Considerando que durante esses governos o sistema educacional público foi objeto de amplas reformas, este estudo procura examinar, mais precisamente: 1) quais foram as diretrizes político-ideológicas e quais as principais medidas implementadas nesse período, 2) os impactos dessas medidas na ação sindical da APEOESP e 3) a forma com que esse movimento influenciou, ou não, a formulação e implementação dessas políticas. Através da articulação entre teoria e pesquisa empírica, tenta-se demonstrar aqui os fundamentos das convergências e conflitos entre a política educacional implementada pela SEE-SP e o sindicalismo propositivo adotado pela APEOESP / This work analyses the relationship between the Official State Teachers Syndicate of São Paulo (APEOESP) and the paulista educational politic implemented during 1995 to 2006 period, when were in the São Paulo State Government direction, Mário Covas, in the first six years, and Geraldo Alckmin, in the six followed years, both from PSDB – Brazilian Social Democracy Party. Considering that during these periods the public system of education was object of wide reforms, this study examine, more precisely: 1) which were the politic-ideological directrix and which measures were implemented in this period, 2) the impacts of these measures on APEOESP syndical action and 3) the form with this movement influenced, or not, the formulation and implementation of these politics. Through the articulation between theory and empiric research, tries to demonstrate here the fundaments of convergences and conflicts between the educational policy implemented by SEE-SP and the proposetive syndicalism adopted by APEOESP
