Patriotism And Dissent: Coercive Voluntarism In Wartime Georgia, 1917–1919

This thesis analyzes the culture of coercive voluntarism in Georgia during the First World War using studies of legislation and vigilance, the press, and the Georgia Council of Defense. Each of the themes studied demonstrates how organizations attempted to coerce support of the US war effort in Georgia. The study focuses on Georgia as a single state rather than simply as part of the South, as most other studies have done. The purpose is to challenge studies that have emphasized resistance only, which presents an incomplete picture of Georgia’s domestic scene during the war. In fact, many elements within Georgia—at the state, local, and citizen level—actively supported the war, often with the same level of intention, if not the same results, as did other areas of the country. Georgia attempted to comply with federal imperatives while preserving its rights as a state.

Trabalhamos com a hipótese que a adesão e a forma da atuação da Argentina no CDS podem ser compreendidas à luz da atenção a um conjunto de interesses do país tanto do ponto de vista interno como internacional. Nesse sentido, o argumento apresentado possui três aspectos principais: 1) a cristalização do controle sobre os militares e da cooperação internacional na práxis da defesa; 2) uma ação diplomática voltada a obter maior autonomia, sem que isso implique em confrontação ou ruptura nas relações exteriores; 3) a lógica própria das relações argentino-brasileiras. Apresenta-se ainda uma possibilidade interpretativa para a atuação do país no CDS: o de exercício de uma posição de liderança a partir da regionalização de um conjunto de definições normativas no campo da defesa. No trabalho, adota-se uma abordagem que combina história e conjuntura, realizada a partir de revisão bibliográfica e pesquisa empírica a partir de fontes primárias. / The dissertation deals with Argentina's foreign and defense policies between 2003 and 2011, analyzing the meaning of country's participation in the construction of the Council of South American Defense. We worked with the hypothesis that Argentina's adherence and action in the CDS can be understood in light of the attention to a set of the country's interests, both from an internal viewpoint and internationally. The main argument can be summarized in three faces: 1) the setting of civil control and international cooperation in the practice of defense policy; 2) a diplomatic action driven in search for higher margins of autonomy, interpreted through a specific lens; 3) the particular logic of Argentine-Brazilian relations. An additional propose of interpretation is offered, considering the interest of Argentinian government in exercise of a leadership based on the regionalization of a set of normative definitions in the defense field. In this work, we adopt an approach that combines history and conjuncture, based on literature review and empirical research from primary sources.

<p>The governor collections at the Colorado State Archives are a rich source for research and information about social science and the history of the state, but they are not always easy to research due to their differences in taxonomy through different eras. In my work with creating an archival research handbook for a governor collection I chose governor Ralph Carr to both illustrate the challenges as well as the thrills with historical research in a collection from the office of the governor.</p><p>Ralph Carr's collection takes patience to research. Some series will have inconsistent taxonomy and other series lack sub-series, and if a researcher is not familiar with the terminology of state affairs, many documents can pose a challenge. It is my hope that this handbook will be of use for both amateur researchers as well as provide a few short-cuts for more seasoned scholars. Governor Carr's collection covers some of the most dramatic years in Colorado history, the first part of WWII, and it is frequently requested for research, but many researchers get stuck between the vast amount of documents only sorted by dates, for instance in the series marked "Council of Defense", which contains many interesting documents about the Japanese-Americans who were to be deported to the Granada Relocation camp, or Camp Amache, as it was popularly called. It is my hope that the guide will not only provide such researchers some relief, but also to get the reader a sense for Colorado History, The Colorado State Archives and for the Governor collections in general.</p>

A ausência de estudos e publicações acadêmicas relacionados ao CONDEPACC, apesar da sua existência a mais de vinte anos, nos induziu à busca de fontes primárias como a documentação jurídica concernente, tanto da Prefeitura Municipal como da Câmara Municipal; as Atas dos Tombamentos, Resoluções, Leis e Decretos; além de visitas técnicas aos bens tombados e pesquisa em periódicos, em especial os jornais de Campinas que forneceram informações fundamentais. Também entrevistamos profissionais que, por algum período, estiveram envolvidos com o Conselho e essas entrevistas ganharam uma importância capital na compreensão da história do CONDEPACC. Apesar do trabalho enfocar a história da preservação do patrimônio cultural de Campinas, procuramos descrevê-la de forma que possa servir de referência para a estruturação de outros conselhos municipais. Apresentamos como resultado um panorama geral dos bens culturais eleitos, pelo CONDEPACC, como representantes da memória coletiva de Campinas, questões fundamentais sobre a criação e a atuação do CONDEPACC, alguns estudos de casos exemplares de bens tombados e uma reflexão sobre a valorização do patrimônio cultural afro descendente no município / Abstract: The history of the cultural heritage preservation of Campinas, SP, Brazil is the subject of this paper, concerning not only the municipal institution, the Council for Defense of the Cultural Patrimony of Campinas (CONDEPACC) but also its public policies of preservation adopted which resulted in a set of a hundred eighty-eight heritage properties within the period of this research, between 1987 and 2008. Although the CONDEPACC has been established for more than twenty years, there is a lack of studies and academic publications related to it. This has made us seek for primary related juridical documentation such as heritage resources minute, Resolutions, Laws and Decrees at the City Hall and at the City Council. Besides, technical inspection has been done at the heritage resources. It has also been carried out research on periodicals, especially the ones from Campinas which have provided essential information for this study. In addition, some professionals involved in the Council, at different times, have been interviewed which has become fundamental for the understanding of the CONDEPAC History. Although the focus of this study has been on the preservation of the cultural heritage experience of Campinas, our main goal was to describe it in a way that it can be used as a point of reference to structuring other Municipal Councils .As a result, we have presented a bird's eye view on the heritage resources selected by the CONDEPAC as the representatives of the collective memory of Campinas. The War in the Classroom: The Work of the Educational Section of the Indiana State Council of Defense during World War I

Indiana University-Purdue University Indianapolis (IUPUI) / When the United States entered World War I in April 1917, many Americans quickly rallied to support the nation. Among the numerous committees, organizations, and individuals that became active in the mobilization process were the forty-eight state councils of defense. Encouraged to form by President Wilson and his administration in the days and weeks following U.S entry in the war, the state councils grew as offshoots of the Council of National Defense and assisted in bringing every section of the country into a single scheme of work. Everyone was expected to do their part in WWI, whether they were fighting overseas or helping on the home front. The state councils, broken down into various sections and county, township, and high-school level councils, made sure that this was the case by reaching down into local communities and encouraging individuals to become involved in the war effort. Their work represented the embodiment of a “total war” philosophy and, yet, studies on these organizations are surprisingly scarce, giving readers an inadequate understanding of the American home front during the conflict. This thesis therefore places the focus directly on the state councils and examines the work they undertook to make the United States ready for, and most effective in wartime service. In particular, it explores the efforts of the Educational Section of the Indiana State Council of Defense. By concentrating on this one section, readers may gain a better understanding of the lengths that the state councils went to in order to put every person – teachers and students included – on a wartime footing.
