Defesa: Curitiba, 14/10/2014 / Inclui referências / Resumo: A psicologia brasileira, embora historicamente plural, é instituída na sociedade contemporânea como uma Psicologia Oficial. Esta constatação norteia o presente trabalho, cujo foco analisa a psicologia brasileira regulamentada pelo Conselho Federal de Psicologia, que consiste na autarquia federal responsável pelo controle da profissão através da publicação de normas jurídicas. Através de artefatos como resoluções e códigos de ética, o Conselho estabelece o que aqui se intitula como a Psicologia Oficial. A partir dos quatro Códigos de Ética Profissional da categoria (1975, 1979, 1987 e 2005) e de outras resoluções (com destaque para 15/1996, 01/1999, 08/2010 e 10/2010) a pesquisa descreveu quais foram, em diferentes episódios da história da psicologia brasileira, os modelos de psicologia exigidos pelo Conselho Federal. Este trabalho de interface entre a Psicologia e o Direito possui caráter documental e foi fundamentado na teoria discursiva de Mikhail Bakhtin, pautando-se pela identificação das condições de produção enunciativa, dos efeitos de sentido produzidos e dos posicionamentos verbo-axiológicos presentes nos enunciados normativos ditos neste e por este Conselho. Os resultados constatados apontam para uma importante mudança de posicionamento do Conselho Federal de Psicologia ao longo de sua existência, deixando de lado regras inicialmente aplicáveis a uma psicologia individualista, tecnicista e neutra para abarcar regras relativas a uma psicologia crítica e militante de direitos humanos. Verificou-se também que este movimento é acompanhado por um maior controle do órgão sobre os profissionais a ele vinculados, pelo crescimento do apego às normas positivadas e pelo desenvolvimento da biopolítica, indícios da contradição sociocultural inerente aos enunciados. A conclusão remete a considerações sobre o exercício da ética – a partir da liberdade de análise e de posicionamento individual – pelo psicólogo diante das normas que estão estabelecidas. Ética profissional. / Abstract: The Brazilian psychologist, although historically plural, is instituted in contemporary society as an Official Psychology. This statement guides the present work, which focus analyzes the Brazilian psychology regulated by the Federal Psychology Counsel, that consists on the federal autarchy responsible for the control of the profession through the publication of juridical. Through artifacts such as resolutions and ethical codes, the Counsel establishes what here is named as Official Psychology. As from the four Professional Ethical Codes of the category (1975, 1979, 1987 and 2005) and other resolutions (with distinction to 15/1996, 01/1999, 08/2010 and 10/2010) the research described what were, in different historical episodes of the Brazilian Psychology, the models of psychology required by the Federal Counsel. This Psychology and Law’s interface work has a documentary character and was established in Mikhail Bakhtin’s discourse theory, basing itself through the identification of the enunciative production condition’s, the produced signification effects and the verb-axiological position present in the normative statement said in and by this Counsel. The verified results point to a relevant change in the positioning of the Federal Psychology Counsel’s through its existence, leaving aside rules initially applicable to an individualist, technicist and neutral psychology in order to comprise rules related to critical and human rights militant psychology. It was also verified that this movement is accompanied by a bigger organ control of the professionals linked to it, by the positive norms inclination’s growth and by the development of the Biopolitics, evidence of the sociocultural contradiction inherent to the enunciates. The conclusion refers to considerations of the ethical exercise – as from the analyzes and individual position liberties – by the psychologist in front of the norms that are established.
