The objective of this research is to analyze the extent to which the information and computer technology (ICT) industry in Winnipeg contributes to or detracts from the objectives of a particular economic theory of the whole community—namely, community economic development (CED). This was achieved by developing a CED framework for analysis, conducting a survey of ICT businesses in Winnipeg to gather the required data, and using the collected survey data to complete the analysis. The results of the analysis indicate that the ICT industry is contributing significantly more to some of the objectives of CED than it does to others. / October 2005

Economic impact of credit unions on rural communitiesMavenga, Fortunate 17 May 2010
The study contributes to the growing literature on the role of social economy enterprises on rural vitality, by examining the relationship between credit union activity and community population growth in rural Canada. A preliminary qualitative inquiry indicated that while most of the business policies and practices of a chartered bank and a credit union are similar, a credit union, in addition, extended non-traditional lending to their clients in the form of micro-lending and also participated actively in community development lending. Following the preliminary qualitative investigation, the impact of credit unions was examined using spatial regressions models in seven provinces in Canada using data at Consolidated Census Subdivisions (CCSs) level data to represent communities. Motivated by the potential role of credit unions as community based financial institutions, the quantitative analysis modeled credit unions as potentially reducing transactions costs for local businesses.<p>
Regression results indicated that the presence of credit unions was statistically significant and positive in our most parsimonious models including only natural amenity factors, agglomeration measures and other social measures as explanatory variables. However, in the full model with economic variables added the credit union dummy lost its statistical significance. A possible interpretation is that the credit union dummy is an inadequate representation of credit union activity. More complete, high quality, quantitative data to reflect their activities in the community may have produced different results.<p>
Recent credit union mergers are designed to increase their capacity and efficiency in providing services to their members. However, these new trends could aggravate the principal-agent problems. As credit unions become more bank-like though mergers, individual branches may lose their links with their local communities and their ability to perform their traditional functions.

Regional economic development authorities in SaskatchewanFrantik, Kiley 14 September 2007 (has links)
This thesis provides an analysis of Regional Economic Development Authorities (REDAs), which were created by the Saskatchewan government in 1993. It examines the political and economic factors that led to the creation of the REDAs; the design of the organization and funding framework for the REDAs; the main challenges that REDAs face today, and offers recommendations for consideration in the future. <p>The thesis reveals that REDAs were created in response to the challenges associated with the changing global economy. They were based on the principles of Community Economic Development (CED), a grassroots approach that encourages individuals in a community to support and facilitate new and existing businesses in order to contribute to the strength of a communitys economy. This approach was created with the understanding that rather than leading the process, as it had done in the past, the government would facilitate the efforts of these organizations through the provision of resources and support. <p>In an effort to coordinate the CED services being offered in the province, REDAs were established on a relatively large regional basis. Operating as umbrella organizations, REDAs both monitor CED efforts in their respective regions and deliver them. The Saskatchewan government has positioned itself as a partner, offering financial resources that REDAs can rely on and also organizational development and technical support. <p>The analysis provided in this thesis demonstrates that while CED is a popular approach taken by governments at both the federal and provincial level, there must be a considerable degree of commitment to the process to be effective. In the case of the Saskatchewan government, the capacity of these authorities has been enhanced substantially due to the governments efforts to develop an organizational framework, deliver support through education and training in CED, commit to an evaluation procedure and provide funding on which the authorities can rely. <p>This thesis reveals that the main challenges REDAs face today are largely associated with inadequate financial resources. One of the greatest assets to the organizations is the dedication of qualified staff. With increasing workloads however, REDA staff are reaching their limit in terms of what they can accomplish and without the financial capability to alleviate these pressures by hiring and retaining talented and dedicated staff, the capacity of the CED process becomes significantly restricted.
This thesis recommends that to ensure the continuing success of REDAs in the future the following initiatives should be undertaken. First, the provincial government must consider the workload being placed on each REDA. With every new layer of responsibility, there must be an equal level of human and financial support. Second, a review of the funding formula is necessary. With varying levels of capacity, it is not necessary for each REDA to receive equal funding. Finally, if the program is expected to improve, an ongoing evaluation procedure, much like the one in place, will continue to be necessary.

This thesis explores some possible approaches to better integration of archives with communities and engagement of archives with local community development initiatives. Communities and Leaders at Work in the New Economy: A Comparative Analysis of Agents of Transformation in Pittsburgh, Pennsylvania and Hamilton, OntarioFennessy, Barbara Ann 25 February 2010 (has links)
Without change, stagnation is inevitable. Never has this truth been more obvious than during the current epoch of industrial decline in North America. This research provides two economic narratives that exemplify the struggles of industrial communities as they strive to regenerate. The research involves a comparative analysis of the transformation of two steel cities, Pittsburgh, Pennsylvania, and Hamilton, Ontario, from 1970 to 2008. For cities in which one major industry has formed the foundation of the local economy, job losses can result in massive dislocation and devastating consequences for individuals, families, and communities. Pittsburgh and Hamilton are among many cities striving to diversify and strengthen their economies as manufacturing diminishes and Western sunset industries rise in the East. Transformation has been much more extensive in Pittsburgh than in many cities because Pittsburgh was so largely dominated by the steel industry and faced a virtual collapse of that industry. Hamilton has also experienced a steep decline in steel and related manufacturing jobs.
Based on 55 interviews with city leaders, including a pilot study in Welland, Ontario, this research examines eight critical factors that collectively influence development: transformational leadership, strategic development planning, civic engagement, education and research, labor, capital, infrastructure, and quality of life. The study looks at how city leaders drive these factors in the context of global economic forces to revitalize their communities. Together, these elements combine to create the new economy of cities. To achieve successful transformation, the elements must function as part of an integrated system─a community economic activity system (CEAS).
This research is grounded in MacGregor-Burn’s (1978; 2003) transformational leadership theory and positions local leadership as the central driver of economic regeneration. It highlights the importance of enduring social relations among leaders for creating an organized, yet dynamic, base of power that is necessary to mobilize resources and execute development policies to achieve qualitative change. Moreover, it points to the importance of inclusiveness and openness in engaging local citizen groups in order to build trust and confidence that recovery will happen. Pittsburgh and Hamilton offer many examples of successful partnerships that increasingly involve public-private-nonprofit-academic collaboratives.
