Para isso, lançavam a proposta de se organizar o mercado interno e se instalar companhias de comércio e navegação a vapor para dinamizar essas atividades comerciais. Porém, essas idéias políticas também atentavam para a necessidade de se implementar o controle fiscal, diante da ação do comércio clandestino. A partir das fontes impressas e da historiografia sobre o tema, analisam-se essas idéias e políticas entendendo nelas os argumentos e as finalidades da implementação da navegação a vapor voltada para o abastecimento interno da província e para o incremento do comércio de exportação. O objetivo deste trabalho é estudar essas políticas sobre a navegação fluvial e a fiscalização das atividades comerciais que burlavam as ações do fisco, fato sobre o qual reincidem as falas das autoridades da província. / In the late XIX century, the apeeches of the presidents of the provinces of Pará emphasized the ideals of local economic progress, which would be reached through the recovery of the business and commerce among the various villages and towns of the region. For this, they proposed to reorganize the internal market and settle down companies of commerce and steam navigation to encourage commercial activities. However, those political ideas also considered the necessity of establish and control, due to the actions of the smuggling commerce. Starting from press sources and from historiography about the theme, ideas and policies are analyzed taking into consideration the arguments and the objectives of the implementation of the steam navigation to the internal supplying of the province and to the increase of the export commerce. The objective of this work is to study the policies about river navigation and the control of the commercial activities which cheated the authorities of the provinces was directed to.

Analiso essas relações em um momento em que o governo imperial buscava diversas formas de obter controle sobre os indígenas, logo a relação entre indígenas e comerciantes se estabeleceram em meio a disputas de interesses, o que em grande medida contribuiu para colocar o regatão como perversor dos indígenas e estes como enganados. Em meio a isso busca-se entender as dinâmicas de trocas entre indígenas e regatões, seus interesses, conflitos e alianças. / This research seeks to understand how was established the exchange activity between regatões (Amazon river traders) and the Indians of the province of Pará, during the second half of the nineteenth century. I analyze these relationships at a time when the imperial government sought many ways to get control over the indigenous, so the relationship between them and the traders settled amid disputes of interests, which largely contributed to put regatões as the ones who deceive the Indians and these Indians, therefore, the deceived ones. Through it all, this study seeks to understand the dynamics of exchanges between indigenous and regatões, their interests, conflicts and alliances.
