Exchange rates and economic growth in emerging economies: the case of South Africa

This study examines the impact of exchange rate volatility and misalignment on economic growth in South Africa. It applies the Johansen co integration test and the vector error correction model on quarterly data for the period 1990:01-2010:04. Exchange rate volatility is measured as the standard deviation of both the nominal and nominal effective exchange rate. The study constructs three measures of exchange rate misalignment, with two of the measures constructed using the Producer Price Index and Consumer Price index based Purchasing Power Parity. The third measure was based on the difference between the nominal and effective exchange rate. Contrary to pre-dominant findings in the exchange rate literature, the study finds a positive and significant relationship between exchange rate volatility and economic growth and attributes it to composition of the country’s exports that are largely made up of commodities that act as essential inputs in many production processes. As a result, the variability of prices caused by exchange rate volatility is not expected to deter demand for these commodities. A negative and significant relationship between exchange rate misalignment and economic growth was found. The findings of the study show that it is important for monetary authorities to ensure that the exchange rate is always at an appropriate level in order to avoid the negative implications of exchange rate misalignment on economic growth.

An assessment of the role of real exchange rate on economic growth in South Africa (1994-2015)

MCOM / Department of Economics / The choice of a weak or strong currency has been at the center of the debate in most developing economies as exchange rates play a vital role in a country’s level of economic growth. This growth is critical to many developing economies. The study assessed the role of real exchange rate on economic growth in South Africa from 1994, first quarter, to 2015, fourth quarter. The study used time-series data in which Augmented Dicky Fuller and Philip Perron tests for stationarity, cointegration test, Vector Error Correction Model (VECM) approach for the long-run relationship were conducted. Impulse Response Function (IRF) and Variance Decomposition (VD) were also conducted to explain the response to shock amongst variables and how much of the forecasting error variance is explained by the exogenous shocks to other variables. VECM results showed a positive role exchange rates play on economic growth in South Africa. The study’s implication is that currency devaluation (exchange rates depreciation) can be effective in improving economic growth in the short-run. Nonetheless, a strong currency is good for economic growth in the long-run as it attracts foreign investments and a good instrument for controlling inflation. Thus, basing on the findings of the study, the floating exchange rate system adopted by South Africa in 2000 can be maintained.

Ce mémoire entend mettre en lumière la solution au problème du mal développée par Philippe le Chancelier dans la Summa de bono (1225-1228). À cet effet, notre analyse se polarise sur la notion du mal qui occupe à la fois le système des transcendantaux et la division du bien créé découlant du principe du souverain bien. La somme est bâtie d’après la primauté de la notion du bien transcendantal, et fut rédigée par opposition avec la doctrine manichéenne des Cathares, en vogue au XIIIe siècle, qui s’appuyait sur la prééminence de deux principes métaphysiques causant le bien et le mal, d’où devaient procéder toutes les choses de la Création. Ceci explique que nous ayons privilégié de seulement examiner les notions du bien et du mal en un sens général, car c’est au stade universel de l’ontologie du bien que l’auteur défait la possibilité du mal de nature, en amont des ramifications du bien créé, déployées, à l’envi, dans les questions de la somme où les réponses sont assignées à des problèmes spécifiques. Nous offrons ici, pour la première fois, une traduction en français d’une série de questions ayant permis de mener à bien ce projet. / This master’s thesis intends to clarify Philip the Chancellor’s answer to the problem of evil in the Summa de bono (1225-1228). To this end, we focus on the concept of evil as located within the transcendental system and the division of created good resulting from the supreme good. This sum, which is conceived from the primacy of the transcendental notion of good, was drafted in opposition to the Manichean doctrine of Cathars, a belief popular in the thirteenth century, which states that two metaphysical principles cause good and evil and it is from these principles that all things are created by nature. For this reason, we decided to study the concepts of good and evil only in a general sense, because the author dismantles the possibility of natural evil at the universal level of the ontology of the good and, prior to the deployment of the created good, it is through the sum’s questions that specific problems can be resolved. Here, we offer for the first time a French translation of several questions useful to this project.

Les relations entre le trésor public francais et les banques centrales de la zone franc / The monetary agreements of France and the CFA franc zone

Les rapports entre le Trésor français et les banques centrales africaines de la zone franc sont fondés sur la garantie de convertibilité externe que la France accorde aux francs CFA. De la sorte, le Trésor français convertit de manière illimitée les francs CFA en euro et en d’autres monnaies. Par ailleurs, la BCEAO et la BEAC sont protégées contre le risque d’épuisement des réserves de change car, elles peuvent puiser théoriquement de façon illimitée en cas de rupture de changes sur les réserves françaises. La mise en oeuvre de cette solidarité repose sur un mécanisme particulier appelé : comptes d’opérations. Hérité de la période coloniale, ce principe oblige les instituts d’émission africains en vertu des accords de coopération monétaire signés avec la France au lendemain des indépendances et rénovés en 1972 et 1973, à déposer 65 % de leurs réserves de change sur ces comptes. Cette quotité a été ramenée depuis la réforme de 2005 à 50%. Le Trésor français verse des intérêts à ces comptes lorsqu’ils sont créditeurs alors qu’il prélève des intérêts en cas de débit. Cette coopération vise deux objectifs principaux : la solidarité monétaire et le développement économique par le biais d’une solidarité monétaire sécurisée. Cette coopération a donné naissance à des institutions qui oeuvrent en vue d’atteindre ces objectifs. Lors de l’adoption de l’euro à l’échelle européenne en 1999, la France a pu obtenir de ses partenaires européens la reconnaissance de la nature budgétaire des accords qui la lient à ses anciennes possessions d’Afrique pour continuer à garantir les francs CFA. Cette coopération comporte cependant beaucoup d’inconvénients qui incitent au dépassement du cadre actuel. / The monetary agreements of France and the CFA franc zone are based on the permanent free convertibility of the CFA. In this case, the French Treasury supports the free convertibility of the CFA franc into Euros and other currencies with a fixed change rate. The BCEAO and the BEAC accordingly cannot suffer from the lack of changes risk for, they are both guaranteed by France. Such a parity and interdependence principles inherited from the colonial period was renewed in the 1960's up to 2005 reforms. The main goals of this cooperation are the economical development and monetary solidarity safety. Some institutions have been created in order to achieve those goals. In anticipation of the coming of the Euro in 1999, the competent French authorities convinced the European Union to maintain the monetary agreements France has with the African countries using the CFA currency. Nevertheless, such agreements compound some shortcomings which require new ideas.
