Exploring challenges faced by social workers on the management of foster care backlog at the Department of Social Development, Limpopo Province, South Africa

(Development Planning and Management)) -- University of Limpopo, 2022 / The foster care backlog has been a challenge in the National Department of Social Development for some years which resulted in the lapsing of foster care grants and thousands of children left without legal and statutory protection. Due to this, civil society took the Department of Social Development to court as this challenge impacted negatively on the family functioning of foster families as they lost access to social grants. The Department of Social Development was ordered by the South Gauteng High Court to come up with an extensive legal solution by the end of December 2014 but, to date, the foster care backlog is still piling up and foster families‟ standard of life is threatened. The social workers who are mandated by the Children‟s Act to conduct the statutory process and place children in foster care are inundated by the high foster care backlog. The aim of the research study was to explore the challenges social workers face in relation to managing foster care backlog cases at the Department of Social Development in the Polokwane Municipality area, Limpopo Province. The research study was based on a qualitative research method whereby a small sample of 21 foster care social workers from three service points (Aganang Cluster, Polokwane East and Polokwane West) were interviewed. The researcher used face to face semi-structured interviews to collect primary data from the participants. The findings from the study affirmed that there were indeed challenges in managing the foster care backlog. Lack of support and training, together with inequitable distribution of cases, are the most dominant challenges identified by the participants. In order for the provincial Department of Social Development to reduce the high caseload and for the clients to continue receiving the best service, the research study recommends that the vacant post be filled as soon as possible. Furthermore, training on legislation dealing with children including the Children‟s Act is also recommended for social workers. The researcher is of the opinion that the findings and the recommendations of the study may add value in managing foster care backlog in the Polokwane Municipality area and Limpopo Province as a whole, if they can be considered and applied.

The participation of children in HIV/AIDS clinicals trials : ethical and legal considerations

This dissertation examines the legal position relating to the participation of children in research, especially in HIV preventive clinical research in South Africa. HIV/AIDS presents a real threat to humanity and particularly to the welfare of children. The participation of children in this type of trials is therefore vital. Children, as vulnerable participants, must also be protected from harm resulting from research. The study also considers the nature of HIV preventive clinical research, pointing to the inconsistencies in the legislation governing children’s participation in HIV preventive vaccine trials. The dissertation concludes that the question of the participation of children in HIV preventive clinical research poses many challenges, as the position in the South African law and relevant ethical guidelines are inconsistent and contradictory. The study recommends in the final instance that the relevant statutory provisions and ethical guidelines be harmonised in order to clear up the inconsistencies. / Jurisprudence / LL.M. This study evaluates the school feeding programme at Magog Primary School. It sets out as its objective to find out how the programme operates and its potential impact on school children, including challenges, if any, and recommends solutions to mitigate the challenges. It was motivated by the need to provide information which could be used as a basis to ensure that the nutritional and educational objectives of the National School Nutritional Programme are achieved. A review of literature demonstrated that, within the developmental framework, the point of view of civil society, government and the academia on the school feeding programmes are a valuable strategy to intervene in the nutritional and cognitive development of learners. It also made it evident that there are diverse views as to whether the School Feeding Programme is achieving its intended objectives. The findings of this study suggest that, although the programme has the potential to improve nutrition and health, enrolment, attendance and cognitive development, there are still some challenges and areas that need to be addressed and improved. These challenges arise as a result of lack of effective monitoring and evaluation, geographical location of the schools and other implementation flaws. An exploration of the school nutrition programme's potential to catalyse community-based environmental learning : a case study of a rural Eastern Cape school

The purpose of this study was to explore the extent to which a School Nutrition Programme can catalyse community-based environmental learning and promote food security in the school and the community. This is an interpretive case study of a junior secondary school in the rural Eastern Cape province of South Africa. The school is located in an area characterised by high levels of poverty and under-nutrition. The school’s food garden, a central focus of this study, contributes to the School Nutrition Programme, which falls under the National School Nutrition Programme (NSNP). The aim of the NSNP is to alleviate poverty in public schools. This case study was conducted by means of questionnaires, semi-structured interviews, and document analysis and field observations. The data set was analysed, firstly, to ascertain if the School Nutrition Programme functions as a community of practise (Wenger, 1998). Thereafter, the data set was analysed to identify the knowledge related to food security and environmental sustainability that is learned and shared in the School Nutrition Programme, and also how such learning took place. The study found that the School’s Nutrition Programme was indeed operating as a community of practice and that it created a platform for sharing explicit and tacit knowledge and skills related to food security and environmental sustainability. The case study also revealed the contextual and experience-based nature of knowledge related to food cultivation.

Summaries in Afrikaans and English / The research for this study has shown that the circumstances in which the majority of children in South Africa find themselves, are extremely complex and problematic, to such an extent that not only the quality of children's lives is endangered, but their lives as such. Besides the measures taken by government to improve the situation of children, it is pre-eminently the Christian church that is able to render a unique and, at the same time, a fully relevant contribution to the debate, processes and actions regarding children in South Africa. For this to be achieved, however, the church should be guided by a theology that is truly contextual and missionary in nature. In this study, therefore, distinct critical elements are being identified, which could be utilized in shaping a theory for child ministry. What is visualized by the researcher in this regard, is the formulation of a practicail-theological theory that is derived from a Scripturally sound theology, on the one hand, and, on the other, oriented to the contextual realities of children. / Die navorsing vir hierdie studie het getoon dat die lewensomstandighede van die meerderheid kinders in Suid-Afrika uiters kompleks en problematies is, in so 'n mate dat nie alleen die lewenskwaliteit van kinders nie, maar hulle lewe selfbedreig word. The creative use of music to support learning disabled learners in an inclusive classroom : a continuous professional learning programme in distance education

In the past decade, education has undergone fundamental changes, such as the simultaneous implementation of Outcomes-based Education and Inclusive Education. A study of different sources has led me to realise that many teachers lack the skills needed to cope with a diversity of learners in their classrooms, which results directly and indirectly in a drop in teacher morale, which in turn causes emotional problems like stress and a lack of motivation. This has a spill-over effect on the learners in their classes, who have no role model for their emotional development and often have weak results. I argued that proof exists that music can alleviate stress, while creative skills can help teachers to better cope with their emotions and develop more effective problem-solving skills, which will help them to attain emotional stability and better academic results in the inclusive classroom. The purpose of the study was to determine how to design an effective continuous learning programme for distance education. The purpose of the programme is to train teachers to use music creatively to support learners experiencing learning difficulties. The information obtained by means of a literature study was used to develop the first draft of the programme, Music for All. After the first draft of the programme had been developed, the skills of experts in the fields of creativity, music and materials development in open and distance learning were utilised to evaluate the programme. This was done by applying the principles of the Delphi Method to ensure a sound theoretical and practical base for the course. A summary of the aspects that should be considered when developing such a programme (as identified during the literature study and through the evaluation by experts) was put forward and it was concluded that the knowledge and experience of the experts greatly enhanced the practical value of the programme. / Educational Studies / D.Ed.
