Governance structures and management dynamics in large scale Common Property Resources: cases from Lake Victoria Fishery, Mwea Rice Irrigation System and Laikipia Group Grazing Lands in Kenya

Research Thesis  Submitted  in  Fulfilment  of  the  Requirements  for  the  Degree  of  Doctor  of   Philosophy  in  Economics, School of Economic & Business Sciences Faculty of Commerce, Law and Management University of Witwatersrand, Johannesburg, SA / The world is facing a sustainability crisis due to depletion and degradation of environmental and natural resources faster than they can be generated. Many of these resources are not partitioned by private property rights, and are held as state property, common property, or as open-access. Common Property Resources (CPRs) have two distinct attributes: (1) limited or nontrivial exclusion (it is difficult to exclude multiple individuals or users from appropriating from the resource) and (2) substractability (the resource features rivalry in consumption), meaning that appropriation by one reduces the overall resource availability and thus, subtracts from what can be appropriated by others. Examples include fisheries, grazing lands, irrigation systems, and ground water basins. Because no one has property rights or control over such resources, users of CPRs are frequently assumed to be caught in an inescapable dilemma - overexploitation of the resource. Thus, unlike the ‘invisible hand’ of Adam Smith in competitive markets, in the case of CPRs the self-interested behavior does not yield economic efficiency or optimal outcome or Pareto optimality. This study sought to understand the evolution of management dynamics and operation of governance structures developed by resource users and other stakeholders in three large scale CPRs in Kenya. The objectives are to (1) examine the evolution of management dynamics. (2) Examine the management model applied and its functioning. (3) Explore the governance structures and challenges of implementing them. (4) Explore critical variables related to user groups, institutional arrangements and external environment in the resource system. (5) Suggest measures to improve on the management and governance of the resource system. In addition, the study gives a comparative analysis of the management models applied in the three CPR systems. The general theoretical literature on CPRs has focused mainly on two basic but important conditions or categories. First, small scale communally owned and governed resources, in ii terms of the physical or geographical size of the resource system with well-defined boundaries. Secondly, group or users size, characterized by small numbers with similar identities and interests. This study therefore, contributes to literature by using large scale CPR case studies in terms of physical size of resource system and number of users and examining the evolution and dynamics in the management model and governance structures. A Qualitative Research (QR) methodology is adopted and analytical tools of institutional analysis and an empirical foundation based on field data applied. A survey research design is used. Both primary and secondary data was sourced and a pilot study was conducted to test reliability of research instruments. Data is documented, compiled and presented in form of tables, figures and general descriptions. Data analysis and synthesising is done by working through the data to arrive at a conclusion to answer the research questions and achieve the purpose of the study. The study findings show that management and governance issues in the three CPRs have evolved over time both in terms of the scale and involvement of other stakeholders in decision making process in the resource system. Specifically, the collaborations among state agencies, other stakeholders and resource users through their associations has enabled monitoring and enforcement not only be effective but also legitimate and consequently, lead to sustainable resource use. The management models used in the three CPR case studies are identified as the Partnership Fisheries Management (PFM) in Lake Victoria fishery, Participatory Irrigation Management (PIM) in Mwea Rice Irrigation Scheme and Holistic Management Framework (HMF) in Laikipia group grazing lands. The governance structures applied in the three CPRs are generally position, boundary, choice or authority, aggregation, information, payoff and scope rules. The degree of application of each set of rules however, depends on the nature of the resource system. They are designed, developed, implemented, monitored, enforced, sanctioned and arbitrated by the resource users, state lead agencies, departments and ministries iii and other stakeholders or actors. Each of these actors are involved in varying degrees in the various phases depending on their role and interest in the resource system. The management and governance structures can be strengthened and improved by enhancing certain administrative, health, safety, environmental issues and increased state support and involvement in the resource system. The co-management model design which is applied in the three CPRs yield various benefits to the resource-dependent community, public, state and resource system because it incorporates state and local (resource users) managers in decision making. However, the degree of participation of other stakeholders, challenges faced and other internal and external factors, depend on the nature of CPR, ownership and control of the CPR by resource users and the technical infrastructural investments required for the operation of the system. These results add to existing knowledge on Sustainable Development (SD) environment nexus by providing facts to multidisciplinary environmental and natural resources scholars regarding the dynamics of large scale CPR systems. Provide an in depth understanding of CPR management issues for the formulation of national strategies for SD, fisheries, Arid and Semi-Arid Lands (ASALs), and irrigation farming. Lastly, they provide ways of responding to increasing challenges of shared water resources (Lake Victoria) in addition to strengthening of relations within the East African Community (EAC). The barriers and opportunities of resource efficiency and cleaner production within a South African context

Thesis (MTech (Business Administration))--Cape Peninsula University of Technology, 2017. / This research study investigates how environmental tools such as Resource Efficiency and Cleaner Production (RECP) can contribute to sustaining and supporting economic growth in South Africa. Resource optimisation is crucial when considering the concept of sustainable development. It also contributes to addressing the challenges of global warming and climate change, which in turn threaten industrial growth and sustainability in the long term. The study places emphasis on the barriers that prevent industry from implementing RECP recommendations, and identifies opportunities that could potentially reposition businesses should they consider implementation. It also promotes other sustainability tools that are available through collaboration with international entities, and this could be of great benefit to the South African industry. Factors of unemployment and urbanisation restricts national growth to some degree, hence the study explores how RECP can contribute to job retention by introducing new resource optimisation methodologies for the manufacturing sector, Moreover, it examines the imbalance between the demand as well as limitations of these resources. Through the compilation of data collated from questionnaires completed by industry, government and civil society participants, this study looks at achieving a balance between environmental sustainability and growth. It also looks at aligning this balance with the integration of specific economic and environmental policies, which also includes social aspects. What comes through significantly in this research is the lack of awareness within industry in terms of RECP, as well as the importance of prioritising the uptake of environmental initiatives to ensure that industry is compliant with the stringent policies and legislation designed by government to drive the sustainability process. Consequently the study shows that communication between public and private sector, as well as the awareness raising and marketing of sustainability to consumers need to be improved. An analysis of the various government support mechanisms is conducted, in respect of how industry could potentially leverage growth and drive positive change within their businesses. In addition to RECP, emphasis is placed on other Sustainable Consumption and Production (SCP) initiatives and tools that could possibly entrench sustainable practices and help with their incorporation into their business strategies.

Optimal operation of hydro power systems under a fuzzy multi-objective decision making environment

Management of water resources has become more complex in recent years as a result of changing attitudes towards sustainability and the attribution of greater attention to environmental issues, especially under a scenario of water scarcity risk introduced by climate changes and anthropogenic pressures. This thesis addresses the conflicts in optimizing multi-purpose hydropower operations under an environment where objectives are often conflicting and uncertain. Mathematical programming formulations can be used to achieve flexible, feasible and optimal operation and planning solutions to satisfy expectations of multiple stake-holders, including regulatory environmental compliance and sustainability. Innovative optimization models using MINLP with binary variables, fuzzy set theory, partial constraint satisfaction and multi-objective formulations incorporating unit commitment problem and adaptive real-time operations are developed and applied to a real life case study. Carbon dioxide emissions remain to be of upmost importance among all GHGs emissions. It is widely accepted that close relationship between carbon dioxide emissions and economic development exists. The relationship between carbon dioxide emissions and income, in particular, has aroused much research interests. Researchers have polarizing views on the validity of Environmental Kuznets Curve (EKC), an inverted U-shaped curve of that relationship. The ground of argumentation for the validity of EKC can be also divided into two parts, namely temporal and spatial (national) extents. / In this research, variations in three indicators of carbon dioxide emissions, including total emissions, per capita emissions and carbon intensity (CI), are firstly examined by descriptive statistics. Next, double-log and quadratic double-log regression models are employed to study the relationship between these three indicators and indicators of economic development (including the total and per capita GDP, trade values and sectoral values). Results show that GDP has high explanatory power for the large variation of emissions. By using the data from 1970 to 2007, the relationship between total emissions and total GDP is significantly linear in double-log regression models. The relationship between per capita emissions and per capita GDP has changed from linear to quadratic (inverted U-shaped), which supports the EKC. The relationship between CI and per capita GDP is significant in an inverted U-shaped curve. Regression results in each country indicate that developed countries have reduced total and per capita emissions in parallel with economic growth while developing countries have not. Majority of developed countries have negative relationship between CI and per capita GDP; whereas their counterparts have even proportion in the relationships. Other explanatory factors, like trade values and sectoral values, in general, have lower explanatory power than GDP. Surprisingly, results indicated that manufacturing, mining and utility (MMU) sector yields very high explanatory power for the variation of carbon dioxide emissions due to the sector’s high carbon-intensive nature. Tailor-made control on this sector is necessary for emissions abatement. / Furthermore, as the variation within developing countries is still large, countries are classified into clusters on the basis of their levels of emissions by Hierarchical Cluster Analysis. Eleven clusters are formed. Among all, cluster 11, comprised of mostly developed countries, yields extremely high total emissions, very high per capita emissions and medium CI. Meanwhile, cluster 4, made of mostly developing countries, have very high total emissions, medium per capita emissions and extremely high CI. The USA and China, case studies of clusters 11 and 4 respectively, have provided insight for the interactive relationship between emissions and economic development. Remaining clusters represent different stages of economic development. Over the past decade '"Sustainable Development" (SD) has emerged as the latest development catchphrase. A wide range of nongovernmental as well as governmental organizations have embraced it as the new paradigm of development. A review of the literature that has sprung up around the concept of SD indicates, however, a lack of consistency in its interpretation. More important, while the all-encompassing nature of the concept gives it political strength, its current formulation by the mainstream of SD thinking contains significant weaknesses. These include an incomplete perception of the problems of poverty and environmental degradation, and confusion about the role of economic growth and about the concept of sustainability. The purpose of this study was to identify common elements in a political economy of the environment, relating environmental change to the dynamics of ideology and policy, and at different levels of political complexity. The intention was to provide a structural analysis of the environment in which the development process illuminates environmental change at both a philosophical and material level. The problem in achieving SD was related to the overriding structures of the international economic system, which have arisen out of the exploitation of environmental resources, and which frequently operate as constraints on the achievement of long-term sustainable practices. Insufficient accounting of ecological aspects of economic growth and development has resulted from intellectual traditions, where solutions are formulated, point in different directions. Conclusions are drawn that SD involves trade-offs between biological, economic and social systems and is found in the interactive zone between these systems. There are a number of international factors that may be necessary, but insufficient, conditions for SD on a national level, including peace, debt reduction, and more propitious terms of trade. There was seen dilemmas relating to SD, including the role of growth as the unquestioned objective of economic policy.
