El pretender convenir con el Estado puede ocasionar la oportunidad de ampliar ventas, ello significa mejores ingresos para los usuarios y la permanencia en el mercado estatal. Las empresas tienen expectativas de crecimiento económico financiero, pero muchos desconocen realmente como es el ciclo de los créditos al contratar con el Estado, este presenta retrasos en los pagos, es decir, no cancela dentro de los plazos estipulados induciendo a problemas de liquidez y posiblemente el cierre del negocio. Gestionar eficientemente las cuentas por cobrar es fundamental para responder a pasivos de corto y largo plazo, no recuperar el efectivo a tiempo sobrellevará a costos y gastos. El objetivo principal de la presente investigación, fue evaluar la gestión del área de créditos y cobranzas respecto de las contrataciones con el Estado y determinar su incidencia en la liquidez en la empresa Red Logística E.I.R.L. El presente estudio tuvo un enfoque cuantitativo, con un tipo de investigación aplicada descriptiva no experimental, la técnica aplicada para el muestreo es no probabilística, en cuanto a la recolección de datos se aplicó la técnica de entrevista y análisis documental. Finalmente, determinando el impacto de la gestión de créditos y cobranzas en la liquidez, se detalla que el área encargada no considera una eficiente administración de créditos concedidos de ello, se ha tomado referentemente dos periodos de los cuáles reflejan la ineficiencia del recaudo del efectivo. Por tanto, se recomienda la aplicación e implementación de pautas para mejorar la gestión de cuentas por cobrar. / Trying to agree with the State can give rise to the opportunity to expand sales, which means better income for users and permanence in the state market. The main objective of this investigation was to evaluate the management of the credit and collections area regarding contracts with the State and determine its impact on liquidity in the company Red Logística E.I.R.L. The present study had a quantitative approach, with a type of non-experimental descriptive applied research, the technique applied for sampling is non-probabilistic, in terms of data collection, the interview and documentary analysis technique was applied. Finally, determining the impact of credit and collection management on liquidity, it is detailed that the area in charge does not consider an efficient administration of credits granted, two periods have been taken as a reference, which reflect the inefficiency of cash collection. Therefore, the application and implementation of guidelines to improve accounts receivable management is recommended.

El presente expediente es un caso por falsificación de cartas fianzas del Consorcio San Buenaventura hacia el gobierno Regional de Huánuco. Contando con una parte penal y una netamente administrativa que, para efectos de la titulación se hizo énfasis en lo actuado en el fuero administrativo en el Tribunal de Contrataciones con el Estado, demostrando que se puede individualizar la responsabilidad de los consorciados. Durante el 2015, el Ministerio público teniendo los actuados en el fuero penal, notifica de oficio al Organismo Supervisor de contrataciones, quien pide a la entidad emitir un informe técnico legal sobre la procedencia y presunta responsabilidad del consorcio. Al entregarse este documento, emiten sus descargos Erwin Vidarte Llontop y Coshima S.C.R.L, excepto B y V Servicios Generales. Presentada esta documentación, la segunda sala del Tribunal decide SANCIONAR a Erwin Vidarte Llontop con 40 meses de inhabilitación temporal en sus derechos de participar en procesos de selección y contratar con el Estado, a la empresa Cosihma por 36 meses de inhabilitación; y finalmente a la empresa B y V Servicios Generales S.A.C por 37 meses de inhabilitación temporal. Sin embargo, Cosihma, solicita una reconsideración porque B y V Servicios Generales, tiene una inhabilitación temporal que rige desde el 11 de noviembre del 2015 por un plazo de 39 meses. A la par, Erwin Vidarte Llontop, presentó un recurso de nulidad. Finalmente, el Tribunal de Contrataciones del Estado, declara fundado el recurso de reconsideración interpuesto por la empresa Cosihma S.C.R.L. y revoca la sanción por inhabilitación temporal / This case is a case of forgery of letters of guarantee of the San Buenaventura Consortium to the Regional Government of Huanuco.
