In the last two decades, increasingly more research has been conducted on the process of participation as a children’s right both nationally and internationally. This includes research on children’s participation within the family environment as well as with children who are placed into alternative care. Children’s participation within the field of child protection continues to demonstrate challenges for both children and those adults working with children in this environment. A child and youth care centre forms part of the broader field of child protection and represents a bounded system of dynamics especially with regard to the process of children’s participation. There continues to be various barriers with regard to children’s participation in general but especially for children who have been found in need of care and protection. This is largely linked to the emphasis being put on the vulnerabilities and needs of children who have been placed into alternative care.
The general aim of the study was to qualitatively, through a case study design, explore and describe the nature of participation as a children’s right in the context of a child and youth care centre in the Western Cape. The case study was utilised in order to gain more insight into the nature of participation as a children’s right, based on the perceptions of the children, child care workers, social workers and professionals within the system. Thirteen semi structured individual interviews were held with the child participations. Prior to the interviews, a session was held with the children to discuss the purpose of the research and to allow them to become more aware of the concept of children’s participation. The children were asked to create a collage of their perception of children’s participation as a right. Two separate focus groups were held for the adult participants; one for the child care workers and the other for the social workers and professionals. Based on the findings of this qualitative study about the nature of children’s participation as perceived by both children and adults in a child and youth care centre, the article in Section B aims at highlighting those critical elements needed for the realisation of children’s participation within a context of child protection. / MSW (Child Protection), North-West University, Potchefstroom Campus, 2014

Thinking with stories of suffering : towards a living theory of response-abilityJones, Jocelyn January 2008 (has links)
In the thesis I develop a living theory of responsibility, movement, engagement, withdrawal, and self care with a living standard of judgement of response-ability toward the other. I use a hermeneutic phenomenological approach to develop a dynamic, relational understanding, where social constructions are discussed and refined using cycles of loose and strict thinking, an inter-play of emotion and intellect, and a combination of intuitive and analytic reasoning. This is underpinned by an extended epistemology embracing experiential learning, documentary and textual analysis, presentational knowing, dialogue, narrative and photographic inquiry. I address the essence of inquiry with people who have difficult stories to tell and for us to comprehend: narratives which emerge from episodes of chaos and suffering, interspersed with occasional glimpses of the inter-human. Within this context I explore responsibility [response-ability] to ‘the Other’ as subject, and the ethical obligations implied in that relationship. My and others’ narratives, through space and over time, are researched using an extended epistemology and inquiry cycles across two interwoven strands. I look back over a long career and ‘epiphanous’ moments as a social worker and academic in the field of child protection and children and families work; and as the child of a war veteran, I reflect on World War II narratives of suffering, changing identity, and the inter-human. This first and second person inquiry extends outwards through cycles of dialogue with ex European prisoners of war and relation with landscape across Europe and Russia. In these reflections I clarify my meanings of chaos, suffering and responsibility [response-ability]. The learning from this extended inquiry and the contribution to knowledge are reflected on within my current practice as a participative researcher who is expressing response-ability toward the other. Finally, I consider implications for improving practice and organizational climate in children and families work.

'Child trafficking' : experiences of separated children on the moveGearon, Alinka January 2016 (has links)
‘Child trafficking’ as a phenomenon requiring a policy and practice response has, in recent years gathered considerable pace. ‘Child trafficking’ is a crosscutting social issue, relevant to policy areas of child protection, child migration, criminal justice, immigration, social policy and human rights. This thesis explores children’s own accounts and lived experiences of ‘child trafficking’, addressing a notable gap in hearing from children directly. The thesis critically engages with the social construction of the ‘trafficked child’ examining how contemporary concepts of childhood shape and inform ‘child trafficking’ policy and practice. How ‘child trafficking’ policy has been constructed politically is examined, in shaping how ‘child trafficking’ is defined in practice. The implications for children experiencing trafficking of a system built on current assumptions about childhood and ‘child trafficking’ are considered. The study explores how children’s experiences of their childhood and ‘child trafficking’ challenge many assumptions underpinning policy and practice. The findings reveal a disjuncture between immigration-driven and prosecution focused ‘child trafficking’ practice and children requiring a welfare and individualised response to their needs. Children needed practitioners to listen to them, believe them and take action upon child protection concerns. A conclusion is drawn that the way in which ‘child trafficking’ policy and practice in England is presently constructed, and experienced, appears not to reflect the lived ‘realties’ of young people in this study. A new approach to ‘child trafficking’ policy and practice is recommended underpinned by a conceptual shift in how we perceive childhood and adolescence. Intended audiences of this study include policy-makers and front-line practitioners including social workers, the police, immigration officers and other services. This qualitative study contributes in developing methods with a hard to access population addressing a difficult subject area, promoting children and young people’s participation in research.

An ecology of judgement : sense-making in child welfare and protection social workHelm, Duncan L. January 2017 (has links)
This thesis is submitted for the award of PhD by publication. It comprises four interconnected, published research papers linked by a contextualising narrative. The publications are all peer-reviewed research articles published between 2012 and 2017 in relevant UK journals. I am the sole author of three of the papers and first author of one paper. My thesis considers how social workers make sense of complex and uncertain information in child welfare and protection social work. My first paper considers the how an understanding of human judgement and sense-making can influence social worker's capacity of child-focused thinking. My synthesis of the literature indicated that social workers' styles of judgement are strongly bounded or influenced by external factors such as complexity of information and time available to make decisions. It is this "bounded" model of rationality which I have employed to provide the theoretical and conceptual framework for this thesis. I have included two papers exploring data which I collected in a non-participatory ethnographic study of social workers' sense-making in a local authority children and families team. These papers represent a valuable contribution to current understandings of social work sense-making. This naturalistic study identified a number of key themes and processes in sense-making which are directly relevant to developing and maintaining best practice. The final paper was developed over the period of my PhD studies. The paper builds on existing research and develops theories of bounded rationality into a conceptual model which I have referred to as an "Ecology of Judgement" for child welfare and protection social work. By modelling the complex interplay between the mind of the social worker and the information environment in which they are operating the model has utility in practice development and research.

A Comparative Analysis of Socio-Legal and Psycho-Social Theories and the Construction of a Model to Explain How Law Operates and Evolves in the Dependency CourtSinclair, Kate January 2002 (has links)
This thesis examines data and theory about how the system of law (SL) operates and evolves: it contrasts data from social workers and attorneys working in the juvenile dependency court with theories about how individuals and social systems evolve. The analysis is based on research conducted in San Diego and revolves around a theory about human development, or the "individual as a system" (HD), and a theory about social systems, such as the autopoietic theory of law and its self-reproducing system (LA). It is suggested that together, the theories of HD+LA help to examine how professionals and law operate and evolve in the legal system. Overall, the thesis rejects the autopoietic systems theory that law reproduces itself, by itself. Instead, analysis in this study supports the finding that law is defined and operates through a dialectic of the individual and the social (or the organic and the mechanistic respectively) such that each gives rise to the other. On the basis of this system connection, aspects from systems theory about legal autopoiesis are integrated into concepts from constructive-developmental theory (HDLA), thus providing a new framework through which to examine how law and its system functions. The new framework is built around an equation that emerged some time after data analysis and theoretical development: SL=HDLA+DSA . The equation states that: The evolution of the system of law involves processes of human development and to some but a much lesser degree, the autopoietic nature of law. The extent of this evolution is best determined by analyzing data from a court setting. The dialectical relationship between individual and social influences in the evolution of law is facilitated by the accumulation of social action � such as activity from media and advocacy groups � and the individual meaning that professionals make about this action, which in turn has an influence on the formal and informal operations that they perform when operating law. The nature of these interacting dynamics will be shown through two interconnected tools of analysis: one is a typology of individual, professional and system self-concepts; the typology helps to show how a cycle of system change (human development giving rise to legal change and vice versa) occurs in the court; the other is the operative structure (or culture) of systems for law and social work in child abuse cases � which unite in court operations. These two interconnected tools help to show how the court operates and how social action (SA) for change contributes to professional and system change in the evolution of law.

<p>This dissertation is a case study of how two agencies in Umeå, Sweden and Barrie, Canada protect children found in need of child welfare services. The project's purposes are to describe how children are protected from harm in these two contexts, to illuminate the similarities and differences in the child welfare systems reflected at the local level, and explicate the significance of uncovered similarities and differences. The research project is grounded in three complementary theoretical approaches: i) social constructionism, ii) critical program evaluation theory, and iii) institutional ethnography. Using a model I developed to guide cross-national comaprisons, the research project explores three dimensions in the organization and delivery of services: i)Structure (service contexts and features), ii) Intervention (intervention process, and documentation and gatekeeping as two central aspects of intervention), and iii) the interplay between structure and intervention. The project combines methods including focus groups, qualitative application of the vignette technique, and analyses of assessment summaries extracted from case files at each agency. Finding from this investgation are reported in four papers. We identified differences in gatekeeping, use of social work skills, identification of clients, decision-making, and use of compulsory measures and the availability of other measures for clients. The documentation study showed that in Canada documentation is increasingly structured whereas in Sweden documentation is systematically varied but with narrative forms dominating. The different documentation trajectories in these nations are coupled to the paths they have taken with regard to the care and protection of children. We then focus on the "best interests of the child" principle. In Canada, the best interests principle is paramount but intimately connected to "need of protection" and risk assessment. In Sweden, the best interests principle is contibutory to the Social Service Act's emphasis on a solidaristic response to need. When data from this study are taken in context with other research in the field, it appears to give meaning to description of two models of state service for children in need because of abuse or neglect. Umeå is representative of some of the key elements in Swedish child welfare whereas Barrie is representative of some of the key elements in Canadian child protection.</p>

The purpose of this essay has been to study the different discourses that are expressed in social welfare secretaries’ assertions when they assess cases with elements of honour-related violence, intimidation and oppression. To do so I have used a discourse analysis theory and technique, based on three qualitative interviews with social welfare secretaries. The interviews were focused on vignettes, which were all fictitious cases with various elements of honour-related violence. One of the interviews was a focus groupinterview with four participants, while the other two interviews were individual. I have also used the theoretical perspective ”ideological dilemmas” in my analysis. The main conclusion is that there seems to be several discourses competing for space when the social welfare secretaries assess cases of this sort. On the one hand there is a strong ”family support discourse”, but on the other hand there is also a strong ”protection discourse” that are competing for space. Another conclusion is that there is a main dilemma that characterizes these cases, which arises when the victim declines protection from the social welfare. Then the social welfare secretaries need to make a choice whether or not to intervene against the victims’ will.
