No. of bitstreams: 1 RAIMUNDO_NONATO.pdf: 2018740 bytes, checksum: 52631754cbb54d9f79621f9480b90a0f (MD5) Previous issue date: 2009-12-29 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The Politics of decentralization of the environmental licensing has the purpose of strengthening the State System of Environment and, in consequence, the National System of Environment, seeking to promote the structuring and qualification of the municipal districts to accomplish the licensing and the environmental enforcement of the activities of local impact through the agreement celebration between the Government of the State and the municipal districts, where they are defined the activities that each municipal district, specifically, has technical capacity installed to license. The study shows that there is a precariousness in the municipal districts as the structuring of the Municipal General offices of Environment in the State of Amazon, needing like this, of an Institutional invigoration, on the part of the similar City halls and of the Government of the State. The municipal district of Manaus, through the Municipal General office of Environment and Sustainability - SEMMAS, is partially enabled to sign Agreement, for not possessing specialized technical body, integral of the functional picture, for the accomplishment of the fiscalization and of the environmental licensing; now, most of the technical picture, it is composed by employees that possess commissioned positions; however the problem is easy of being solved, tends in view, that it only depends on the political will, for liberation of Public Contest. / A Política de descentralização e desconcentração do licenciamento ambiental tem a finalidade de fortalecer o Sistema Estadual de Meio Ambiente e, em conseqüência, o Sistema Nacional de Meio Ambiente-SISNAMA, visando promover a estruturação e qualificação dos municípios para realizar o licenciamento e a fiscalização ambiental das atividades de impacto local através da celebração de convênio entre o Governo do Estado e os municípios, onde são definidas as atividades que cada município, especificamente, tem capacidade técnica instalada para licenciar. O estudo mostra que há uma precariedade nos municípios quanto a estruturação das Secretarias Municipais de Meio Ambiente no Estado do Amazonas, necessitando assim, de um fortalecimento Institucional, por parte das Prefeituras afins e do Governo do Estado. Através de analise dos dados colhidos junto às referidas secretarias ficou comprovado que a região metropolitana de Manaus composta pelos municípios de Manaus Manacapuru, Novo Airão, Iranduba, Presidente Figueiredo, Rio Preto da Eva e Itacoatiara, são as que têm melhores condições de executarem o processo de descentralização, pois nestas se constitui o maior aglomerado humano do Estado e conseqüentemente maior grau de antropização, assim como, maior possibilidade de recrutamento, treinamento e manutenção dos capitais sociais e humanos. Dentre estes fatores, devido a maior proximidade com os municípios conveniados podemos ainda citar a maior possibilidade de apoio por parte do órgão ambiental estadual para a promoção de uma efetiva descentralização.
