Évaluation d’une expérience de conférence citoyenne : analyse éthique

Un intérêt grandissant pour le rôle du citoyen dans la prise de décision concernant la vie publique se développe depuis les dernières années. Le développement et la mise en oeuvre de divers mécanismes de participation citoyenne, comme les conférences citoyennes, témoignent de cet intérêt. Nombre de ces expériences ont fait l'objet d'une évaluation, mais essentiellement au niveau de l'efficacité ou du succès de l'exercice. Peut-on les évaluer sur le plan de l’éthique? Quels sont les défis éthiques posés par les mécanismes de participation citoyenne? Ce mémoire évalue une expérience de conférence citoyenne portant sur les avancées de la biologie humaine à l’ère de la génomique mise sur pied par le Groupe de recherche en bioéthique (GREB) de l’Université de Montréal en 2005. À l’aide du concept de l’éthique de la discussion, telle que proposée par quatre auteurs québécois, une analyse qualitative est effectuée sur six documents rédigés dans le cadre de la conférence. Deux catégories de résultats sont discutées. D’abord, les divers éléments relatifs à la conférence citoyenne qui ont soulevé notre attention. Ensuite, les préoccupations des participants en lien avec la science, la société et la participation. Une meilleure compréhension des aspects éthiques auxquels on devrait accorder une attention particulière contribuera à l’amélioration du mécanisme de conférence citoyenne et à son utilisation à long terme. / In recent years, there has been a growing interest in the role of citizens in public decision-making. This interest is reflected in the development and implementation of various citizen participation mechanisms, such as citizen conferences (also known as consensus conferences). Many of these experiences have been evaluated, but mainly in terms of their effectiveness or success. What are the ethical challenges posed by citizen participation mechanisms? This study looks at a citizen conference on advances in human biology in the era of genomics, held by the Groupe de recherche en bioéthique (GREB) of the Université de Montréal in 2005. The concept of discourse ethics, as developed by four Quebec authors, is used to conduct a qualitative analysis of six documents from the conference. Two categories of results are discussed: noteworthy aspects of the citizen conference and participants’ concerns with regard to science, society and their participation. A better understanding of key ethical issues will help to improve citizen conferences and their long-term use.

Socio Hydrological Observatory for Water Security: conceptualization and study case in São Carlos, Brazil / Observatório Sócio Hidrológico para Segurança Hídrica: Definições e estudo de caso em São Carlos, Brasil

The need to better comprehend the relationship between societies and the hydrological cycle led scientists to develop sophisticated mathematical models in order to predict how these relationships will be in the future. However, some transformations might not be predicted in such socio-hydrological models, what makes necessary to search for new methods to build scenarios. In this way, the present work seeks to understand how societies will change the way they deal with water resources regarding different drivers of change, such as population growth, changes in climate, land cover, patterns of consumption and influence of governmental institutions. To do so, this work employs not only official data sets that are public available, but also information provided by citizens through citizen observatories concepts of crowdsourcing, participatory governance and environmental monitoring. Such volunteered information is based on their own experiences, knowledge and individual patterns regarding water management and sanitation aspects from the study area, São Carlos city. The conclusions reveal that the new tool presented in this work, the Socio-Hydrological Observatory for Water Security (SHOWS), makes possible to outline future trajectories of coevolution in coupled human-water system and provide assessment on water security scenarios. This work integrates the water security component facing climate changes, from INCT-MC2 (FAPESP 2014/50848-9), contributes to better comprehend socio hydrological aspects in UK Academies (FAPESP 2018/03473-0) and provides a new tool, the SHOWS, which assists decision makers in resilient cities, in the context of CEPID/CEMEAI (FAPESP 2011/51305-0) e do SPRINT-Warwick (FAPESP 2018/08413-6). At international level, it is a contribution to the activities of \"Panta Rhei – Everything Flows 2013-2022\", promoted by the International Association of Hydrological Sciences, which seeks to understand, estimate and predict the hydrological dynamics to support societies under change. / A necessidade de compreender as relações entre as sociedades e o ciclo hidrológico levou cientistas a elaborarem sofisticados modelos matemáticos para prever como estas relações serão no futuro. Porém, determinadas transformações podem não ser previstas nestes modelos sócio-hidrológicos, sendo necessário recorrer a novos métodos para elaborar cenários. Desta maneira, o presente trabalho busca entender como as sociedades irão modificar a maneira que lidam com os recursos hídricos frente aos vetores de mudanças, como crescimento demográfico, alterações climáticas, mudanças do uso e ocupação do solo, influência de instituições governamentais e padrões de consumo da população. Para isto, este trabalho emprega não somente o uso de dados oficiais, disponibilizados em plataformas públicas, mas também as informações fornecidas por cidadãos através dos conceitos dos observatórios cidadãos, como crowdsourcing, governança participativa e monitoramento ambiental. Estas informações voluntárias são baseadas em suas experiências, conhecimentos e padrões individuais em relação a aspectos necessários a gestão dos recursos hídricos e dos sistemas de saneamento da área de estudo, o município de São Carlos. Ao fim, conclui-se que, a partir da ferramenta Observatório Sócio Hidrológico para Segurança Hídrica (SHOWS), é possível interpretar possíveis trajetórias de coevolução entre os sistemas sociais e naturais de maneira a avaliar os cenários de segurança hídrica. Este estudo integra a componente de segurança hídrica frente às mudanças climáticas do INCT-MC2 (FAPESP 2014/50848-9), contribui para a compreensão dos aspectos sócio hidrológicos do UK Academies (FAPESP 2018/03473-0), além de testar uma nova ferramenta, o SHOWS, que serve de auxílio à tomada de decisão em cidades resilientes, no contexto do CEPID/CEMEAI (FAPESP 2011/51305-0) e do SPRINT-Warwick (FAPESP 2018/08413-6). Em âmbito internacional, é uma contribuição às atividades da década científica \"Panta Rhei – Everything Flows 2013-2022\", promovida pela International Association of Hydrological Sciences, a qual busca entender, estimar e prever dinâmicas hidrológicas para apoiar sociedades sob mudanças.

Este trabalho busca analisar uma experiência de teatro realizada durante 22 anos com funcionários de uma empresa e refletir sobre a relação possível entre o teatro e a empresa por meio de uma proposta de Dramaturgia Cênica. Para tanto, apresenta-se o resgate histórico do percurso através do levantamento e análise crítica de materiais significativos relativos às diversas encenações realizadas. Estabelece- se, também, um diálogo entre a experiência e alguns referenciais teóricos na perspectiva de um teatro brechtiano para a construção de um modelo que contribua para um processo de humanização, favorecendo transformações pessoais e interferências no ambiente de trabalho e na realidade social em geral. / This dissertation sets out to analyse a theatre work experience developed with employees of one company over the course of 22 years. In it, I seek to reflect on the possible relationship between theatre and the company through a proposal for stage dramaturgy. To achieve this objective, it rebuilts the whole history line of this experience, through a selection and critical analisys of some relevant material about the groups theater productions. It also stabilishes a dialogue between the experience and some theoretical work, particularly about Brechtian theater, aiming to develop a model capable of contributing to the process of humanisation, encouraging personal transformation and changes in the workplace environment and in the broader social reality.

The desirability and feasibility of democracy in the eyes of private entrepreneurs in China.

中国的私营企业主支持民主吗?此研究发现整体上他们拥有民主价值观念,但是他们认为民主在中国不可行,所以他们选择维持现状。通过分析一份全国性问卷调查数据,本文指出中国的私营企业主比其他的中产阶级和劳动阶层更加可能支持民主价值观念,在控制了相关的政治性,区域性和基本的个人特征的影响之后,这样的差异依然存在。用结构化方程模型分析一份针对 2071 位私营企业主的问卷调查数据进一步表明私营企业主的民主价值观念并不受他们与政府的政治联系的影响。和政府有各种联系的私营企业主并没有比其他企业主更加保守。然而通过与他们的深度访谈,文章发现拥有民主价值观念的私营企业家同时也支持政府。他们认为民主在中国并不可行,至少在目前这个阶段。因此,他们倾向于选择维持现状。 / Do private entrepreneurs in China support democracy? This study shows that in general, private entrepreneurs find democracy desirable, but their concern with the feasibility of democracy predisposes them toward maintaining the status quo. Drawing on a national survey, this research indicates that Chinese private entrepreneurs are more likely to have democratic values than the non-entrepreneurial middle class and working class, controlling the effects of relevant political, regional and demographic factors. An analysis of a survey data on 2071 private entrepreneurs further shows that politically embedded entrepreneurs are not significantly less likely to endorse democratic values than non-politically embedded entrepreneurs. In-depth interviews suggest that private entrepreneurs who have democratic values tend to argue that democracy is infeasible in China, at least in the near future.
