El país en lo referente a seguridad ciudadana se encuentra en una crisis sustancial. En mérito a ello, la elaboración del proyecto de innovación acorde al manual de la Pontificia Universidad Católica del Perú se enmarca en una propuesta de solución al problema inicialmente planteado “Ineficaz proceso de investigación preliminar en la comisión del delito contra el patrimonio en flagrancia en la jurisdicción de Lima Metropolitana en el periodo 2018 – 2019”. El proceso de realización del proyecto de innovación ha seguido las etapas precisados en la guía de elaboración; se procedió a identificar las causas del problema: Deficiente formación profesional para la intervención del delito de robo y hurto agravado en flagrancia; deficientes protocolos y manual de procedimientos en la intervención de los delitos citados; y la deficiente coordinación Policía-Ministerio Público; se estableció un orden tomando como referencia a la de mayor impacto en el problema. Bajo esta condición se reformuló el problema, permitiendo que el desafío de innovación se plantee: ¿Cómo podemos hacer eficaz el proceso de investigación preliminar en la comisión del delito contra el patrimonio en flagrancia del hurto y robo, en Lima Metropolitana, periodo 2018 – 2019; porque actualmente es ineficaz la investigación? La propuesta de valor redefinida ha sido la implementación de un “Sistema de Monitoreo y Control de detención de personas e implementación de un sistema de registro de personas detenidas en flagrancia por delito contra el patrimonio, para poder realizar el monitoreo, control y evaluación de todo el proceso de investigación”; luego de validar el prototipo con expertos y efectuar los cambios; se estableció la deseabilidad, factibilidad y viabilidad de este. / The innovation project tries to provide a solution to the problem initially raised "Ineffective preliminary investigation process in the commission of crimes against property in flagrancy in the jurisdiction of Metropolitan Lima in the period 2018 - 2019". The development of the innovation project has followed the stages and steps specified in the preparation guide, provided by the Pontificia Universidad Católica del Perú; the causes of the problem were identified: Deficient professional training for the intervention of the crime of robbery and aggravated robbery in flagrancy; deficient protocols and procedures manual in the intervention of the crimes of robbery and aggravated robbery in flagrancy; and the deficient coordination of the Police-Public Ministry in the intervention in flagrante of the crimes of robbery and aggravated robbery in flagrante; it was ranked by the one with the greatest impact on the problem. This was reformulated and the innovation challenge was established: How can we make the preliminary investigation process effective in the commission of crimes against property in flagrante delicto of theft and robbery, in Metropolitan Lima, period 2018 - 2019; Why is research currently ineffective? The redefined value proposition has been the implementation of a "Monitoring and Control System for the detention of people and the implementation of a registration system for people arrested in flagrante delicto for crimes against property, in order to monitor, control and evaluate all the investigation process”; after validating the prototype with experts and making the changes; the desirability, feasibility and viability of the project were established.

La inseguridad ciudadana en nuestro país es un problema grave, complejo y crónico que afecta la paz y tranquilidad de los peruanos, así como el desarrollo y bienestar nacional; siendo “los Delitos Contra el Patrimonio los más recurrentes a nivel nacional con 69%” (INEI, 2020), “empezando con los de mayor tipología e incidencia los de robo, seguidos de hurtos, delitos informáticos, estafas y otros; de los cuales en Lima Metropolitana 14 de cada 100 habitantes fueron víctimas de este delito, y del total 13,5% fueron cometidos con armas de fuego”; siendo esta problemática muy preocupante que se ha vuelto cotidiano en el día a día escuchar este tipo de noticias, haciéndose una costumbre de tal manera que la población no denuncia, considerando que existe mucha ineficacia por parte del Estado para combatir este tipo de delitos. Ante esta situación, siendo los Departamentos de Investigación Criminal (DEPINCRIS), “la unidad básica de carácter técnico, operativo y especializado, responsable de combatir, investigar y denunciar los diversos delitos”, quienes cumplen un papel preponderante en su lucha contra la delincuencia; sin embargo este trabajo que vienen realizando no está siendo del todo óptimo debido a una serie de limitaciones; es por ello que el propósito del presente proyecto de innovación está orientado en ofrecer una solución a esta problemática, sobre la “Inadecuada gestión de información para reducir la alta incidencia de delitos contra el patrimonio en el ámbito de responsabilidad de los DEPINCRIS de la Región Policial Lima”; y para ello se ha identificado a las principales causas del problema que luego de haberlas jerarquizados se escogió a las dos principales que son: Limitada capacitación del personal y Carencias de herramientas informáticas. Quedando el problema reformulado en “Los Departamentos de Investigación Criminal de la Región Policial Lima, requieren personal capacitado en gestión de información y herramientas informáticas, porque actualmente no realizan esta función, afectando negativamente en los resultados de las investigaciones” y el desafío de innovación se definió en: ¿Cómo podemos contribuir para que los Departamentos de Investigación Criminal de la Región Policial Lima gestionen adecuadamente la información que les permita reducir la alta incidencia de delitos contra el patrimonio?. Asimismo luego de haber aplicado las técnicas de maduración del concepto final del prototipo, nos ha permitido establecer el diseño de innovación denominado “Plataforma de gestión de la información para combatir los delitos contra el patrimonio”, siendo el valor agregado de este prototipo en que sería la primera vez su aplicación en los DEPINCRIS como una herramienta informática, el cual permitirá reducir sustancialmente las diferentes modalidades de los vi delitos contra el patrimonio, alcanzando mayor eficacia en las investigaciones policiales; así como fortalecer la especialidad de Investigación Criminal, logrando mayores niveles de paz, tranquilidad, seguridad y desarrollo económico y social en beneficio de la comunidad y por ende repercutirá en mejorar la imagen policial. Esto también ha sido corroborado y contrastado, a través del análisis de deseabilidad, de factibilidad y de viabilidad realizado con el involucramiento por parte de los usuarios finales que son el personal DEPINCRI y de los expertos de la DIRTIC – PNP, el cual coincidieron en señalar realizable su implementación, como una necesidad prioritaria. / Citizen insecurity in our country is a serious, complex and chronic problem that affects the peace and tranquility of Peruvians, as well as national development and well- being; Crimes Against Property are the most recurrent at the national level with 69% (INEI, 2020), starting with the highest typology and incidence of theft, followed by theft, computer crimes, fraud and others; of which in Metropolitan Lima 14 out of every 100 inhabitants were victims of this crime, and of the total 13.5% were committed with firearms; This problem being very worrying, it has become a daily routine to listen to this type of news, becoming a habit in such a way that the population does not report it, considering that there is a lot of inefficiency on the part of the State to combat this type of crime. Given this situation, being the Criminal Investigation Departments, "the basic unit of a technical, operational and specialized nature, responsible for combating, investigating and denouncing the various crimes", who play a leading role in their fight against crime; however, this work that they have been carrying out is not being entirely optimal due to a series of shortcomings; that is why the purpose of this innovation project is aimed at offering a solution to this problem, on the "Inadequate management of information to reduce the high incidence of crimes against property in the area of responsibility of the DEPINCRIS of the Police Region Lime"; and for this, the main causes of the problem have been identified, and after having ranked them, the two main ones were chosen, which are: Limited staff training and Lack of computer tools. Remaining the problem reformulated in "The Criminal Investigation Departments of the Lima Police Region, require personnel trained in information management and computer tools, because they currently do not perform this function, negatively affecting the results of the investigations" and the challenge of innovation is defined in: How can we contribute so that the Criminal Investigation Departments of the Lima Police Region adequately manage the information that allows them to reduce the high incidence of crimes against property? Likewise, after having applied the maturation techniques of the final concept of the prototype, it has allowed us to establish the innovation design called "Information management platform to combat crimes against heritage", being the added value of this prototype in that it would be the first time its application in the DEPINCRIS as a computer tool, which will substantially reduce the different types of crimes against property, achieving greater efficiency in police investigations; as well as strengthening the specialty of Criminal Investigation, achieving higher levels of peace, tranquility, security and economic and social development for the viii benefit of the community and therefore will have an impact on improving the police image. This has also been corroborated and contrasted, through the analysis of desirability, feasibility and feasibility carried out with the involvement of the end users who are the DEPINCRI staff and the experts of the DIRTIC - PNP, which coincided in pointing out its implementation feasible, as a priority need.
