, em meio a uma recente onda de reformas institucionais, possíveis processos de abertura das instituições tradicionais mundo afora; além de um contexto nacional de crescente proliferação das chamadas instituições participativas / Abstract: This research deals with the actors, initiatives and processes involved in the concept of participatory legislation implicit in empirical referential used in this dissertation, the Standing Committee of Participatory Legislation the House of Representatives. Standing committees are collegiate bodies, composed of deputies, members of the legislative process, which aim to analyses the issues or proposals submitted for its examination and deliberate on them. Indeed, it was attributed to CLP, as major competence, the ability to i) receive various types of legislative suggestions, in other words, initiatives, deriving from civil associations legally constituted ii) deliberate on the suggestions accepted, manifesting by through sight iii) submit the initiatives of laws suggestions approved to started the conduct in the legislative process. The research sought to answer the one hand, which include the ability of the mechanism of law initiatives in the legislative process. Moreover, we intended discuss, without attempting an exhaustive analysis about the possible effects on a model institutional of mechanism having allowed civil organizations to propose initiatives under federal law. The results from the first topic point to a real and high capacity inclusion initiatives in the legislative process. However, as they start the conduct in the legislative process a great number of obstacles are found, that cannot be misled by CLP and part of a bigger problem, of relationship between the legislative an executive powers even as regards the legislative production in Congress. Regarding the second topic, the raised discussion suggests that civil organizations seem to be exerting the function of representation that locus par excellence is the one of traditional political representation. Diploma thesis deals with the approval process of participation of the Armed Forces of the Czech Republic in foreign operations. The aim of this thesis is to find political elite's dominant motivation which leads to the decision take part in foreign military operations. Hypothesis assumes that according to the material capabilities and power ambitions of the Czech Republic there is only one dominant motivation which can be described as commitments to the membership in UN, NATO or EU. To fulfil this aim we used a content analysis of relevant discussions realized in the Chamber of Deputies of the Parliament of the Czech Republic since 1993 until present. Identified arguments are assign with one of the five relevant categories (policy related to the commitments to the membership, security and political interests, historical symbolism, potential of profit in the future and influence of the domestic political situation). Analysis also considers the revelation of official statements of the political party and speeches of its members in the Chamber of Deputies.
