The impact of training of extension officers on poverty alleviation agricultural projects in Lepelle-Nkumpi Local Municipality of Capricorn District Municipality in Limpopo Province, South Africa

Thesis (M.Dev.) --University of Limpopo, 2011 / The aim this study was to assess the impact of training of Extension Officers on poverty alleviation agricultural projects in Lepelle-Nkumpi Municipality. It aimed to assess if the skills that the Extension Officers acquired from the training offered to them did have a positive impact on the farmers and their projects. The objectives of the study thus, were: to identify and describe the nature and relevance of the training programs offered to the Extension Officers; to assess the impact of training and development on service delivery; and to suggest appropriate actions or interventions as may be necessary to improve the impact on service delivery. The study was qualitative in design and it sampled 10 projects. Data was gathered from Extension Officers attached to the 10 projects, famers, key informants consisting of community leaders and headmen and Deputy Managers. The study used focus group discussions, semi-structured interviews and a questionnaire to collect data. The key findings from this study are: computer literacy skills training seems to be the most popular one among the Extensions Officers. Some of them have never been given the opportunity to attend agricultural-related training. The study recommends that the computer literacy should be combined with the technical agricultural subjects so that the Extension Officers could be equipped with more information which will assist them to search for information from the internet and to impart the agricultural information to the farmers so that they could improve their productivity and income. Training in marketing and financial management is imperative for farmers to enhance their productivity and to manage their finances. The study also found out that the Extension Officers are not receiving adequate posttraining supervision in the form of evaluation. The frequent project visits and supervision of the extension officers’ daily duties by their superiors can improve their commitments to their work as well as increase the farmers’ productivity. Farmers lament the fact that they are offered the training theoretically and none of the extension officers make an effort to demonstrate to them practically. The work-related training which the Extension Officers have attended have improved service delivery at their work place because some of the beneficiaries since they started working in their projects, they have been getting their salary every month and their secret is that they cultivate the correct vegetables at the right time and this helps them to manage the three months waiting period easily. The Limpopo Provincial Department of Agriculture should extend the number of the extension officers in their municipality so that they could be available when they need them. The study adds to the knowledge base on the impact of training of extension officers on poverty alleviation agricultural projects.

Mechanisms which encourage beneficiary participation in decision making in rural development assistance projects in developing countries

This study was designed to discover how beneficiary participation in decision making can be encouraged and enhanced in rural development assistance projects in developing countries. The study sought to increase the understanding about how beneficiary participation occurs through the identification of patterns, processes or techniques in development assistance projects that enhance the ability of local people to gain control of the benefits and decision making processes in projects affecting their lives. The data for this study were obtained from telephone interviews with seven individuals who are or have been rural development assistance project managers. A constant comparative method of qualitative data analysis was employed. The findings indicated that community participation is encouraged and enhanced in projects that involve a few salient activities, relatively less complex inputs and consequently less money than larger, more complex projects. These projects should be based on a felt need in the community and be designed to fit community capabilities. As such, they enhance the power of participation to produce a recognizable benefit and to provide a sense of progress toward community established goals. In addition, community participation is encouraged when some investment is required from the community. Investment creates ownership and tests the value and appropriateness of the activity to the community. The case studies suggested that participation is a process that requires support at the community level, from intermediary organizations and from donor agencies and national governments. At the community level, the most practical and effective vehicle through which to implement participatory projects is existing community organizations. These organizations generally possess the necessary skills to be, and by definition, should be involved in all phases of the project from design to evaluation. Locally identified leaders, while a two-edged sword, are necessary for the effectiveness of local organizations and for the endorsement of project activities. Intermediary organizations emerge in this study as key actors in the participatory development process. These organizations act as catalysts and linkages by informing and sharing information with communities; by helping communities gather data about themselves in identifying the most critical problems; by mediating in conflict resolution; and in obtaining funds and other forms of assistance from outside the community. Their role is characterized by an approach to rural communities that is both understanding and interactive. Donor organizations and national governments are seen in the role of development coordinators. The coordinator role is responsive to community desires and strives for equality among diverse groups and communities. They emphasize a "process" approach to development administration. As a result of effective participation, rural poor communities are able to meet their basic needs, solve their problems, and achieve the power to control their lives. In terms of mechanisms encouraging beneficiary participation, this study recommends the following: 1) Participatory development should be viewed as a process of trial and error learning whose goal is community empowerment. Empowerment signifies the degree to which people have gained the capacity to obtain results which they intend to obtain from their involvement in decision making in the development process. 2) Intermediary organizations must assume a key role in the participatory development process. These organizations are composed of sensitive and understanding people who are dedicated to community participation. The function of these organizations is twofold. First, they act as links between donor agencies or national governments and local communities. Second, they function as catalysts in participatory development. The goal of these organizations is to facilitate the building of community capacity in terms of skills and knowledge to the point that the community no longer needs their assistance. 3) The appropriate roles of donor agencies and national governments in participatory development is as coordinators of development assistance projects. This role requires them to provide funds specifically for participatory development; to strive for equity in funding different groups and communities; and to adopt a "process" style of project administration that is seen as most conducive to participatory development. 4) Projects aiming at encouraging beneficiary participation should start small, with a few relatively simple activities that respond to local needs. These activities are most effectively implemented through existing local organizations that are characterized as having control of financial resources, legal authority, involvement in all project activities from design to evaluation and are led by community appointed leaders. 5) It is more important to emphasize "how" projects are implemented rather than "what" is accomplished. This "how" necessarily involves beneficiary participation which is defined as the participation of beneficiaries in their own development by controlling resources, defining needs and making decisions about how these needs can best be met. / Graduation date: 1992

So, many government strategies are geared towards improving the living standards of the poor rural masses through introduction of cash crops in the agricultural sector. These are meant to create employment opportunities and provide a sustainable supply of income for the rural poor. Asparagus production in Lesotho is one of those strategies that was used by the government to combat rural poverty. In the past years, especially during the initial years of implementation of the asparagus project. the peasants achieved sustainable livelihoods. M.A. / A stable environment for future economic growth in South Africa will depend on curbing violence, crime and poverty. Government has started to address the development backlog by initiating programmes such as the Reconstruction and Development Programme (RDP). Urgent problems such as housing shortages, the education crisis, unemployment, violence and poverty are receiving priority. This has had a further effect on the policy of service delivery in the field of Social Work, hence there is a paradigm shift towards development social work as emphasized in the White paper for Social Welfare (Government Gazette, 1997). Communities establish development projects with the aim of creating jobs, etc but are not aware of the process involved (e.g. management) for such a project to be successful. For this reason the researcher is of the opinion that many community development projects fail due to the fact that they are not managed properly. The main goal of the study is to develop guidelines on how to manage development projects in deprived communities. A qualitative exploratory study was used to address the following main question: “How do you manage your project?” A non-probability sampling procedure was used to select two projects that were under study. The data collection methods that were employed were face-to-face and focus group interviews, observation and the analysis of project documents. The method of data analysis utilized was data reduction, data display and conclusion drawing. The following main themes were identified as important entities in the management of community development projects: teamwork, planning, implementation, monitoring and control, leadership and evaluation. Industrial development at Nkowankowa : a geographical analysis

M.A. / South Africa has more than 450 rural towns where 10% of the population, comprising about 80% of the country's poorest of the poor, live. To promote development and prevent the residents of these towns and the surrounding rural areas from migrating to the larger towns and cities in search of jobs (thereby putting more strain on the resources available there), it was imperative that these towns and the rural areas be developed. This was the ideal aspired to in the seventies and eighties. After two previous attempts the government stepped in and launched the S.A. Regional Industrial Development Plan (RIDP) in 1982. The plan identified several smaller towns as potential recipients of special government incentives, to attract investments from the cities to these communities. Nkowankowa was one of these towns that was declared as an industrial development point (IDP). The plan had both economic and political objectives. On the economic side the plan was an attempt at fostering economic growth and job creation to the benefit of the local communities, while at the same time alleviating the pressure of urban growth experienced by larger cities. On the political side, it was an attempt to contain the Black population within the Homelands. As in the case of similar programmes implemented in other countries, this programme was less successful in South Africa. Most of the IDP's that showed some early success, soon failed. Nkowankowa was one of them, It started off well but soon stagnated and even declined. Data collected from industrialists and Gazankulu Development Corporation (GDC) were analysed using a frequency and tabulation programme. Most industries were established between 1982 and 1985. From 1986 the rate of industrial establishment declined, This show that industrial development in Nkowankowa was less than originally planned. The high failure rate of industries at Nkowankowa is due to the heavy dependence on incentives, agricultural and wood inputs. Periods of protracted droughts negatively affected processing industries in Nkowankowa. The decrease in the amount of incentives also forced firms to close or relocate to metropolitan areas. It is recommended that the community in Ritavi district should be assisted with necessary skills to enable them to gain control over their own economic future. They should become more involved in the economic development and job creation of this area. More jobs can also be created by expanding agricultural activities and enlisting the help of tertiary institutions in supporting, training and advising this community.

The role of the Dohne Agricultural Research Institute in rural agricultural development in the Eastern Cape

The decline of sustainable farming in the past twenty years in the villages of Amahlathi Local Municipality in the Eastern Cape Province is a cause for concern as this has resulted in reduced food security and increased levels of poverty and unemployment in the villages. As this decline continues to escalate even to date, this study was intended to investigate the role that could be played by the Dohne Agricultural Research Institute in the reduction of poverty through sustainable agricultural activities in these villages. Using a case study of Kubusi village in Amahlathi Local Municiplality, data was gathered through interviewing farming and non-farming households as well as the extension officer for Kubusi village and Dohne officials in order to understand the reasons for and the nature of the decline in farming activities in the villages. The study was conducted against the background of sustainable liveIihood (SL) theory. Important findings revealed that economic factors, primarily lack of money to buy fence and hire tractors to plough are primary causes for the decline, this followed by the effects of global warming and the lack of interest by the young generation to participate in crop farming. The study recommends that the government of the Eastern Cape should intervene through the Dohne Agricultural Research Institute in reskilling rural people in modern farming methods and assisting rural farmers with inputs, primarily fence, tractors and irrigation systems.
