Challenges of policing in the new millennium: a case of Nyanga SAPS

Masters in Public Administration - MPA / The Beginning of the paradigm shift in policing in the South African Police was first seen in 1993 when the concept of Community Policing was first introduced. The South African Police Service that was formed through the Police Act 68 of 1995 subsequently adopted Community Policing as a Corporate Strategy of the organisation. There is a question as to whether some of the efforts reflect the necessary elements of community policing or are merely reactions to a contemporary political thrust for police reform. This study seeks to critically analyse the challenges and contradictions in Community Policing in terms of strategy and organisation. Nyanga SAPS will be use as the case study. Nyanga is one of the Police Stations in the so-called Black Township that has been engulfed by Community-Police conflicts since the democratic dispensation came into existence in South Africa. The highest point of this animosity saw certain people within the community between 1998 and 1999 reporting criminal activities to Taxi Operators rather than to the police. This study will be approached through gap analysis. The author will first describe the desired state of affairs in terms where the SAPS should be, in relation to reform policies put in place by the government. This will be followed by the analysis of the present situation in Nyanga, which will highlight the shortcomings. Then the study will put forward recommendations which should address the identified shortcomings. Based on that, the strategy that should inform policing in the new millennium will be developed. The author will recommend an African approach to policing as it has become apparent that the policing approaches are different for different countries and different communities. The author will propose full participation of the public in policing, in terms of determining policing priorities in their areas.

The aim of the diploma thesis was to analyze the availability of prison spiritual care in prisons, detention prisons and detention facilities in the Czech Republic and also description of the Prison spiritual service, the possibilities of using this service and the most frequent problems connected with it. The theoretical part describes an introduction to the problems of the Czech prison system and spiritual care in prison facilities in the Czech Republic. In the area of providing spiritual support in the Czech Republic there are a Prison spiritual service performed by prison chaplains, Prison voluntary care provided trained volunteers in this area and a Prison Fellowship International.The practical part of the thesis was done by means of a questionnaire survey, which was used to map out the availability of prison spiritual care. There participated prison chaplains, the public, and some members of the prison voluntary care as respondents in this research. The aim of the thesis was achieved with the help of obtaining information in the theoretical part of the thesis, but also thanks to the questionnaire research from the practical part. From questionnaire research and from analysis of available sources, I came to the conclusion that the availability of Prison spiritual service in the Czech Republic is not sufficient because it is not provided in all prison facilities. If convicted or accused persons were interested in this service in facilities where it is not provided, they do not have the opportunity to reach it. The results show that if the number of prison chaplains continues to, the availability of spiritual care in prisons and detention prisons in the Czech Republic would be better, and then it would be possible to provide it even in those facilities, where it is not available now. The second questionnaire survey revealed that the public does not have enough information about the prison spiritual service. Half of the respondents said, that they mostly did not hear about prison spiritual service, but still they thought it was necessary, so it would be good to give the public more information about this problems, for example, using regional newspapers or regional television stations.

Ukládání trestů při souběhu a recidivě / The imposition of penalties on the concurrence of crimes and recidivism

This diploma thesis is devoted to the issue of imposing penalties on the pluralistic criminal activity with the focus on the two main types, which are concurrence of crimes and recidivism. The main aim of the thesis is to analyze the means of penalisation of concurrent crimes and recidivism under the current legislation. In order for the analysis of these institutes to be complete, the thesis puts an emphasis on the summarization of the present criminal law theory which is always complemented by the relevant case law. Selected institutes are further compared firstly to the previous czech legislation, secondly to the criminial code of Germany with the objective to underline that both concurrence of crimes and recidivism must be not perceived separetely, but in the context of a local criminal law as a whole, namely with respect to a specific penalty system, a method of their imposition as well as their function. The thesis also refers to some interpretative and applicational problems of some particular provisions related to concurrence of crimes or recidivism. For this reason the thesis contains practical examples to illustratively demonstrate the prior explanation so it might be possibly used for practical application. Development and structure of crime in the Czech Republic Abstract The intended goal of the presented work is to present an overview of fundamental theoretical one sand practical knowledge of crime in the Czech Republic with the help of available sources (literature, professional articles, legislation and case law). In six parts, the work focuses mainly on the criminological and criminal interpretation of crime and its development in terms of publicly available data of statistical systems in the Czech Republic for the years 2016-2019. The first chapter deals with the concept of crime in the sociological and legal context, in addition to which other selected terms are defined. In the part of scientific disciplines, the chapter deals with the definition of the phenomenon of crime in criminology and criminal policy. The resources necessary for the investigation of crime can be found in the second chapter, the content of which is not only a set of resources, but also the method of their processing, evaluation and evaluation of the degree of objectivity. Differential Life History Factors Among Incarcerated Female Offenders

This study was designed to be the first step in an empirical investigation of the female offender, using biographical information. It Is the goal of the research to eventually be able to predict probable criminal activity among women. The most readily delineated group for study was female prisoners. The purpose of the study was to determine if factor clusters could be produced which were representative of women in prison. Specific objectives were to organize descriptive biographical information of incarcerated women and to correlate bio-data results with important current and post-incarceration events. This study makes it clear that merely labeling behavior as criminal—connoting a deviant class of behavior—is highly inexact in identifying it. The female offender cannot as yet be defined in the same way as a person suffering from depression, hypochondriasis, or schizophrenia—that is, by distinctive response groupings. While this study made many inroads, generating descriptive factors and significant behavioral/life-history correlates, incarcerated female offenders as a class cannot as yet be identified by responses that make up a valid category of behavior.

The practical part is focused on the interpretation of the in-depth interview. In this part there was given more space to the practical experiences with work with prostitution practicing persons and the comparison of practical knowledge and theoretical resources.

This diploma thesis is about forensic science, criminal acts and organization of protective security units investigating such activities in the former Czechoslovakia between the years of 1948 and 1969. It also indicates how the criminal activity was developed in the Czechoslovakia and how the former police departments took part in the investigation. The course of the investigation, the crime investigation methods, and the theoretical bases of that time, on which the forensic science was based, are thoroughly described on specific serious crimes. The thesis mainly draws from the primary resources such as archive research, notably from the Security Service Archive's materials, and the periodical press.
