Enabling policy environments for co-operative development: A comparative experience

This dissertation explores the particular evolution of an organization, the Mondragon Co-operative Corporation, to shed light on the co-operative development process, and compares some of its complexities to the Manitoba co-operative sector. This study uses historical, political, and socio-economic research, institutional analysis, policy and legal analysis, and semi-structured interviews to better understand the co-operative development process from a critical and interdisciplinary perspective. This study uncovers the importance of institutional frameworks in understanding the development of the Mondragon group. By analyzing its well-known development story through this critical and interdisciplinary lens, this dissertation helps rethink the assumptions of much of the literature on co-operative and policy development that often overlooks the study of this phenomenon. Co-operative development factors and strategies widely discussed in the literature often fail to analyze the invisible cultural assumptions that underpin and help determine the development process. By studying the extent to which Mondragon's development is deeply embedded in and shaped by its cultural, legal, and institutional contradictions, this dissertation aims to rethink the co-operative development phenomenon. This study finds that institutional frameworks are crucial to understand co-operative development choices and strategies. The contradictions and complexities of institutional frameworks create room to counter the status quo. The study of the Mondragon group tells us that co-operatives can unknowingly reproduce contradictions while challenging the dominant logic to seek change. The influence of institutional contradictions and complexities is highly important to make sense of co-operative development behaviours as well as to understand how institutions change in society. This study concludes with a comparison of the Manitoba co-operative experience in the light of the Mondragon case, and offers concluding thoughts and recommendations for the Manitoba co-operative sector.

Membership identity and consumer behaviour : the case of consumer co-operatives

The study of retail and consumption geographies has become increasingly popular areas of research in the broader discipline of geography over the last decade. Research has covered many aspects of retailing structure and practice, including retailing formats, shopping patterns and consumer identities. However, consumer co-operatives and their members as of yet have not been studied in geography, which is interesting given their considerable presence in the retailing environment. The success of consumer co-operatives in the retailing landscape hinges on the loyalty and economic participation of their members. Their loyalty in the co-operative may in turn be influenced by their identification with the organization. This can pose both challenges and opportunities for co-operatives to succeed in the face of strong retailing competition. <p>This research is thus an attempt to examine the membership identities of co-operative members, and how this influences their consumer behaviour. To this end, self-administered questionnaires were distributed among members and non-members who patronized the Calgary Co-operative Association. They were asked about aspects of the consumer behaviour, shopping preferences, and identification with the co-operative. It was found that overall, members and non-members did not differ in their consumer behaviour. They traveled the same distances, showed the same levels of shopping loyalty at the Co-op, and had the same preferences for the ideal shopping environment. The greater difference however, lay within the membership. When members were disaggregated based on their levels of identification with the Co-op, it was found that members who more highly identified with the Co-op exhibited more loyal shopping behaviour with the Co-op, and those that had a lesser identification with the Co-op exhibited lower shopping loyalty to the Co-op. This has implications for further research on consumer identities with different retailing formats, co-operatives in other areas, and further adds to the growing body of research in geographies of retailing and consumption and co-operative studies.

Governance, membership, and community : developing a regional consumer co-operative in Saskatchewan

Retailers in rural Saskatchewan are having to contend with two predominant trendsrural and retail restructuring. Decreasing rural populations, increased consumer mobility, and the chronic instability of primary industries such as agriculture and forestry continue to impact rural communities in the province. The growing presence of multinational corporations, the drive for economies of scale, and the centralization of services into larger urban centers are all influencing the retail sector, particularly in rural areas. In response to these trends, retail co-operatives operating in Northern and Central Saskatchewan have joined a larger urban-based co-op in Prince Albert to form a regional co-operative. Co-operative theory suggests this regional structure may create internal obstacles for co-ops that differ from those of private firms, as co-operatives must consider the implications of reorganization on membership structures and member relations. While most of the empirical investigation has focused on large agricultural co-operatives, less attention has been afforded to consumer co-operatives.<p>Through interviews with the delegates and managers of the Prince Albert Co-operative Association (PACA), this study examines how a multi-branch consumer co-operative has adapted to the present rural and retail milieu. It investigates the new relationships that have emerged among the key stakeholders including members, delegates, and managers as well as the new relations between the major structures, namely the branches and the central body. The research is a starting point for understanding how member and enterprise interests are mediated, communicated, and coordinated within a regional co-operative. Delegates are the focal point of the study as they play an integral role in all of these relations. The findings of the study suggest that while new relationships do form within a multi-branch system, the primary relationship between members and their local co-op branch remains relatively unaffected. Further, the study on the PACA adds to Fairtloughs (2005) work on business structural forms called triarchies. It is argued that the integration of hierarchies, heterachies and responsible autonomy in the form of a federated network reinforces the staying power of the co-op in smaller communities.

FOOD NETWORK: ARCHITECTURE OF CONNECTION IN THE LOWER NINTH WARD

In August 2005, Hurricane Katrina devastated the city of New Orleans with widespread flooding and infrastructural damage. The Lower Ninth Ward has since experienced a slow recovery from the catastrophic flooding it endured. Among the various physical, social, and economic challenges still facing the neighbourhood, this thesis identifies the community’s subsequent social disintegration following Katrina, and its continuing challenged access to nutritious food as primary arguments for a food hub co-operative in the center of the neighbourhood. The power of the co-operative lies in the collectivization of social, physical, and financial assets of the currently fractured community. The food “hub” then becomes the heart of the neighborhood, facilitating social ownership, renewed purpose and responsibility, and financial empowerment. At an urban scale the centrally located food hub anchors an expansive food network, enabling a city ward currently devoid of collective means to get back on its feet.

Co-operative environmental governance: alignment of environmental authorisations in the province of KwaZulu/Natal

The main legislation governing environmental authorisation in South Africa is the National Environmental Management Act, 107 of 1998 (NEMA). This legislation is administered by the environmental affairs departments at national, provincial and local spheres of government. Besides NEMA, there are other pieces of legislation which govern environmental authorisation and, in some instances, are administered by other organs of state. They, like NEMA, require submission of reports to authorities for decision-making. This may result in cumbersome and duplication of processes; which in turn, may delay the initiation of development activities. NEMA provides for co-operative governance, coordination of activities and alignment of processes to counter the above problems. Section 24L states that activities regulated in another law may be regarded as sufficient for authorisation in terms of NEMA, and vice versa. Furthermore, section 24K provides for consultation and coordination of legislative requirements to avoid duplication. Flowing from these provisions is that competent authorities may exercise their powers by issuing separate or integrated authorisations. All these provisions aim to promote smooth and seamless interactions between all key role-players involved in authorisation processes. However, there are widespread concerns amongst key role-players and the public at large about the lack of application and/or implementation of the foregoing legislative provisions. This study investigates these concerns through a literature review, case study analysis and administration of a questionnaire. The results show that the fruits of these provisions (i.e. coordinated activities, aligned processes and/or integrated authorisations) in the province of KwaZulu-Natal have yet to be realised. This study recommends, therefore, that clear guidance be provided to provinces on how to implement the legislative provisions described above. / Thesis (M. Intergovernmental relations and co-operative governance : the tools to enhance service delivery in the Free State Province / Moeketsi Basil Sesele

The purpose of the Intergovernmental Relations Framework Act 13 of 2005 is to facilitate co-operation among the three spheres of government. The implementation of this Act has posed many challenges for departments in Provincial Governments. Provinces lack monitoring and support mechanisms for the supervision of local government. In this study intergovernmental relations and co-operative governance are explored as tools to enhance service delivery in the Free State Province. The primary objective of this study was to analyse the views of managers, staff members in public participation units, Speakers and Whips of municipalities in order to determine their level of understanding of intergovernmental relations and cooperative governance, and how these can enhance service delivery in the Free State Province. To attain this primary objective, the concept of intergovernmental relations and co-operative governance are explained. Structures that enhance service delivery in the Free State Provincial Government were analysed. Research on the successes and failures of Provincial Government and Free State Legislature in enhancing service delivery was conducted. Recommendations on how intergovernmental relations and co-operative governance can enhance service delivery are made. The research was conducted in Free State Provincial Government and Municipalities in the Free State Province. The research comprised of literature study and an empirical survey using questionnaires to obtain data from managers, staff members in public participation unit, Speakers and Whips of municipalities. Respondents were tested on their views regarding their understanding of intergovernmental relations, co-operative governance and effective service delivery. The findings of this research demonstrated that there is no frequent engagement of Provincial Government and Municipalities during IDP processes, there is no system of monitoring and oversight over municipalities, and that the Provincial Government does not work together with municipalities during public consultation processes. This, therefore, is an indication that intergovernmental relations and co-operative governance are not implemented effectively to enhance service delivery in the Free State. The study ends with recommendations for political leadership and management to action on intergovernmental relations, co-operative governance and makes recommendations for further research. The findings of the research demonstrate that: •There is no regular or frequent communication among the Provincial Government and Local Municipalities during the process of public consultation on IDPs. •Intergovernmental relations and co-operative governance are not implemented effectively. •Municipal Speakers and Whips do not understand effective service delivery. •There is no frequent monitoring and evaluation of service delivery by Provincial Government. •There is little, if not none, financial, human and technical support from the Free State Legislature to Local Municipalities. •There is no regular communication between the Free State Legislature and Municipalities during the processes of public consultation. •There is no sharing of resources between the Provincial Legislature and Municipalities during the process of public consultation. / M. Mathematical knowledge and skills needed in physics education for grades 11 and 12 / Franscinah Kefilwe Molefe

The performance of mathematics and physical science students are very low in South Africa. These students lack algebraic knowledge and skills in physics education. They tend to treat mathematics and science as separate entities; to them the two subjects are not related. Even the teachers seem not to realise the interrelationship of the two subjects, because according to the research, they perpetuate this attitude. A possible reason could be that they are unfamiliar with common objectives and applications. Knowledge of science is enhanced by the application of mathematics, but the role of mathematical knowledge and skills in the understanding of physical science is uncertain. Even in the new National Curriculum Statement (NCS) of South Africa the relationship between mathematics and physical science is not clearly indicated. Algebraic language is a main tool used in physics, but students still display a lack of understanding of mathematical concepts and problem solving skills. The study was aimed at identifying the mathematical knowledge and skills that would enable students to solve physics problems in grades 11 and 12. The aim was also to identify the specific problems experienced by students in applying these skills and knowledge in physics at grades 11 and 12 level. The empirical study was conducted amongst a group of 120 students in four schools in the Rustenburg Region, North- West Province, South Africa and 28 teachers of which 10 were from these schools and 18 were teachers participating in the Sediba project of the North-West University. The investigation was done by means of a self constructed test and questionnaires. The results indicate that the biggest problem lies with a lack of conceptual knowledge, especially with a basic understanding of proportional reasoning.
