This thesis analyzes the field of Document Management Systems (DMS) in Small and medium enterprises (SME). To be more specific, it analyzes ways and opportunities of a transition of the actual company situation to a cloud solution realized by the means of outsourcing. Due to the fact that this transition consists of many steps, some of them are critical for a successful realization, those steps have to be precisely analyzed and afterwards a corresponding solution has to be proposed. This analysis describes in a detail all the connections, which may interfere with each other and which may also interfere with the whole transition. The goals of this thesis are mainly to provide a specialized analysis of the transition to the cloud DMS, analysis of available cloud solutions, their categorization and assessment, description of connections emerging from the use of the cloud DMS in Small and medium enterprises, description of impacts of realized solutions and finally a summary of the analysis into a compact unit designated to be used as a manual for cloud DMS implementation in the Small and medium enterprise.

Diploma thesis is dedicated to the analysis of threats and risks related with document management in a real enterprise -- big telco company. For document management company utilizes a complex solution called application DMS which is implemented on IBM FileNet P8 platform. In my work I will concentrate on risks linked with operation of DMS application. Along with the description of DMS application and document management I will mention problems perceived from the external supplier's point of view. These problems will be the basis for identification of the risks for the company emerging from the operation of DMS application. Subsequently I will evaluate risks and propose solutions to handle or avoid these risks. I will put proposed solutions into the sequence, in which they should be implemented while considering nature of the risk and financial demands of the proposed solution. Contributions of my work are list of identified risks and list of solutions which both can be used for assigning priorities of the change requests carried out in 2013 and possibly during discussions about budget increase for the DMS application operation.

Thesis discusses distributed database systems and its advantages and disadvantages. Further, text informs about document database CouchDB, storage of documents, synchronization and CAP theorem. The aim of the thesis is to implement distributed document management system and workflow management system based on CouchDB. The system contains a cluster with three CouchDB nodes with HAProxy in front, which does load balancing. The system allows creation of any document based on the template, manages its life cycle and workflow. It is also possible to create a custom workflow using BRMS rules. The implemented solution simplifies document management and workflow and allows a high degree of customization for the organizations needs.

E-government, electronic Public Administration, has led to streamlined work processes within and between government departments. As theories of administration and management seek to improve processes, electronic administration seeks to improve electronic processes in an effort to provide efficient services. The unique contribution of this study on Public Administration and the related e-government initiatives of the Government Employees Pension Fund is that none of this research has been documented before. Whilst e-government is not new, its application to the Government Employees Pension Fund is novel. E-government espouses integrated partnerships between governments and e-citizens by creating an understanding of electronic relationships between and within organisations. The thesis considers electronic Public Administrative service delivery in the Government Employees Pension Fund as it relates to civil pensions administration. Successful e-government needs a critical mass of users that is central to ensuring its sustainable and successful utilisation. If a critical mass of users is not ensured then e-government initiatives will not be successful. Attempts by the Government Employees Pension Fund to develop a customer relationship management approach are assessed. Sustainable and successful e-service delivery is about providing multi-nodal access to clients. An interactive web site, amongst others, will allow clients to access services remotely. Seamless government is developed around customers’ needs and is outward looking since it provides a single access point for all services offered by government. Gaining access to information and communications technologies is a challenge that many face, hence the digital divide is a stymieing factor in providing seamless, successful e-government services. Not all e-government initiatives are successful. Information and communications technology initiatives are not always implemented according to planned timelines and budgets. Geschäftsprozesse im Verwaltungs- und Dienstleistungsbereich werden häufig durch den Eingang von Dokumenten angestoßen. Hierfür ist es unerlässlich, dass sie den richtigen Mitarbeiter im Unternehmen oder der Organisation erreichen. Oftmals sind jedoch dem externen Sender die internen Organisationsstrukturen nicht klar, so dass eine zentrale Stelle angeschrieben wird. Diese muss dann das Dokument, basierend auf seinem Inhalt, an die zuständigen Kollegen weiterleiten. Dies kann beträchtlichen personellen Aufwand mit sich bringen. In der Forschungsarbeit wird ein System entwickelt, das diese Aufgabe maschinell erfüllen soll. Hierzu werden verschiedenartige Klassifikationsverfahren erprobt und hinsichtlich ihrer Verlässlichkeit beurteilt. Weiterhin werden Verbesserungen gegenüber gängigen maschinellen Verfahren angestrebt.

Im Rahmen der Dissertation wurden notwendige Mechanismen zur semi-automatischen Modellierung und Wartung semantischer Dokumentenbeschreibungen spezifiziert. Diese bildeten die Grundlage für den Entwurf einer komponentenbasierten, anwendungsunabhängigen Architektur als Basis für die Entwicklung innovativer, semantikbasierter Lösungen zur persönlichen Dokumenten- und Wissensverwaltung. / Personal multimedia document management benefits from Semantic Web technologies and the application of ontologies. However, an ontology-based document management system has to meet a number of challenges regarding flexibility, soundness, and controllability of the semantic data model. The first part of the dissertation proposes necessary mechanisms for the semi-automatic modeling and maintenance of semantic document descriptions. The second part introduces a component-based, application-independent architecture which forms the basis for the development of innovative, semantic-driven solutions for personal document and information management.

Many organizations have already transferred paper workflow to electronic, so it is necessary to consider how the introduction of machine learning from an electronic document management system will increase the productivity of each employee and the enterprise as a whole. The aim of the research is to automate the document preparation process using machine learning algorithms. The materials of this work, summarized according to the results of the analysis, can be used as a practical application at the enterprise to increase the efficiency of all departments and, as a result, obtain economic benefits from the introduction of machine learning into the electronic document management system.

Работа содержит следующие положения научной новизны. Выявлены особенности осуществления деятельности предприятий животноводства, оказывающие непосредственное влияние на процесс калькулирования себестоимости продукции, и требующие совершенствования методов учета затрат. Усовершенствованы методические подходы к калькулированию себестоимости продукции молочного животноводства, объединяющие в себе принципы финансового и управленческого учета (управленческой бухгалтерии) через систему бюджетирования. Разработаны дополнения к стандартному калькуляционному процессу и системе документооборота с учетом фактора сезонности и специфики отрасли, что позволит более равномерно распределять затраты по отчетным периодам и оптимизировать взаимосвязь между нормативной и фактической себестоимостью. Интегрированная система учета позволит повысить аналитичность информации с одновременным сокращением трудоемкости учетных работ и излишнего документооборота на бумажных носителях, а также усилить контрольную функцию центров ответственности. / The work contains the following provisions of scientific novelty. The features of the implementation of the activities of livestock enterprises that have a direct impact on the process of calculating the cost of production, and require improvement of cost accounting methods. Methodological approaches to calculating the cost of dairy products have been improved, combining the principles of financial and managerial accounting (managerial accounting) through the budgeting system. Additions to the standard calculation process and document management system have been developed, taking into account the factor of seasonality and the specifics of the industry, which will allow for more evenly distributing costs over the reporting periods and optimizing the relationship between regulatory and actual cost. The integrated accounting system will increase the analyticity of information while reducing the complexity of accounting work and excessive paperwork on paper, as well as strengthen the control function of responsibility centers.
