O auxílio-creche da USP e suas implicações para a educação e o cuidado infantil / The day-care funding in the University of São Paulo and its implications in infant educare.

Ao longo da história, a escola da elite não é a mesma que a do trabalhador. Nos últimos anos, desenvolveram-se inúmeros arranjos familiares e formas de organizar o dia a dia da criança pequena. Diferentes formas e arranjos educacionais retratam e exprimem essa diferença, que reproduz a desigualdade entre as classes. Assim, apesar da grande ampliação do atendimento a partir dos anos 1980, persistiu a oferta de padrões distintos conforme o perfil social dos usuários. O auxílio-creche é um benefício pecuniário conquistado pelos servidores com filhos de menos de sete anos e que não frequentam as creches da USP. Essa pesquisa objetiva investigar o impacto desse auxílio sobre o tipo de atendimento educacional e de cuidado recebido pelas crianças das famílias beneficiárias. Optou-se por uma metodologia qualitativa, na modalidade estudo de caso. Coletou-se e se analisou um conjunto documental que regulamenta o auxílio-creche, bem como os documentos que detalham a relação candidato/vaga/matrícula da Creche Carochinha de Ribeirão Preto, por categoria de usuários, para analisar eventual mudança no perfil da demanda e dos usuários. Aplicou-se um questionário junto a 64 servidores da classe Básico, beneficiários do auxílio, no campus da USP de Ribeirão Preto. Foram entrevistados um dirigente sindical que havia acompanhado as negociações que resultaram na implantação e ampliação do auxílio, a diretora da Divisão de Creches Coseas e a diretora da Creche Carochinha. Foram também entrevistados cinco funcionários beneficiados com o auxílio-creche e um cônjuge. Reconhecendo-se a relevância histórica das conquistas para a educação infantil, procurou-se compreender as negociações de acordos trabalhistas sobre o auxílio-creche da USP. Os resultados apontam para o risco de que o auxílio-creche determine que sejam oferecidas diferentes qualidades de cuidado infantil. A conseqüência é a ampliação de modelos alternativos de educação e de cuidado infantil, que, nesta pesquisa, foram considerados modelos incompletos para a infância. Afirmou-se a ideia de que programas como o auxílio-creche para a infância desresponsabilizam o Estado e acentuam as diferenças sociais, pois promovem a expansão do atendimento das crianças de camadas pobres sem a qualidade preconizada pela legislação, pelas pesquisas referentes à infância pequena e pelos princípios e critérios de qualidade defendidos pelos movimentos sociais. In recent times, different forms of family organization and of the day-by-day services for small child have appeared. The various educational formats and schemes of organization in use reflect this difference, which reproduces the general class inequality. Accordingly, despite the marked development of the day care since the 80ies, distinct patterns of quality have persisted, according to the social status, a situation which is highlighted in the present study of the day-care family funding provided by the University of S. Paulo (USP). This is a financial supplement obtained by the public servants with children below seven years of age which do not attend the university day-care unit. The purpose of the present research is to investigate the impact of this funding upon the type of educational and health care provided to the children involved. A qualitative approach was used, in the case study variant. Specific documents on the day-care funding as well as others which analyze the relationship between postulants/vacancies/enrollments at the so-called Creche Carochinha of the campus of the USP at the city of Ribeirão Preto were collected and analyzed, to determine the possible changes in the profile of the postulants and users. A questionnaire was applied to 64 servants of the Basic class, which receive the day-care funding in the campus of Ribeirão Preto. An union leader which had been involved in the negociations concerning the funding, as well as the Director of the Day-care Division of the Coseas (Coordenaria de Assistência) and the Director of the Day-care unit Carochinha have been interviewed. Five servants which received the funding and a spouse were also interviewed. The negociations which led to the implantation of the day-care funding system at the USP were analyzed, with the recognition of the historical importance of the institutional advance for early child education. The results point out the risk that the day-care funding should induce an increased number of alternative models of education and care, with large variations in its quality, which were considered in this study as an incomplete model for childhood. The hypothesis was confirmed that programs such as the day-care funding reduce the responsability of the State and accentuate class differences, by promoting the expansion of the care for children from low income families, without the quality required by the Law, by the researches on infancy and by the quality determinants put forward by the social and labor movements. Recursos comunicativos utilizados por bebês em interação com diferentes interlocutores, durante processo de adaptação à creche: um estudo de caso / Communicative resources used by babies in the Interaction with different interlocutors during the process of adapting to the day-care center: a case study.

Estudos têm analisado, apreendido e explicitado o modo como ocorrem as interações nas diferentes idades, particularmente nos primeiros anos de vida, considerando-as com distintos interlocutores e relacionando-as ao desenvolvimento global do indivíduo. Dentro dos estudos sobre interação, a linguagem tem sido vista como de fundamental importância nas relações entre os parceiros e ao processo de desenvolvimento da criança. Porém, as pesquisas diferem em pressupostos quando abordam diferentes interlocutores (mãe, babá, irmã, educadoras, coetâneos e o câmera). São também, fragmentados, investigando a criança com um interlocutor específico, sem considerar o conjunto das relações. Ainda, a noção de linguagem varia, a maioria das pesquisas restringindo-a ao aspecto verbal, enquanto que algumas poucas contemplam também diferentes formas de expressão e apreensão de significações (incluindo-se aí a linguagem não-verbal). Frente a esse panorama, definiu-se por investigar, a partir de um estudo de caso, quais recursos comunicativos e lingüísticos (verbais e não-verbais) são utilizados por um bebê no primeiro ano de vida, na interação com distintos interlocutores (mãe, babá, irmã, educadoras, coetâneos e o câmera).O material empírico utilizado foi obtido do Banco de Dados do Projeto Integrado Processos de adaptação de bebês à creche, que acompanhou a adaptação de 21 bebês (4-14 meses) em creche universitária. Após aprovação do CEP, um bebê foi selecionado (Iraídes - 09 meses ao ingresso), sendo realizada a transcrição microgenética de todos seus episódios interativos no primeiro mês de freqüência à creche. A análise foi guiada pela perspectiva teórico-metodológica da Rede de Significações e pela noção de campo interativo. Através da seleção dos episódios interativos com diferentes parceiros, foram construídos quadros verificando quais os recursos comunicativos utilizados e se existiriam semelhanças ou diferenças na interação do bebê com os distintos interlocutores. Os resultados apontaram vinte (20) diferentes tipos de recursos comunicativos do bebê com os distintos interlocutores, aqueles ocorrendo de forma diferente entre os diferentes parceiros de interação. Os recursos integrados foram os de maior freqüência na interação de Iraídes com todos os interlocutores, participando desta categoria 39 diferentes recursos comunicativos. A educadora Mirtes obteve o maior número de diferentes tipos de recursos comunicativos (12), enquanto que a educadora Branca obteve 05 recursos. A mãe obteve segundo lugar no número de recursos comunicativos (10). O bebê Isa foi o interlocutor que obteve a menor ocorrência nos diferentes recursos comunicativos (03), enquanto que o bebê Linda obteve um número maior (06) de distintos recursos. A babá obteve 08, a irmã Dalila 06 e o câmera José 05 diferentes recursos. Os resultados demonstram a multiplicidade e a riqueza dos tipos e das características de recursos comunicativos que o bebê pode fazer uso na relação com diferentes interlocutores. Os bebês podem iniciar um episódio interativo e existe a possibilidade dos bebês terem parceiros preferenciais nas suas interações, tanto nos de mesma idade como com os adultos. Entende-se a importância da creche nas relações e coloca-se a necessidade de novos estudos que destaquem os recursos comunicativos. / Studies have analyzed, understood and explained the way interactions happen at different ages, particularly in the first years of life, considering them with different partners and relating them to the global development of the child. Within the studies on interaction, language has been seen as extremely important in relationships between partners and to childrens development process. Nevertheless, the researches differ in assumptions when approaching different interlocutors (mother, nanny, sister, educators, coetaneous and cameraman). They are fragmented as well, investigating the child with a specific interlocutor, without considering the set of relationships. Moreover, the notion of language varies, with most researches restricting it to the oral aspect, whilst very few also contemplate different forms of expression and meaning apprehension (including non-oral language). Considering this aspects, it was decided to investigate, through a case study, which communicative and linguistic resources (oral and non-oral) are used by a baby in the first year of life, in interaction with different interlocutors (mother, father, caregivers, and other babies). The empirical data used was obtained from the Database of the Integrated Project Adaptation process of babies to the day-care center, which followed up the adaptation of 21 babies (4-14 months), at a university day-care center. After the approval by CEP, one baby was selected (Iraídes - 09 months) and the microgenetic transcription of all her interactive episodes in the first month in the day-care center was carried-out. Analysis was guided by the Network of Meanings theoretic-methodological perspective, besides the notion of interactive field. Through the selection of the interactive episodes with different partners, frames were built checking which communicative resources were used and if there were similarities or differences in the babys interaction with the different interlocutors. The results indicated twenty (20) different types of communicative resources of the baby with the different interlocutors. These resources happened differently between the different interaction partners. Integrated communicative means had a greater frequency in Iraídes interaction with all interlocutors, having been found 39 different communicative means in this category. The caregiver Mirtes obtained the largest number of different types of communicative means (12), whilst caregiver Branca obtained 05. The mother came in second place in the number of communicative means (10). Baby Isa was the interlocutor that had the smallest occurrence in the different communicative resources (03), whilst baby Linda had a larger number (06) of them. The babysitter had 08, the sister Dalila 06 and the cameraman José 05 different communicative means. The results show the multiplicity and abundant of types and characteristics of communicative means the baby can use in the relationship with different partners. Babies can begin an interactive episode and it is possible that babies have preferred partners in their interactions, both with the same age and adults. The importance of the day-care center is understood in the relationships and there is the need for new studies that highlight the communicative resources.

Meeting the nursing care needs of the elderly in the community : clients' perspectives on adult day care

A trend toward non-institutionalization of the elderly, in conjunction with the increasing size of the elderly population has resulted in the development of a variety of community programs and services to help meet their complex and diverse health care needs in the community setting. Although there is substantial documentation pertaining to the needs of the elderly in the community and the available services (Lifton, 1989; Padula, 1983; Starrett, 1986; Wallace, 1987), this documentation has been generated primarily by health care professionals and agencies, rather than from the perspectives of the elderly themselves. Adult Day Care [ADC] programs were established in the late 1960s as one means of attempting to meet the needs of the frail elderly in the community (Padula, 1983). On the surface, these programs appear to be effective in meeting the needs of clients through the provision of nursing services and a wide variety of therapeutic programs and social activities. This exploratory descriptive study was based on the premise that there exists a need to gain insight into the clients' perspectives regarding the ways in which ADC services are instrumental in meeting their perceived needs. Data were collected and analyzed to identify the self-perceived needs of ADC clients and their perceptions of how the ADC nursing services were instrumental in assisting them to meet these needs. Two interviews were conducted with each of the 11 ADC participants comprising the sample, using a semi-structured interview guide developed by the researcher. The two needs most commonly identified by participants included the need to cope with a range of concurrent and/or successive losses, and the need to establish new support systems. Participants identified the most significant components of the nursing role as those of the provision of emotional support through counselling, and the provision of health monitoring services. Participants viewed the overall ADC program as important in assisting them to meet their needs by providing access to social outings, individualized care, emotional support, and the opportunity to enhance their self-esteem, confidence, and feelings of belongingness. / Applied Science, Faculty of / Nursing, School of / Graduate
