Salary auctions and matching as incentives for recruiting to positions that are hard to fill in the Norwegian Armed Forces

A significant number of positions in the Norwegian Armed Forces that are open for assignment are not filled because they do not receive any qualified applicants. Over the last five years, over 30 percent of the announced job vacancies have been unfilled. This thesis explores two different areas of research to help remedy this / auction theory and assignment market mechanisms. Auction and assignment market theory and practice are examined to reveal how these mechanisms might provide incentives and improve the quality of military assignments. This research finds that both of these mechanisms fall short when used independently. Auction theory is problematic when both sides of the market have preferences over the outcome / assignment models are problematic when there are system level concerns about which jobs remain unfilled. This thesis introduces a hybrid solution, containing elements of both auction theory and assignment markets, which has the potential to improve the current matching process. This research improves our knowledge and understanding about both of these research areas, and their interactions.

An analysis of capital structures of listed industrial companies in South Africa

It also analyses the influence of the capital structures choice among 72 listed industrial companies on the Johannesburg Stock Exchange ltd (JSE) in South Africa from 2005-2013 to determine whether these firms follow the trade-off theory or the peckingorder theory. The external database (INET BFA) was used to obtain the data needed for the statistical analysis. From the database, annual standardised financial statements, statement of comprehensive income, cash flow statements, financial ratios, statement of change in equity and the retained earnings to debt ratio of all the listed industrial companies in South Africa from 2005- 2013 were extracted in order to enable the conducted research. A multiple regression and correlation analysis were carried out the with leverage ratio (trade-off theory) and the retained earnings to debt ratio (pecking order theory) as the independent variables and share price as the dependent variable, in order to examine which of the two theories is closely related to share prices in South Africa. Furthermore, a multiple regression and correlation analysis was also done with common shares issued, retained earnings, long-term debt and weighted average cost of capital as the independent variables and share price as dependent variable, to determine if there is a relationship between the capital structure and share prices of the listed industrial company. The results indicated that there were little or no influence of capital structure theory on share prices, the financing practices and the performance of listed companies in South Africa. This indicated that industrial companies in South Africa rarely practice capital structure in accordance with the capital structure theories. Moreover, retained earnings and long-term debt have a positive influence on the performance of listed industrial companies in South Africa from 2005-2013.

This study concerns the generation and compilation of a body of knowledge that will serve as a baseline / benchmark for comparison purposes on a month-to-month basis at Brits District Hospital, as well as for comparisons with other district hospitals, towards the development of best practices.

A framework for identity fraud management in mobile commerce : a case of online retail organisations in the UK

Mobile commerce (m-commerce) provides remarkable opportunities for online retail organisations, but also poses the risk of identity-related frauds. Due to the propensity of these frauds through mobile devices, approaches used by retail organisations are ineffective for management of identity frauds in m-commerce. Online retail organisations need a guiding framework for the evaluation of approaches used for identity fraud management. In addition, very little research has been conducted on identity frauds and methods of evaluation of the approaches to combat it in m-commerce. To better understand these issues and address the missing link, this study explores the types and possible methods of identity-related frauds in m-commerce and evaluates approaches. The fraud management lifecycle framework Wilhelm (2004) has been extended to include the evaluation of identity fraud management approaches. A qualitative approach to data collection was adopted and case study research methods were applied. Three large online retail organisations based in the UK were selected for data collection. In all, 36 semi-structured interviews were conducted from staff involved in online business management, information security, and related areas. Where possible, internal documents were also collected. Wilhelm's (2004) framework was adopted to underpin this research. The reliability of the questionnaire was tested through a pilot study. The results were analysed using a thematic approach. Both inductive and deductive approaches were used to explore themes at each stage of the framework. The cross-case analysis approach adopted to compare the results of the three case studies was also reflected through extant literature. This study found that most of the identity frauds are committed through mobile devices while online organisations are using traditional e-commerce approaches, which are not equally effective in m-commerce. Furthermore, these approaches have never been evaluated in m-commerce, which is a major cause of increasing identity fraud. This is the first study to evaluate the existing identity fraud management approaches in m-commerce. This research has identified the weaknesses and limitations in the approaches used in identity fraud management. The study also suggests guidelines to improve existing approaches and some new approaches. Finally, the Wilhelm (2004) framework has been extended to evaluate identity fraud management approaches in m-commerce. The study provides in-depth understanding about the process of identity fraud management, which consists of the methods, approaches, and strategies that online organisations have adopted. In this research, guidelines are suggested to evaluate the identity fraud management approached in m-commerce. This will help online organisations to understand the weaknesses in existing approaches and improve the performance in m-commerce identity fraud management. This study will also help online organisations to control the fraud losses and could provide them with a competitive edge in the industry.

Strategies for Improving Contractors' Defense Acquisition Cost Estimates

In 2015, private sector Department of Defense (DoD) contractors experienced decreasing profit margins by approximately 8% and an increase in estimated costs of approximately 250%. The purpose of this multicase study was to explore strategies used by business leaders of private sector contractors for DoD capacity-building projects to accurately estimate program costs to improve profitability. The target population for this study was business leaders of DoD capacity-building program contractors with successful experience improving cost-estimation processes and strategies in Southeast Asia and the former Soviet Union. The conceptual framework for this study was business process quality management with a supporting framework of game theory. The data collection process comprised semistructured virtual interviews and a review of government and corporate documents. The data analysis process consisted of compiling data, disassembling data, reassembling data into groups and themes, and interpreting data, including methodological triangulation. Through data analysis, 5 themes were identified: enhanced customer relationships, increasing ability to innovate, improved project awareness, acquisition policy and political environments, and identification of labor rates and pricing. The implications for social change include the potential for DoD private industry business leaders to develop business strategies that result in improved profitability, creating opportunities to increase local economic impact and wage scales for local employees, higher levels of employment, and increased local technical knowledge.

Investigations on Improvement of Acceptability and Evaluation of the Nutritive Value of Processed Cabbage and its Effects on the Tumorigenicity in Mice

The objectives of this investigation have been to study the acceptability and nutritive value of processed cabbage and to elucidate the effects of chronic administration of cabbage on the activity of a colon tumorigen, 1, 2-dimethylhydrazine (DMH). The organoleptic unacceptability of cabbage in spite of its high nutritional and economic values governed the choice of this cruciferous vegetable for this work. Cabbage samples were blanched with steam, chemical solutions, and microwaves. Microwave blanching led to a "burnt spot" effect and to a relatively greater loss in weight of the vegetable. Blanching in solution involved boiling of cabbage with a chemical solution (or water) for 3 minutes. In steam blanching, cabbage was vacuum impregnated in a chemical solution for 5 minutes under 25 inches vacuum and then exposed to steam for 3 minutes. Blanching (without chemical treatment) was achieved within 3 minutes as judged by the inactivation of peroxidase. Among solution- and steam-blanched (without chemical treatment) products, the former had better organoleptic qualities, whereas the latter had higher ascorbic acid retention. Cabbage blanched in the presence of 0.5 percent malic acid, 0.05 percent NaHC03, and 1.2 percent NaCl was preferred for texture, color, and firmness, respectively. The results from chemical (vitamin C and chlorophyll contents), physical (firmness), and sensory evaluations of processed and stored cabbage (at -l9°C up to 24 months) indicate blanching in the presence of 1.2 percent NaCl solution to be the most generally preferred treatment. Improvement of flavor of processed cabbage was attained by the addition of a mixture of flavor enhancers during processing and by incorporation of enzymes from fresh cabbage to processed cabbage prior to serving. The mixture consisted of monosodium glutamate, 51 -inosinate, and 51 -guanylate in the proportions of 95:2.5:2 . 5, respectively. The selective use of vacuum impregnation and blanching in conjunction with the optimum concentrations of CaC1 2, NaHC03, flavor enhancers, and NaCl was defined for both solution and steam blanching. Such solution and steam blanched products contained 22 percent and 19 percent less ascorbic acid, respectively, than their pre-blanched level at the end of one year of storage (at -l9°C). The addition of cabbage myrosinase to rehydrated freeze-dried product improved 11 Cabbage flavor strength 11 ; acceptability of the product, however, remained lower than for fresh vegetables. Cabbage contained 35 to 42 mg percent ascorbic acid, 1.04 percent crude protein, 4.91 mg percent glucosinolate as n-butylisothiocyanate, 6.4 mg percent glucosinolate as 3-indolylmethylisothiocyanate, and 93 percent water. Glutamic acid accounted for about 30 percent of the recovered amino acids. In vitro availability of amino acids as determined by a pepsin-pancreatin enzyme system indicated that the predicted biological value and chemical score for the available amino acids were decreased after blanching. Polyacrylamide gel electrophoretic patterns for proteins in solution and steam blanched products were similar. Diets containing 0, 10, 20, and 40 percent dehydrated cabbage were fed to weanling male C 57 BL/6 mice for 9 months. The animals were subcutaneously injected with 20 mg of DMH per kg body weight at weekly intervals for 36 weeks. Tissues such as liver, spermatic cord, kidney, and anal skin were examined for tumor growth. Diets containing 10 and 20 percent cabbage enhanced DMH tumorigenicity, while cabbage at the 40 percent level provided a protective effect. Tumor occurrence was proportional to the activities of hexobarbital oxidase, hepatic p-nitroanisole-0-demethylase, and hepatic cytochrome P-450 content. Tumors on the spermatic cord were the most predominant, with occasional occurrence of kidney and liver tumors.
