Corporatism and leftist governments: a LISREL analysis on their effects on the economic performance of selected advanced capitalist democracies

The objective of this paper is to explain differences in the economic performance of selected advanced capitalist countries between 1960 and 1980, such as rates of unemployment, level of inflation rates and economic growth rates, with the presence or absence of corporatist arrangements between major interest groups and the State, and with the strength of leftist parties in these nations. In reviewing the literature, I have found basically two approaches to corporatism: ( 1) a 'structural' approach, which emphasizes sociological characteristics of the actors, especially labor unions; and (2) a 'functional' approach, which stresses elements of policy formation and implementation. Using factor analysis, I will create a corporatism score for each country. According to Olson's 'Logic of Collective Action', nations with corporatist arrangements (large and centrally organized interest groups) should do better economically (in terms of growth rates) than nations without these arrangements. However, this application has been criticized, since economic growth would be a relatively automatic function of size and degree of organization of interest groups in a given nation, and would not leave any room for strategic considerations, which can be influenced by political parties. Therefore, I will perform a LISREL analysis for two competing models: (1) an 'additive' model, where I compare the independent effects of corporatist arrangements and leftist parties on strike activity, unemployment rates, inflation rates, and GDP growth rates; and (2) a 'multiplicative' or conditional model, where the effects of corporatism on economic performance depend on the strength of left parties, and vice versa. My findings do not strongly support the 'additive' model, whose policy implications for countries that wish to be more successful economically in terms of growth of GDP would be to pursue more corporatist strategies. With the notable exception of economic growth rates, on which the combined effects of corporatism and left parties have a strong, negative effect, the 'multiplicative' model is far more successful in explaining differences in economic performance among nations: I have found strong negative. indirect effects of this combined index on unemployment and inflation rates. An implication is that those countries with strong left parties and already existing corporatist arrangements could pursue strategies to extend corporatist arrangements with the hope of gain, while countries without strong left parties and corporatist arrangements might abstain from a policy of becoming more corporatist, since absence of strong labor-based parties might impede rather than promote economic growth. They might even try to reduce their extent of corporatism. / Master of Arts

This thesis is an investigation of how United States foreign policy was made in the context of German-American relations in the period between the two world wars. The problem under investigation is whether the United States was using a corporatist approach in dealing with the problems of Germany and ultimately Europe and whether the corporatist model is a good one for analyzing foreign policy development during this period. Corporatism, as it is used in this thesis, is defined as an organizational form which recognizes privately organized functional groups outside the United States government, which collaborate with the government to share power and make policy. In the case of foreign policy, the focus of this investigation is on the role played by autonomous financial experts, especially from the banking community.

The aim of the doctoral thesis is an analysis of the ideas and political activities of Jan Scheinost (1896-1964), a journalist and skilful backstage policymaker who was also known as an ideologist of Czech fascism. The thesis presents and analyses primarily those texts and activities of this controversial personality which were somehow unique, typical or atypical for the Czechoslovak political and intellectual scene of the First and Second Republic, i.e. from the 1920s to the period of the Protectorate of Bohemia and Moravia. The influential Catholic journalist Scheinost is often connected not only with conservative traditional Catholicism but also with Fascism in academic literature. However, the thesis tries to prove that throughout his career, Jan Scheinost was always mainly looking for the most suitable movement or political party for putting into practice his aggressive Catholic ideas. At the same time the thesis also follows the historical, cultural and media context in which has Scheinost, as the editor in chief of the daily Lidové listy, acted. Scheinost, as a convinced nationalist and Catholic, joined the Czechoslovak People's Party at the beginning of the 1920s, but this party was not conservative enough for him, and he also felt that it made too many compromises. Text in Afrikaans with abstracts in Afrikaans, English and isiZulu / In sy haas om in die globale ekonomie geïntegreer te word, na baie jare van polities-ekonomiese isolasie – en dus volle lidmaatskap van die internasionale gemeenskap te verkry – het die na-apartheid staat die ekonomiese raamwerk van die vryemarkstelsel aanvaar, gebaseer op die beginsels van neo-liberale kapitalisme as sy normatiewe basis om die “nalatenskap van apartheid” aan te spreek. Die aanvaarding van die ekonomiese model van neo-liberale kapitalisme is egter problematies in soverre dit betekenisvol misluk het om na-apartheid Suid-Afrika se mees fundamentele moreel-polities-ekonomiese uitdaging, naamlik armoede, aan te spreek en te oorkom. Hierdie tesis bied ʼn alternatiewe ekonomiese model aan, naamlik uitgebreide korporatisme. Terwyl die neo-liberale ekonomiese model individuele belange beklemtoon (gebaseer op die filosofiese beginsel van outonomie in die ekonomiese sfeer), beklemtoon die korporatistiese model, daarenteen, kollektiewe belange (gebaseer op die filosofiese beginsel van kollektiewe eienaarskap en verantwoordelikheid). In konklusie, die aanvaarding van uitgebreide korporatisme in Suid-Afrika sal verseker dat die staat, kapitaal en arbeid saamwerk en dat ekonomiese geregtigheid en harmonie sal seëvier. / In its haste to be integrated into the global economy, following many years of political-economic isolation – and thus assume full membership in the international community – the post-apartheid state adopted the economic framework of the free market system, based on the principles of neoliberal capitalism as its normative foundation for addressing the “legacy of apartheid”. The adoption of the economic model of neoliberal capitalism has, however, proved to be problematic insofar as it has failed significantly to address and thus overcome post-apartheid South Africa‟s most fundamental moral-political-economic challenge, namely poverty. This thesis offers an alternative economic model, namely extended corporatism. While the neoliberal economic model emphasises individual interest (based on the philosophical principle of autonomy in the economic sphere), the corporatist model, in contrast, emphasises collective interest (based on the philosophical principle of collective ownership and responsibility). The advocacy of extended corporativism is based on the following key claims: 1. The free market system must be retained, but some form of strategic intervention is necessary so that certain socio-political and economic results can be achieved. 2. The current form of corporatism in South Africa is in fact tripartism (a weak form of corporatism). An extended corporatist political economy can by brought about by the implementation of corporations, the establishment of an economic legislative body, labour courts and centralised wage bargaining. 3. Extended corporatism can address South Africa‟s socio-economic problems. Transformation can be promoted by a paradigm shift away from liberal capitalism, a power shift away from the white capitalist enclave and a distribution shift in favour of the black impoverished lower classes. 4. All economic sectors as well as private industries and businesses must be brought under the control of corporations. The state and labour must become partners in private industries and businesses. In the same way capital must become a partner in state enterprises.
