An assessment of accessibility to social welfare services of the Department of Social Development : the case study of Shakung Village, Limpopo Province, South Africa

Thesis (MPAM.) -- University of Limpopo, 2021 / The aim of the study was to assess the implementation of accessibility of social welfare services of the Department of Social Development in Shakung Village, Limpopo province. The objectives of the study were to examine the effectiveness of the implementation on the accessibility of social welfare services by the Department of Social Development, investigate challenges of the implementation on the accessibility of social welfare services by the Department of Social Development and assess the access level that beneficiaries have on social welfare services in the Shakung Village in Limpopo province, South Africa. The study was qualitative and the researcher used a case study research design. The data was collected through the semi-structured face-to-face interview from fourteen (14) beneficiaries of social welfare services and five (05) Social workers working for the Department of Social Development at Moroke Social work Office and analysed following Creswell (1998)’s steps of analysis. The study sample size was nineteen (19) respondents which were reached through purposive sampling with non-probability used as a sub-type. The study findings indicate that the implementation on the accessibility of social welfare services is beneficial and improves their social lives of beneficiaries of social welfare services; the level of satisfaction is good concerning the response to the experiences that beneficiaries of social welfare have on the implementation of accessibility of social welfare services, the role of the Department of Social Development when addressing challenges faced by beneficiaries concerning the implementation on the accessibility of social welfare services is not fully prominent, beneficiaries travel a long distance to Moroke office approximately 20 km to access social welfare services; beneficiaries of social welfare services have no support systems while facing the challenges and social workers have limited resources while facilitating the implementation on the accessibility of social welfare services.

Staff perceptions of the implementation of a performance management and development systems: Father Smangaliso Mkhatswa case study

The advent of democracy in the Republic of South Africa has brought about fundamental changes in the spheres of governance. One of these changes is the implementation of the employee performance management and development system in the public service. One of the Constitutional imperatives of the country requires all government institutions to cultivate good human resource management and career development practices to maximise human potential. The Gauteng Department of Social Development and in particular, Father Smangaliso Mkhatswa Centre, is also expected to implement the employee performance management and development system. The study seeks to examine to what extent performance management can enhance employee‟s performance. To achieve this, a semi-structured interview was conducted with employees of Father Smangaliso Mkhatswa Centre. The findings indicate that managers use performance management as a tool to control and discipline subordinates, whilst subordinates use performance management as a means of getting extra money through performance bonuses. Social workers’ preparedness, experiences and challenges when rendering social welfare services to adolescents abusing chemical substances

Social workers are one of the professionals who provide social welfare services to adolescents abusing chemical substances. However, social workers are not prepared enough in terms of training and workshops to provide drug dependency treatment to adolescents abusing chemical substances. This study therefore contributes to an emerging body of literature on chemical substance abuse, as there is a lack of information within the Department of Social Development in Lepelle Nkumpi Municipality of Limpopo concerning social workers’ preparedness, experiences and challenges in rendering services to adolescents abusing chemical substances. Furthermore, the study will generate new information that will assist the Department of Social Development to make necessary changes to social welfare services rendered to adolescents abusing chemical substances, and consideration will be given when drafting a framework for treating chemical substance abuse. A qualitative approach was adopted to explore, describe and contextualise social workers’ preparedness, experiences and challenges experienced during their work. Participants were selected using a non-probability technique of purposive sampling. As a data collection method, in-depth, one on one semi-structured interviews were conducted with seven social workers working with adolescents abusing chemical substances. Data was analysed using Tesch’s eight steps and verified using Guba and Lincoln’s model to test the trustworthiness of the data. Ethical considerations adhered to throughout this study were informed consent, right to privacy, avoidance of deception, debriefing of participants and management of information. Findings of the study confirmed that there are no clear guidelines in rendering social welfare services to adolescents abusing chemical substances by social workers. The study further revealed that social workers’ training is generic in nature, therefore they are not well trained to render services to adolescents abusing chemical substances. They therefore lack resources and support to adequately execute social welfare services to adolescents abusing chemical substances. Lack of services for adolescents was also identified as a burning issue. Furthermore, treatment and prevention of chemical substance abuse is overlooked. A multi-perspective report on the status of the knowledge of and response to commercial sexual exploitation of children with a specific focus on child prostitution and child sex tourism : a social work perspective

Increasing tourism numbers in third world countries affect their economies and certain aspects of their society positively; however, there are concomitant negative effects that expose the dark side of the tourism industry. One of these is the escalating commercial sexual exploitation of children (CSEC), particularly child prostitution (CP) in the context of tourism, a phenomenon known as child sex tourism (CST). Although tourism plays an important role in creating the perfect storm of poverty-stricken children colliding with wealthy tourists, it is not solely responsible for this phenomenon. Internationally and nationally, the lacuna of knowledge on CST in particular hampers an informed response by way of resource allocation and coordinated service delivery to both victims and perpetrators. Utilising a qualitative research approach, and the collective case study and phenomenological research designs complemented by an explorative, descriptive and contextual strategy of inquiry, the researcher explored the status of the knowledge of and response to the CSEC through the lens of closely associated role players, who were purposively selected for inclusion in the study. These were adult survivors who were as children engaged in sex work and victims of child sex tourism, social workers and non-social workers involved in rendering child welfare and protection services, members of the Family Violence Child Protection and Sexual Offences (FCS) Unit of the South African Police Service (SAPS) and representatives of the hospitality and tourism industry. Data was collected via individual in-depth semi-structured interviews, telephone interviews, and email-communication and thematically analysed. The researcher found that a range of microsystem level factors, such as poverty and family dysfunction, pushed children to the street, and as a means to survive engage in sex work, enabling tourists (i.e. local - out of towners) and foreigners, mainly men from varied sexual orientation) to commercially sexually exploit both boys and girls, from as young as nine years of age, and of different race groups, which leave them with physical and psychological scars. The following main findings surfaced: The social workers, in comparison to the non-social workers, who have a primary responsibility to provide child welfare and protection services were ill-informed in terms of identifying CST as phenomenon, untrained and/or slow to respond appropriately with interventions directed to the victims and perpetrators of CSEC. The service provider groups, as microsystems interfacing on a mesosystem, were fraught with perceptions that the social workers and the SAPS were being inadequate. Furthermore a lack of cooperation, collaboration and communication between the service provider groups to respond to CSEC existed. The hospitality and tourism industry service representatives were also ill-informed about the phenomena of CP and CST with a response that at best can be labelled as fluctuating between an indirect response to that of turning a blind-eye. From the findings, recommendations for social work practice, education and training and recommendations specific for the other closely associated role players in responding to the CSEC were forwarded. / Social Work / D.Phil.
