Racial Segregation in Dallas Public Housing: 1970-1976

Racial residential segregation in Dallas public housing projects is analyzed before and after the implementation of the "central tenant assignment plan," adopted in May of 1975, Among the socioeconomically segregated population served by public housing, the effects of race and the nondiscrimination policy are investigated using project occupancy data. Indexes of dissimilarity are used to measure racial segregation, and the racial compositions of the communities in which the projects are located are described using 1970 U.S. census and 1976 Dallas City Profile Survey data. The findings indicate that the nondiscrimination policy was not effective in reducing the high levels of racial segregation. A small decline in segregation was noted after a change in project administrative personnel late in 1974.

Orientador: Luis Antônio Francisco de Souza / Banca: Camila Caldeira Nunes Dias / Banca: Ricardo Hernan Medrano / Resumo: O presente projeto objetiva-se em analisar a geografia da centralidade e da marginalidade na cidade de São Paulo, tendo como foco a expansão imobiliária na região da Marginal Pinheiros. A ampla dinâmica metropolitana, expressão de um processo excludente de concentração de investimentos públicos, de concentração de renda e de poder, reafirma o resultado histórico do processo de expansão de novas centralidades na cidade. Em períodos diversos e contextos diferentes, é possível observar o impacto das escolhas das camadas mais abastadas da população em termos de suas manifestações de prestígio e de poder, por meio do processo explosivo de valorização imobiliária das novas centralidades na capital paulista. As elites, mediante empreendimentos imobiliários, se apropriam do espaço urbano e estimulam os interesses empresariais em detrimento de outras formas de viver e de morar. Os espaços recriados, privados ou "públicos", ditam novas formas de sociabilidade de acordo com o discurso da segurança e de uma vida supostamente comunitária. O modo de vida e a busca pela segurança acabam se tornando motores da criação de guetos voluntários de alto padrão que, ao mesmo tempo, imprimem novas formas de construção da cidade e expulsam as comunidades do entorno. O presente estudo pretende investigar o impacto do Parque Cidade Jardim nas comunidades vizinhas e na cidade como um todo, considerando-se o local em que se encontra, qual seja, a mais nova centralidade econômica e prestigiosa da capital. / Abstract: This project aims at analyzing the geography of centrality and marginality in the city of São Paulo, focusing on the housing boom in the region of the Marginal Pinheiros. The wide dynamic metropolitan, expression of an exclusionary process of concentration of public investments, the concentration of wealth and power, confirms the result of the historical process of expansion of new centers of the city. In different periods and contexts, it is possible to observe the impact of the choices of the best-off population in terms of their expressions of prestige and power through explosive process of real estate valuation of new centers in São Paulo. The elites, through real estate, appropriating the urban space and stimulate business interests at the expense of other forms of life and living. The rebuilt spaces, private or "public", dictate new forms of sociality according to the discourse of security and a life supposedly community. The lifestyle and the search for security eventually become engines of volunteer ghettoisation of high standard at the same time, imposing new forms of construction of the city and expel the surrounding communities. Residential segregation and the geography of opportunites: a spatial analysis of heterogeneity and spillovers in education / Spatial analysis of heterogeneity and spillovers in education

This research estimates the consequences of socioeconomic residential segregation on educational outcomes in the context of the Chilean voucher system used for education. It is found that the combination of school and socioeconomic residential segregation creates challenges to social mobility and social inclusion of the most vulnerable population. Poverty concentration is understood as the clustering dimension of socioeconomic residential segregation. Its effects are measured by combining quantitative and qualitative methods. Quantitative methods measure the magnitude of two spatial processes: spatial heterogeneity--the contextual differences between neighborhoods--and spatial dependence--by which educational outcomes of one neighborhood depend upon those of adjacent neighborhoods. Spatial processes are tested with multilevel and spatial models implemented in a two step procedure that approximates a hierarchical spatial model. This methodological innovation creates the opportunity for new analytical understanding of the mechanisms driving these spatial processes. A collective case study method of educational communities in three segregated neighborhoods is applied in order to understand the mechanisms driving these spatial processes. More than 16% of the variation in 4th graders' math test scores in Santiago is found to be explained by the characteristics of the neighborhood where the school is located. The effects of concentrated poverty are perceived through the actions of certain social mediators. Whether a student lives with both parents and the strength of the family-school bonds are particularly key factors in predicting educational outcomes in poor and segregated areas. Families in these neighborhoods lack exposure to the middle and upper classes' attitude toward education, which is dominant in formal school settings; thus, a strong school-family bond is a way of bridging this difference in attitude. On the other hand, in poor and segregated areas, teacher job satisfaction is negatively associated with test scores. Some schools adjust their expectations downward about their students' potential outcomes; furthermore, some teachers see themselves as successful social workers but with diminished expectations of students' educational outcomes, which explains this negative correlation. Concentrated poverty affects educational outcomes, but this effect is not deterministic. In fact, some families show successful coping strategies, while others do not. Although further research is needed to explain these differences, this research suggests that the school plays an important role in counterbalancing the negative effects of socioeconomic residential segregation on educational outcomes. Thus, besides neighborhood and school socioeconomic integration, policies aimed at strengthening the mediating role of the school are relevant ways of preventing the negative effects of spatial concentration of poverty on educational outcomes. / text
