Indicator development for the monitoring of performance of sport for development programmes for the youth in the Western Cape GovernmentChristians, Yolanda January 2014 (has links)
Magister Artium (Development Studies) - MA(DVS) / From the international literature, as well as from South African initiatives, it is clear that the use of sport and development programmes have a tremendous potential to impact on development. Past efforts in South Africa also shows that sport and development initiatives can make a huge impact on youth development and serve as a vehicle for improved social and economic well-being. This was acknowledged by a recent Department of Cultural Affairs and Sport (DCAS) and Interdisciplinary Centre for Sport and Development (ICESSD) publication called, “The Case for Sport: Socio-economic benefits of Sport and Recreation in the Western Cape”. This was the first such research done at the Provincial Government and a particular research finding showed that inadequate monitoring of youth programmes, including the Mass Participation, Opportunity Access, Development and Growth (MOD) Centres were being done. Against the background of the South African Government’s increased efforts to support sport and development a need has also arisen for the improved performance management of these initiatives. In particular, a need exists for an improved understanding of available indicators for the improved monitoring and evaluation of sport youth development programmes. This research investigation conducted both an assessment of available indicators from a theoretical and comparative point of view as well as undertook a case study approach to investigating the type of indicators needed in future in the case of the MOD Centres in the Western Cape. The research methodology consisted of a qualitative study using a case study approach and by collecting information through a literature review, desktop study of primary and secondary sources, semi-structured interviews as well as focus groups. The study included a psycho-social behavioural survey to develop and test some of the anticipated outcomes and indicators for youth programmes. The research findings show that the MOD Centres have been using a good basic set of mostly output indicators but that international and local experiences show that a generic compendium of outcomes-based indicators can be developed that will provide a basis for the monitoring of sport and development programmes for the youth. These provide for exciting options, including the application of the Olympic values and the possibility of including human capital indicators to assess the impact of sport and development initiatives on the youth. This study provides a systematic overview of the existing indicators in use as well as alternative indicators that have been identified through this study. The research findings include a set of proposed anticipated outcomes and indicators for use in sport and development programmes. Specific recommendations have been made to Government, civil society and the research community in this respect.

Despite government polices and organisational practices intended to redress this imbalance, women in business continue to face what they have faced for many years already: under-representation. More specifically, under-representation in the upper echelons of higher management, under-representation on company boards, under-representation in senior positions within firms. Despite more years in the workforce, more woman systematically entering previously labelled “male” fields, despite more years receiving higher education, women still don’t often find the road to senior positions a road easily travelled.This research seeks to explore one very specific approach to advancing women’s careers—women’s leadership development programmes designed for women identified as potential senior managers, leaders and board members. As a number of these programmes exist, this research sought to explore the programmes’ strengths and weaknesses, to explore ways to improve such programmes to the increased benefit of women in business, and finally, to investigate ways that businesses themselves can support such programmes to the benefit of their female employees: more representation in higher positions.Findings showed that women’s leadership development programmes do in fact provide a safe and supportive environment for nurturing confidence, acquiring new business skills, and learning from the experiences of successful women role models. They are a useful addition to other strategies designed to increase the number of women in senior positions, as factors such as organisational culture and commitment from CEOs also impact on a woman’s career progression. This research proposes a model to organisations that can be used to design and position future women’s development programmes. For maximum benefit, programmes should be strategically positioned, taking into account the environmental context and should help women identify and tap into existing networks and access suitable mentors. Após os Jogos Paralímpicos de Londres 2012, juntamente com o início de um novo ciclo rumo aos Jogos Paralímpicos Rio 2016, a FA iniciou seus trabalhos com a implantação de programas de desenvolvimento paradesportivos, incluindo a realização de workshops para capacitação profissional, como treinadores, atletas, classificadores e gestores. Esse estudo tem por objetivo analisar o impacto dos programas implementados pela FA em treinadores do esporte Paralímpico considerando o perfil profissional, habilidades, intenções e motivações através de componentes atitudinais e formação, direta e indiretamente relacionados ao esporte Paralímpico / paradesporto. After the Paralympic Games of London 2012, along with the beginning of a new cycle towards the Paralympic Games Rio 2016, FA began its work with the implementation of parasport development programs, including the organization of workshops for professional qualification, like coaches, athletes, classifiers and sport managers. This study aims to analyze the impact the programs implemented by FA have on Paralympic coaches considering their professional profiles, skills, intentions and motivations through attitudinal components and training background, directly and indirectly related to the Paralympic sport / parasport. Twenty-eight coaches that participated on the FA workshops between 2012 and 2016 representatives from 14 South, Central and North American countries (20 males and 8 females), average age 37 years, participated in this study, majority with degree in physical education. Thesis (M.Dev.) --University of Limpopo, 2010 / The Kruger National Park is a world renowned organization and is rated as one of the best nature reserves in nature conservation in the world. Despite all the efforts made to control and protect nature in the Park, there is a need for the involvement of the community around the Park. Community-based conservation in particular has been subjected to a series of scathing criticisms, and it has become increasingly acceptable to advocate a return to more coercive forms of conservation. The establishment of the Park forum consisting of the neighbouring communities and the Park requires new strategies for better integration of conservation and rural development. The interest of conservation can be threatened by various factors, mainly poverty, poaching and wildlife conflicts.
The interests of the population residing in the immediate neighbourhood of Kruger National Park can be threatened by proposed wildlife management options, other neighbouring conservation areas, and new tourist development activities. Effective conflict prevention mechanisms need to be developed together with the communities and especially in the implementation process. The study presents a critical analysis of the impact of the development made by the Park to the local communities. The available policies need to be implemented in order to assess their developmental impact they are making on the communities. The community has developed a negative attitude towards the park because they think the park is not doing enough in terms of development and training and skills development. The issue of a budget is a concern because it is not clear whether the park has a budget or not for the community. In as far as the community is concerned, there is no budget available and in as far as the park is concerned, the budget is available for community development. There is no cooperation between the park and the community. It seems the park is operating parallel to the community. There are a lot of uncertainties on the side of the community which has developed into mistrust.
Communities like Makuleke are involved in farming such that some of the community members have got some subsistence farming skills. If training may be given to these people, most of them may begin to engage in commercial farming. There is also a strong feeling that the Hlanganani forum which represents the community is not recognized by the KNP management. It is there to fulfill the requirement of the policy. It became clearly that Kruger National Park does not involve the forum which has been formed to function as a link between the Park and the community. The negotiated partnership between the park and the community in terms of nature conservation is now at stake. The community is now more concerned about their safety and that of their livestock because of the wild animals roaming around day and night.
This is a very serious problem which exists between the park and the community which in a way may hamper the progress in terms of sustaining the relationship currently being nurtured. It is recommended that the park management as the main active role player should put in place a good, viable and effective communication strategy which will form the basis of communication between the park and the community. This will assist both the park and the community to communicate the available developmental policies to the community. And if that is well communicated it is going to eliminate unnecessary conflict in terms of not knowing what the park has for the community and the policies available to address such developmental issues.

A critical evaluation of pre- and post- 1994 large-scale development programmes in South africa with particular focus on employment creationThwala, Wellington Didibhuku 17 September 2010 (has links)
In South Africa, the levels of unemployment and poverty are extremely high and
these are two of South Africa’s most pressing problems. Over the past 28 years
several major programmes have been initiated in South Africa to counter
unemployment and poverty. Between 1980 and 1994, the former government
spent billions of Rands on large-scale development programmes with the stated
objective of using labour-intensive methods during the provision of physical
infrastructure, to create employment and alleviate poverty. However, this did
not solve the unemployment problem. Since 1994 the African National
Congress (ANC) government has implemented large-scale programmes with
similar objectives to those before 1994. After an analysis of the theoretical
premises and implementation of labour-intensive public works programmes in
Africa, the thesis critically evaluated several pre - and post - 1994 large-scale
development programmes in South Africa. Major conclusions are that very little
sustainable employment was created and there was no long-term programme
approach to address poverty alleviation. Furthermore, lessons that could have
been learnt from pre – 1994 have not been applied in the post 1994 period.
Shortcomings in programme planning and implementation of large-scale
development programmes in South Africa still exist. Another major conclusion
is that the pre-1994 lessons were not taken into considerations in the post-1994
programme planning and implementation. Based on the research, the author
has derived a six phase Programme Management Framework for Development
Programmes. This framework embodies a long-term programme management
approach to the planning and implementation of large-scale, labour-intensive
development programmes.

Women’s rugby is not well researched, and there is a lack of relevant literature on existing programmes, in particular, the perspectives and expe-riences of those involved in the programmes. Consequently, the purpose of the study was to offer insight into stakeholders and their lived experiences, thoughts and views on the management and implementation of development programmes for women’s rugby in the Western Cape Province.

The aim of this research was to determine the role of the school principal in fostering the creativity and innovativeness of educators. This aim was explored by: determining the nature of creativity and innovativeness; determining the role of the principal in fostering the creativity and innovativeness of educators at schools; and investigating how the creativity and innovativeness of educators is currently fostered at schools. The literature survey on the nature of creativity and innovativeness revealed creativity as the generation of novel and useful ideas and the ability to combine them in a unique way, while innovativeness is the ability to be innovative, i.e. to implement creative outcomes to benefit an organisation or the practical application of ideas towards the organisation's objectives. Creativity and innovativeness can thus be fostered by creating a stimulating work environment that advocates enriched jobs and supporting management practices, an organisational culture that supports innovativeness and an environment that provides adequate resources. Therefore, creativity and innovativeness are a function of an organisational climate that promotes nine dimensions, namely, challenge and involvement, freedom, trust and openness, idea time, idea support, debate, risk-taking, conflict management and humour and playfulness. The empirical survey found that school-organisational climates generally foster educators' creativity and innovativeness in terms of the dimension thereof.-How it was found that some dimensions enjoy more prevalence at schools than others. It was also found that some aspects of these dimensions were inconsistent with the general finding that schools portray climates conducive to educators' creativity and innovativeness. For instance, the involvement of educators in vision review as a way of setting standards or as a pace-setter for performance, and educators having to seek permission before implementing their creative ideas were seen as not fostering creativity and innovativeness at schools. Although there were statistical differences in responses between principals and educators on all creativity and innovativeness dimensions, it was found that these were of no practical significance and thus could be attributed to chance or coincidence.
This study therefore recommends that principals should adopt a holistic approach to school organisational creativity and innovativeness. In this way, all the dimensions will be fostered, thus creating school organizational climates that engender the creativity and innovativeness of all educators and focusing on all aspects of their work. Principals should also receive capacity building exercises, initiated both at school and at departmental levels. Ekurhuleni learners’ perceptions of the role and success of learnerships organised by the Ekurhuleni municipality07 June 2012 (has links)
M.Ed. / South Africa has in the last 16 years experienced rapid changes in various spheres including the political, social and economic spheres. Changes in education and training provisions were considered to be fundamental to the process of socio-economic transformation. As a result, in 1994 the newly elected democratic government was mandated to develop a comprehensive education and training system that is responsive to the needs of the country and its citizens. The National Skills Development Strategy (NSDS) was then introduced as a vital strategy for addressing the endemic poverty, dire national skills shortage, chronic unemployment rate, and shockingly poor education levels. Learnerships were conceptualized as the flagship of skills development initiatives and an important vehicle for addressing the above stated social ills. The literature review revealed the learnership as a uniquely South African corporate training programme grounded on internationally acclaimed principles of work-based learning. Learnerships were hyped as specialized skills development programmes aimed at assisting new entrants into employment, providing access to new forms of income generation, thus improving the quality of life of the poor. The aim of this study was to investigate learners’ views regarding the role and success of learnerships organized by the Ekurhuleni Metropolitan Municipality. It also seeks to determine whether the learners’ views and expectations are compatible with the concept of learnerships. An inductive-qualitative approach was followed. Purposive sampling method was used in order to select twelve learners whose information was rich in content. Data was collected using one-on-one semi-structured interviews with learners enrolled for different learnership programmes.Categorical analysis was employed; by organizing data into workable units, while looking for codes, categories and themes. The study revealed that learners were generally satisfied with the learnership programme, as they indicated that the training met and even exceeded their expectations. However, judging from the literature review and data analysis it was clear that during the conceptualization of learnerships, learners’ views were never sought. Learners seem to have accepted the pre-packed competency based training as a norm. They uncritically expect the employer-determined curriculum to somehow cater for their personal needs and aspirations
