Mass Media as Instruments for Political and Social Control in China: Media Role in Chinese PoliticsChen, Xi 20 October 2003 (has links)
Under the influence of Soviet media theory, Chinese media have been held under the control of the Communist Party of China ever since the Party was established in 1921. However, this practice of control was subject to change as a result of rapid economic development and many social changes brought about by economic reform after 1978. This thesis explores the current situation of media control in China. Although the mass media in China began to enjoy more autonomy and diversity after the nation adopted its policies of reform and opening up to the outside world, given that political reform did not keep pace with economic reform, this study hypothesizes that the degree of government control varied according to the nature of the issues involved. It is expected that there would be tighter government control over the media in reporting political issues than reporting economic and social issues. The result of these case studies confirmed the original hypothesis. This study demonstrates that the relaxation of media control only happened in the non-political sphere. For those issues with political implications, there remained tight government control. In other words, the media are still used as instruments for political and social control in current day China. This study also explores the detailed approaches adopted by the government in controlling media content, management and operation. Furthermore, based on the study of both the historical development and the current situation of media control in China, this research points out the possible future developments for media control in China. / Master of Arts

America's Search for a China Policy, 1943-1950Bartley, Numan V. 08 1900 (has links)
Much controversy has surrounded recent American policy toward China. Books of various stripes--distortions, misrepresentations, emotional accounts, and purportedly scholarly studies--have dealt with the formulation of a China policy. Several of the objective studies have featured the role that politics played in reducing American freedom of action. The emphasis has been that, since American diplomatic strategy during the decade of the 1940's was a Democratic responsibility, Republican critics took political advantage of the China "tangle." As congressional criticism mounted, the framework within which the Truman Administration could evolve a policy was increasingly restricted. With the Communist victory in China and the subsequent Korean War, Democratic strategy had apparently backfired. The public became aroused, and policy makers have since had difficulty adjusting to realities.

The Study of Central Government solvency in China¡R1998-2008Hung, Chien-ting 27 January 2005 (has links)
Usually people believe that domestic debt in Chinese compare with the GDP is very less, so in this way the government had the ability to issue more treasury bond. So in 1988, when Chinese implement the Rehabilitation of bank balance sheet, in order to write-off state-owned commerce banks system non-performing loan, it uses treasury bond to accumulate capital. Whereas, this kind of implementation does not consider Chinese future financial ability and invisible debt keep soaring, including state-owned enterprises non-performing loan, the debt of the state-owned policy banks. Some scholar also express pessimism, they assume if the government debt continue to increase, this will have a high financial risk resulting in Chinese Economic collapse.
So, in calculating the Chinese government debt cause by the state-own financial institution, not only do we consider the figure provided by the Chinese official, but also have to add the Central Government invisible debt. This research is based on time series model in calculating year 2008 Chinese government debt, with Revenue Enhancement, commercial bank behavior and the above two financial policy in making evaluation. Notice: 2008 treasury bond in whatever policy measure is still higher than 60% Basle standard. This implies that in the near future the Chinese will not be able to withstand the huge treasury bond. Simultaneously, this manifest Chinese government debt have been underestimated, and falsely believe it can have the ability to be in the state of solvency, this lead to government continuous issuing of treasury bond. This will hamper the Chinese financial structure.
As for the government debt, it only depends on Revenue Enhancement, that is control deficit rate which cannot solve the huge government debt. However, solving the government debt problem, not only with the measure of issuing treasury bond, this will result in raising the debt with the debt. The best method will be to pass resolution in all ways, slowly and steadily in writing off the debt. In this way it can lead Chinese to a Fiscal Sustainability result.
