Choosing to be part of the story : the participation of the South African National Editors’ Forum in the democratising processBarratt, Elizabeth 03 1900 (has links)
Thesis (MPhil (Journalism))--University of Stellenbosch, 2006. / This study aims to locate the South African National Editors’ Forum (Sanef) within South Africa’s transformation from apartheid to a nonracial and constitutional democracy. This entails first examining the potential for participation demonstrated by editors’ societies at different democratic stages and defining the ideal democratic roles of journalism.
The recent political history of journalism in the country is summarised to draw out the particular obstacles to editors’ unity and the transformation needs in South Africa’s racialised context. Then the forum’s history from 1995 to 2000 is reconstructed in detail using documentary sources. This covers the formation and launch periods of Sanef, and the next couple of years of the forum’s existence.
This study is described as a historical, qualitative inquiry from the inside, observing both the sequence of events and the motives related to the context and to concepts of democratic role. It is unusual in that it is a historical study of a journalism society and it uses journalism theories to guide the research and the analysis.
The research shows that despite having to overcome divisive issues from their past, the editors chose to play their part across all democratic roles: liberal, social democratic, neoliberal and participative. Activities were mostly linked to the current democratic stage. Many involved the self-transformation of journalism and journalists, leading to the suggestion of a fifth role for journalism in emerging democracies. However, some Sanef projects were not completed despite their significance for democratic journalism and others had no strategic rationale.
This study recommends that Sanef be more strategic in its activities and look to other emerging democracies for appropriate solutions to problems. It is suggested that failing to do so could result in more complex problems for journalism in South Africa in the future. Finally, it is noted that the existence of a stable and prominent forum giving editors, senior journalists and journalism educators a united voice in areas of common interest in itself lends serious weight to their democratic participation.

The coalface of journalism: A qualitative research investigation into development communication objectives amongst rural newspapers in the Overberg DistrictGalant, Raashied 03 1900 (has links)

Swellendam, Bredasdorp, Caledon and Gansbaai are reporting on gender and HIV/AIDS
in ways that may help to shift specific attitudes as well as to generate appropriate
community responses. The overall aim of the study is to advance theories around the
location of commercial news media in the development context. It also aims to inform
and empower development workers and activists on the opportunities or pitfalls in
engaging with rural local media to advance their development goals.
In most prior studies into the nature of gender or HIV/AIDS reporting in the media in
South Africa, the focus has been exclusively on mainstream corporate and/or urbanbased
media titles and very little investigation has been done into the performance of small
ruralbased
media. The study employs two methods of data collection namely, a
quantitative content analysis of newspapers and structured interviews with the editors of
the papers, and a sample group of government employees and community activists in the
respective towns.
The structured interviews provide a qualitative dimension to the content analysis, bearing
in mind the dangers of quantifying media content and making isolated judgements on the
actual context of journalistic practice. Through the interviews, the researcher has been
able to explore the extent to which the perceptions of the media editors visavis
a public
interest role with respect to gender and HIV/AIDS actually differs from the quantitative
evidence of their performance and the perceptions of key informants in their
communities.
The findings of the study suggest that local rural media hold out great hope with respect
to the advancement of development communication goals through commercial media
platforms. The editors in the four towns have established organic connections with their
community, albeit tenuous, but which extend into the ranks of development workers in
their towns. The data from the content analysis suggests that women enjoy high visibility
in the pages of their local papers, and they are most likely to be portrayed as positive
achievers than as women encountering violence.
The tenuous nature of the connections between editor and community are most starkly
evident around the issue of HIV/AIDS, with coverage of this being very low despite much
work being undertaken in the community to deal with the pandemic. With respect to the
issue of gender, there was demonstrable evidence from actual examples of content, that
showed on the one hand the capacity to motivate for change in women's lives, but also on
the other hand a danger of reinforcing attitudes that compound women's oppression. The
study offers recommendations to a range of roleplayers to ensure, firstly, the continued
survival of local rural newspapers, and also support in building capacity to see these

Cloning in the news : an analysis of how the science and ethics of cloning are reported in three daily newspapers of Cape TownVan der Linden, Cornelis Albert 04 1900 (has links)
Thesis (MPhil) -- Stellenbosch University, 2004. / ENGLISH ABSTRACT: Background: Cloning is a topic that has long fascinated people. It has imbedded
itself into popular culture, but studies show that the general public has, at best, only a
vague understanding of what cloning entails. Alternatively, their perception has been
skewed by that very same popular culture. However, cloning is a complex scientific
subject that has considerable ethical implications. It is the kind of topic that people in
a deliberate democracy should know about. The media play an important role in the
education of the public with regards to science and technology. However, the media
have the potential to do more than provide the basic facts. In fact, the media can play
an important role in influencing the actions and opinions of the public. It is therefore a
responsibility of the media to provide accurate information on scientific
developments, such as cloning.
Objective: An analysis of three daily newspapers in the Western Cape was carried
out to determine how cloning is reported. The broad topics addressed were whether
the coverage focused on the ethical or scientific aspects of cloning, if the subject was
reported in a positive or negative tone, and whether the science of cloning was
adequately explained.
Methodology: A quantitative content analysis was completed of a sample of 69
articles. These articles were all those relating to cloning that appeared in three daily
newspapers (Cape Argus, Cape Times and Die Burger) over a period of one year
from 10 November 2002 to 10 November 2003.
Findings: Of all the articles analysed 34% focused on the scientific aspects, 21%
focused on the ethical aspects, 6% focused on both ethics and science, while 39%
focused on neither. Fifty two percent of articles dealing specifically with animal
cloning focused on the science, while only 4% focused on the ethics. However, in
articles dealing specifically with human cloning, more (30%) emphasised ethical
aspects than scientific aspects (20%). With regards to tone of coverage, 32% of all
the articles analysed were positive, 28% negative, and 40% neutral. Sixty percent of
articles dealing specifically with animal cloning featured a positive tone, while only
13% of articles exclusively about human cloning had a positive tone. This 13% was
comprised of articles on therapeutic rather than reproductive cloning. In terms of
explaining the science associated with cloning, only 30% of articles provided an explicit explanation. Potential threats to the accuracy of explaining science were
found to exist.
Conclusions: While the overall findings were somewhat indistinct it seemed that
when the media of the Western Cape reported on the cloning of animals it was done
with a positive tone and emphasised the scientific aspects. Reporting on human
cloning tended to feature a negative tone and emphasised the ethical aspects. The
large number of ‘neutral’ results for both the ‘tone’ and 'science or ethics’ variables
could indicate that the media were wishing to remain neutral. However, the large
number of neutral articles relating to the ‘science or ethics’ variable could have a
negative impact on public understanding. The small number of articles explaining
cloning and an emphasis on ‘breakthrough’ news stories could also have a negative
impact on public understanding. / AFRIKAANSE OPSOMMING: Agtergrond: Kloning is ‘n onderwerp wat die mensdom lank interesseer. Maar selfs
al vorm kloning ‘n deel van ons populere kultuur, wys navorsing dat die groot publiek
maar vaagweg verstaan wat die onderwerp behels. Dit is ook moontlik dat hul
persepsie negatief bemvloed is deur dieselfde populere kultuur. Maar kloning is ‘n
komplekse wetenskaplike onderwerp met aansienlike etiese gevolgtrekkings. Dit is ‘n
onderwerp waarvan mense in ‘n demokratiese samelewing moet weet. Die media
speel ‘n belangrike rol in die groot publiek se opleiding in wetenskap. Maar die media
het die potensiaal om meer te doen as net die basiese feite deur te gee. Die media
het die potensiaal om die gedrag en menings van die publiek te beTnvloed. Daarom is

Metode: ‘n Kwantitatiewe inhoudsanalise van 69 artikels is voltooi. Die
geanaliseerde artikels is al die oor kloning wat in drie daaglikse koerante (Cape
Argus, Cape Times en Die Burger) tussen 10 November 2002 en 10 November 2003
verskyn het.
Bevindinge: Van die artikels het 34% net op die wetenskaplike aspekte van kloning
gefokus, 21% net op die etiese aspekte, en 6% op beide etiek en wetenskap. Geen

negatief, en 40% neutraal. In die geval van artikels uitsluitlik oor dierkloning het 60%
‘n positiewe toon gedui, terwyl net 13% van artikels oor menslike kloning in ‘n
positiewe toon geskryf was. Die 13% het bestaan uit artikels oor terapeutiese

daaglikse koerante van die Weskaap ‘n positiewe toon in hul dekking van dierkloning
gebruik het. Die wetenskaplike aspekte van dierkloning was in die artikels
beklemtoon. Berigte oor menskloning was in ‘n negatiewe toon geskryf en het die
etiese aspekte daarvan beklemtoon. Die groot hoeveelheid ‘neutraal’ resultate vir die
‘toon’ en ‘wetenskap of etiek’ veranderlikes dui moontlik dat die media probeer het
om neutraal te bly in hul dekking. Die groot hoeveelheid ‘neutraal’ artikels vir die
‘wetenskap of etiek’ veranderlike kan dalk ‘n negatiewe invloed op publieke begrip

Thesis (MPhil) -- University of Stellenbosch, 2004 / ENGLISH ABSTRACT: After 1994, the year in which the first democratic election in the country was held and
which placed South Africa irrevocably on the road to the creation of a new society, many
institutions had to change to adapt to the new circumstances.
All government and private institutions were compelled to adhere to transformation
requirements.
This study investigates the damage to blacks in the period before 1994, as well as
the legal instruments and other regulations of the new government to assist black
empowerment, with a view to creating a more equal society.
The transformation of media institutions is a subject which, up to now, has not yet
been researched thoroughly. This study was undertaken to establish the progress that
has been made by Media24, a Naspers affiliate.
The paper discusses the practical problems surrounding transformation, specifically
those attached to an historic Afrikaans "white" institution like Media24.
The conclusion which was derived at after interviews with top management, is that
the company's leadership has moved into a position where transformation isn't
questioned any more. Practical efforts are now being made to accelerate affirmative
action and transformation.
An audit of Media24 which was completed in 2004, and which is indicative of the
company's achievements according to the transformational charter for black economic
empowerment, was studied. The result shows that Media24 has made excellent
progress in some areas, but has failed to achieve the desired results in others.
Resulting from this, Media24's management began to set specific goals in order to be
able to adhere to certain legal requirements (which includes, amongst others, affirmative
action) within a specific time frame.
Some of the proposals in this study include: That Media24's upcoming leadership
should be measured against its ability to understand the requirements to do business in
a new, diverse society; that more successful communication measurements be instituted
around transformational processes and measurements and that a transformational
ombud be appointed to highlight shortcomings and to help accelerate the process.
The study has not exhausted the subject and, with transformation being an ongoing
process, it is recommended that it be investigated further. / AFRIKAANSE OPSOMMING: Ná 1994, die jaar waarin die eerste demokratiese verkiesing in die land gehou is en

information explosion of an unprecedented scope. Twenty-four hour a day news
channels, electronic publications, the Internet, and a proliferation of print publications
feed this media explosion.
Coupled with this has been the growth of a celebrity culture, where the lives of the
rich and famous have been placed under intense scrutiny.
Commercial interests also have to be taken into account. It is conventional wisdom
that sensational news sells newspapers. This news is not limited to celebrity news, but
encompasses crime reporting as well as high profile scandals affecting ordinary
people. As the news becomes more ubiquitous, the competition becomes tougher and
the pressure to print what sells grows.
The other commercial pressure is that of the marketers of the entertainment industry
who have a vested interest in having the stars of their movies, music and television
shows enjoy a high media profile.
This study aims to determine whether the South Africa media has shown a trend
towards reporting a more sensational and celebrity based form of news. It seeks to
discover whether the South African news has become tabloidised.
This will be done by analysing the content and presentation of the front page of The
Cape Times, a Cape Town based broadsheet, over the period of several years. This
will be used as a measure to determine whether or not the content and form of the
South African media is following a trend to tabloidisation. / AFRIKAANSE OPSOMMING: Die vooruitgang in mediategnologie aan die einde van die twintigste eeu het tot 'n
oorvloed van inligting gelei. Nuuskanale wat vier-en-twintig uur per dag uitsaai,
elektroniese publikasies, asook die Internet en die groei van die drukmedia het
hierdie verskynselondersteun.
Tegelykertyd het die media in die jongste dekades meer begin fokus op die lewens
van beroemdes.
Kommersiële faktore moet ook in ag geneem word. Met die groei van die media is
meer druk geplaas op individuele nuusorganisasies om winste te maak. Dit is
alombekend dat sensasionele nuus verkoop. Hierdie soort nuus is nie net gefokus op
beroemdes nie, maar ook op misdaad en skandale deur gewone mense.

More public and less experts : a normative framework for re-connecting the civic work of journalists with the civic work of citizensOelofsen, Heiletha 12 1900 (has links)

reflect public concerns and holding government accountable for the way in which it addresses
these public concerns. Not only is this role imposed by a paradigm which views the media as one
of the institutions that sustain and consolidate liberal democracy – the so-called fourth estate
alongside the legislative, executive and judicial pillars – but the media itself has conceptualised
its identity around the notion that journalists are a “vital part of political life” (Sparks, 1991:58).
This study explores the validity of this authority. It suggests that the authority of the media to
frame public concerns in a way that is useful for ordinary citizens to “bridge the gap between
the private, domestic world and the concerns and activities of the wider society (McQuail,
2005:432)” has been eroded because citizens feel that their concerns and priorities have become
secondary to the priorities of powerful state, economic and other “experts” who determine the
news agenda. At the same time, there is a general sense that representative government or what
is generally known as liberal democracy is losing its currency because citizens have developed a
“habit of seeing the political system as indifferent and unresponsive” to their problems and their
circumstances (Mathews, 1999:33).
This study explores the potential of a more productive relationship between the media
and citizens to rekindle and energise the role of citizens to contribute to the public work of
solving common problems that face the wider society.
This study proposes three theoretical frameworks – democratic professionalism, public
journalism and deliberative democracy – with the potential to re-conceptualise the way
journalists consider their professional role. This re-conceptualisation raises the possibility for reassessing
the political work of journalists and the political work of citizens and build new habits
of participation and discussion in the political process of communities. / AFRIKAANSE OPSOMMING: In 'n stelsel van verteenwoordigende regering, word die media veronderstel as 'n belangrike
instelling om publieke kwessies te weërspieël en die regering verantwoordelik te hou vir die
wyse waarop dit hierdie publieke kwessies aanspreek. Hierdie rol word veronderstel in 'n
denkraamwerk wat die media beskou as een van die instellings wat liberale demokrasie
konsolideer as die sogenaamde “vierde pilaar” neffens die wetgewende, uitvoerende en

A comparative study of the factors affecting the growth/development of the rural community newspaper the Zoutpansberger and Mirror, Northern ProvinceLubinga, Elizabeth Nviri 12 1900 (has links)
Thesis (MPhil)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The print media, especially newspapers, play an important role in providing
information in any society. In the rural communities of South Africa, information
available to the people is scanty. Growth of a newspaper is necessary if a newspaper
is to fulfil its duties. The Zoutpansberger and Mirror are two of the few local
newspapers that circulate in the Far North Region of the Northern Province.
The Zoutpansberger, which started in 1985, has experienced negative growth in the
various departments of the newspaper, while the Mirror, which started in September
1990, has experienced slow growth. Several factors have been responsible for this.
Therefore, there was a need to examine and compare the factors that have affected
the growth/development of the newspapers over ten years.
The aims and objectives of the study are to examine and compare the factors that
affect the growth and development of the Zoutpansberger and Mirror, give
suggestions to facilitate future growth and the best ways of utilising the available
resources. A literature survey was carried out to get the perspectives of other
researchers.
Data was collected after conducting personal interviews, using the interview
schedule. It was analysed and interpreted with the use of graphs and charts. The
findings reveal that economic, social, cultural and geographical factors affect the
growth of the newspaper. A few recommendations have been given to highlight ways
in which the paper can make full use of the available resources. / AFRIKAANSE OPSOMMING: Die drukmedia, in die besonder koerante, speel 'n belangrike rol in die oordrag van
inligting in enige samelewing. In die plattelandse gemeenskappe van Suid-Afrika is
die beskikbare inligting karig. Vir 'n koerant om sy pligte na te kom, is dit nodig dat
die koerant groei. Die Zoutpansberger en Mirror is twee van die plaaslike koerante in
die Verre Noorde-streek van die Noordelike Provinsie.
Die Zoutpansberger, gestig in 1985, het negatiewe groei In verskeie afdelings
ondervind, terwyl die Mirror, gestig in September 1990, stadige groei ondervind het.
Verskeie faktore is hiervoor verantwoordelik. Daar was daarom 'n behoefte om die

Thesis (MPhil) -- University of Stellenbosch, 2001. / ENGLISH ABSTRACT: Community radio stations in South Africa are faced with a huge challenge to become
sustainable in the process of serving their communities. The issue of sustainability itself
is complex and shaped by a range of conditionalities. These include community
participation, funding, regulatory and licencing factors, staff and management expertise,
and the strategic planning and management capacity of a station. Often the communities
themselves are materially poor and unable to contribute in monetary terms to the radio
station. However, these same communities are also a source of wealth when it comes to
experience, ideas, human power and time. A major challenge is for station management
to develop organisational strategies that facilitate full utilisation of this community
resource in the process of sustaining their stations.
The focus of this study is on two stations in the Western Cape - Bush Radio and Radio
Zibonele - and how their management is responding to the challenge of sustainability.
Bush Radio has evolved a diversification strategy based on providing formal training
and development as an income-generator, and Radio Zibonele has responded through a
strategy of selling airtime to advertisers. This work describes these sustainability
strategies and explores whether they constitute 'building a brick column or a brick wall'.
The conclusion suggests that while both radio stations demonstrate varying degrees of
community participation, clear internal systems of monitoring and control of resources,
they differ in some fundamental respects of strategy. Bush Radio, on the one hand,
shows a clear commitment to consciously diversifying income sources in a way that
does not leave the station highly dependent on any single source. This, the writer
submits, constitutes an attempt at building a "brick wall". Radio Zibonele, on the other
hand, shows a clear commitment to consolidation and reliance on advertising revenue
as a single source of income for the station. To the extent that this station relies on a
single source of income and does not demonstrate any strategic objective of diversifying
sources, the writer submits, it is building a "brick column".
The basic assumption of this study is that while the challenge of sustainability constitutes
an objective reality facing community radio stations in South Africa today, the subjective
responses developed by station management to deal with this challenge can and often
do make a difference. / AFRIKAANSE OPSOMMING: Gemeenskapsradiostasies in Suid-Afrika staan voor 'n groot uitdaging om volhoubaar te
ontwikkel. Volhoubaarheid as sulks is kompleks en word deur 'n verskeidenheid faktore
beinvloed. Dit sluit in gemeenskapsdeelname, befondsing, regulerings- en
lisensierinqsfaktore, personeel- en bestuursvernuf en die strategiese beplanning en
bestuurskapasiteit van die stasie. Meestal is die gemeenskappe self arm en nie daartoe
in staat om in rnonetere terme 'n bydrae tot die stasie te lewer nie. Dieselfde
gemeenskappe is egter ook 'n bron van rykdom in terme van ondervinding, idees,
mannekrag en tyd. Een van 'n stasiebestuur se grootste uitdagings is om
organisatoriese strateqiee te ontwikkel wat die volle gebruik van die
gemeenskapshulpbron sal fasiliteer in die proses om hul stasies volhoubaar te
ontwikkel.
Die fokus van die studie val op twee stasies in die Wes-Kaap - Bush Radio en Radio
Zibonele - en hoe hul bestuur op die uitdaging van volhoubare ontwikkeling reageer.
Bush Radio het 'n diversifiseringstrategie ontwikkel wat op formele onderig en
ontwikkeling as 'n inkomstegenereerder gebaseer is. Radio Zibonele, daarenteen,
konsentreer op adverteerders. Die werk beskryf die volhoubaarheidstrategiee elk van die
radiostasies. Die gevolgtrekking word gemaak dat albei radiostasies wei verskillende
grade van gemeenskapsbetrokkenheid, duidelike interne monitorsisteme en beheer van
hulpbronne het. Tog verskil hulle ten opsigte van sekere fundamentele strategiee. Aan

diversifisering van hulpbronne het nie, vergelyk die skrywer dit met die bou van 'n
"baksteenpilaar" .
Die basiese veronderstelling van die studie is dat die reaksie van die stasiebestuur In
deurslaggerwende verskil kan maak om die uitdaging van volhoubare ontwikkeling Suid-
Afrikaanse radiostasies die hoof te bied.

Thesis (MA)--University of Stellenbosch, 2001. / ENGLISH ABSTRACT: The controversy around the broadcasting of court proceedings has reigned in the United
States since the 1950s, reaching a peak with the trial of O.J. Simpson, widely interpreted
as an example of the destructive effect of a "media circus" on the administration of
justice. In many other U.S. courtrooms, however, television and radio journalists do their
work unobtrusively, professionally and to the benefit of their viewers and listeners. The
King Commission of Inquiry into allegations of match-fixing in cricket gave South Africa
its first experience of television and radio coverage of judicial proceedings, and lay the
basis for a more liberal approach to electronic coverage of courts. The Constitution
protects freedom of expression, including the freedom to receive and impart information.
This has been interpreted by the High Court as conferring on radio journalists the
freedom to record and broadcast the King Commission's proceedings. It is argued in this
study that the High Court's reasoning could be applied with equal force to television, and
to coverage of the courts. It is suggested a trial period of electronic coverage of courts,
under clear guidelines for journalists and legal practitioners, may provide greater clarity
on the desirability of allowing electronic coverage of courts on a permanent basis. / AFRIKAANSE OPSOMMING: Die netelige vraagstuk rondom die uitsaai van hofverrigtinge het alreeds in the
vyftigerjare van die vorige eeu in die Verenigde State ontstaan. Die vervolging van O.J.
Simpson was 'n hoogtepunt in die debat. Dié saak word gereeld voorgehou as 'n
voorbeeld van die nadelige effek wat 'n "mediasirkus" op die regsproses kan uitoefen.
Maar in baie ander Amerikaanse howe doen radio- en televisiejoernaliste hulle werk
sonder steurnis, professioneel, en ten voordeel van hul luisteraars and kykers. The
Kingkommissie van Ondersoek na beweringe van oneerlikheid in krieket was Suid-Afrika
se eerste ervaring van elektroniese dekking van 'n regterlike proses, and kan moontlik
die basis vorm vir 'n meer liberale benadering tot elektroniese dekking van howe. Die

Thesis (MA)--University of Stellenbosch, 2003. / ENGLISH ABSTRACT: Govemment and the media are in the process of establishing South Africa's first
Presidential Press Corps (PPC) based on the White House Press Corps in the United
States of America.
The need for a body like the Presidential Press Corps (PPC) has become increasingly
evident as the recent relationship between the South African president and this country's
press can only be characterised as poor.
The establishment of the PPC potentially presents an ethical dilemma though due to
various factors. A joumalist can only serve the public with the most comprehensive and
accurate news when his or her finger is on the pulse of events that take place within the
decision-making bodies. However, being so close to those in power may seriously
threaten journalistic independence. This dilemma would be discussed in detail in this
assignment.
In May 200 I, the troubled relationship between Mbeki and the media was tackled at an
Indaba between the South African National Editor's Forum (SANEF) and cabinet at Sun
City. The crux and outcome of these discussions are set forth in The lf/oy Fo/wOld, a
report prepared by those attending the Indaba. The establishment of the PPC is one of
eight joint government and media initiatives outlined in this report.
Although there is overwhelming support for the Pl'C, there is concern that the Pl'C
members would be censored, manipulated and controlled by government as a result of
their proximity. The Freedom of Expression Institute (FXI) believes the implications are
far reaching and pose a serious threat to a free press.
This first group of Pl'C journalists is going where no other has gone before in this
country's history. They are however facing a daunting task, as the arena they are entering
is fraught with novelties, challenges, obstacles and temptations.
This assignment will examine the media's role in a democracy, the challenges of far
closer cooperation between the media and government, the ethical dilemma potentially
presented by the Pl'C as well as ways to ensure as far as possible, an ethical and
professional relationship between government and the corps's members. / AFRIKAANSE OPSOMMING: Die regenng en die media is in die proses om Suid-Afrika se eerste Presidensiele
Perskorps (PPK) te stig. Die konsep is geskoei op die van die Wit Huis Perskorps in die
Verenigde State van Amerika.
'n Dringende behoefte bestaan in Suid-Afrika aan 'n liggaam soos die PPK aangesien dit
duidelik geword het dat die verhouding tussen die president en die media nie na wense is
nie. Die stigting van die PPK kan egter weens verskeie faktore eties-problematies wees.
Joernaliste kan die publiek slegs voorsien van akkurate nuus indien hulle vingers op die
polsslag van gebeure binne die land se besluitnemende liggame is. Joernalistieke
onafhanklikheid kan egter in gedrang kom indien die verhouding tussen die "waghond"
en die regering te intiem raak. Die PPK-Iede sal na verwagting weens gereelde kontak 'n
veel hegter verhouding met die president he as wat die geval is met ander joemaliste.
Die vertroebelde verhouding tussen die media en president Thabo Mbeki is in Mei 200 1
bespreek tydens 'n lndaba by Sun City. Een van die inisiatiewe waarop daar
ooreengekom is in 'n poging om die probleme aan te pak, is die stigting van die PPK. Die
Suid-Afrikaanse Nasionale Redakteursforum en die regering hoop dat die korps sal bydra
tot 'n vryer vloei van inligting asook tot 'n beter verstandbouding tussen die regering en
die media.
Hoewel daar oorweldigende steun is vir die PPK, is daar ook vrese dat die korps se lede
gemanupileer en beheer sal word deur die kabinet.Die eerste groep PPK-lede gaan baanbrekerswerk verrig, maar die pad voor hulle is
onbekend en vol potensiele gevare. Die uitdagings, slaggate sowel as maniere hoe etiese
probleme oorkom kan word, word in hierdie werkstuk bespreek.
