Johannesburg, 2018 / Public Enterprise Development has been applied by government to stimulate the growth of SMMEs, which are identified as a key to job creation and local economic development. This report examines the impact of public enterprise development through provision of funding by Gauteng Enterprise Development (GEP) to SMMEs in Gauteng. The research examines data on SMMEs that received Enterprise Development funding between the period of 1st April 2006 and 31st of March 2016 from GEP in the Gauteng province. The data was analysed from June 2016 with the focus on the growth in turnover and employment figures prior to and after the SMMEs participated in the GEP support program. This paper uses a quantitative research approach and positive paradigm is assumed. Also, a quasi-experimental research study is used similar to a prior study by Leeuw (2010), with a t-test to measure the growth. This implies that funding, as an aspect of public enterprise development, has a positive influence on the sales and employment growth of SMMEs which in turn has implied positive effect on local economic development (LED) in Gauteng. The results from this study showed that the number of employees increased by an average of 13 employees per company after the GEP intervention from the original average of 8 employees before the awarding of the loan. However, the data analysis of the t-test summary statistics provide sufficient evidence that Hypothesis 1: A positive direct correlation exists between finance provision and growth in employment of SMMEs, is not supported. The difference in the number of employees is not statistically significant since the p-value of the t-test (p-value = 0.095) is greater than 0.05. Thus, the null hypothesis is not rejected and it is concluded that there is no correlation between provision of finance and growth in employment of SMMEs. Hypothesis 2: A positive direct correlation exists between finance provision and growth in turnover of SMMEs, the cross tabulation showed that there was an increase in the turnover earned. It is thus, concluded that there is a positive direct correlation between the provision of finance and the growth in turnover of SMMEs. / MT 2018

Transformative Learning Applied to the Development of Community Capacity in a Local Grassroots OrganizationTurner, Betty Sue 09 May 2015 (has links)
This dissertation assesses the impact of structural constraints to participation on residents of a rural, non-core county and members of a local grassroots organization in conjunction with the measurement of grassroots members for the presence of transformative learning. This study was motivated by three research questions: (1) To what extent may the presence of structural constraints to participation in community action activities be found in the adult residents of a rural, non-core county? (2) To what extent may the presence of structural constraints to participation in community action activities be found in members of a local grassroots organization? (3) How many members of a local grassroots organization show evidence of the 10 phases found in transformative learning? Theoretical foundations for this work are based upon the following research; Theodori’s (2008) analysis of structural constraints to participation in community action activities; Mezirow’s (2009) development of transformative learning theory in adult populations; and King’s (2009) Learning Activities Survey as a measurement of transformative learning. Purposefully obtained data were collected from the general population to establish a measurement of structural constraints to participation. Within the grassroots organization, survey data were used to determine the presence of structural constraints to participation and transformative learning. The findings utilizing regression analysis suggest significance for structural constraints to participation in the general population is minimal, and not significant at all in members of the grassroots organization. Transformative learning in members of the grassroots organization was confirmed by significance for 5 of the 15 variables analyzed. The results were contrary to expectation; yet, these conclusions do contain important implications for those involved in community development.

Planners' perceptions of their communicative roles in the implementation of local comprehensive plans: a Q-methodology studyHatcher, William Scott 01 May 2010 (has links)
This research, by utilizing the descriptive aspect of the communicative planning model, examined the opinions of surveyed public planners to understand their perceptions concerning their roles in the implementation of comprehensive plans. The research developed a Q-methodology design to uncover a typology of opinion concerned the perceived roles played by participants throughout the planning process in counties within the state of Georgia. The research contributes to the literature by developing this typology and by using it to assess the opinions of public planners. Through the use of Q-methodology, the research analyzed 34 usable Q-sorts from Georgia planners. Based on analysis of these sorts, four distinct types of opinion were found. The planning participants appear to be communicating opinions that represent the following: mostly positive roles on structural issues, such as budgeting, coordinating, and plan complexity; two roles that are positive of public participation; and two roles that are negative of public participation and focused on economic development. The research‘s typology shows that the planning participants view planning in two dimensions: political (opinion concerning the public) and functional (opinion concerning what leads to successful planning).

The main argument revolves around the actions of residents who are dissatisfied with either the conditions in their neighbourhood, or with proposed changes to it. Thus far fundamental types of strategies are identified for such residents and these take the form of 'exit', 'voice', 're'signation' and 'outlaw activity'. </p> <p> In using a conflict approach, the constraints which bear upon the initial choice decision and subsequent implementation of the strategies are constantly emphasised.
