Ginklas kaip būtinosios ginties priemonė (trijų kartų vertinimas) / A gun as the means of mandatory defence (evaluation of three generations)

Valstybė, vykdydama nusikaltimų kontrolės ir prevencijos funkcijas, nepajėgi numatyti ir užkardyti kiekvieną konkretų nusikaltimą, taip pat negali padaryti to, kas neįmanoma – apsaugoti kiekvieną individą kiekvienu jo gyvenimo momentu. Asmens teisė į būtinąją gintį yra išvestinė iš Konstitucijoje įtvirtintų žmogaus teisių į gyvybę (21 str.), į laisvės ir asmens neliečiamybę (20, 21 str.), nuosavybės ir būsto neliečiamybę (23, 24 str.), kitų prigimtinių teisių ir yra šių teisių gynimo priemonė. Taip pat teigiama ir Europos Konstitucijoje įtvirtintų žmogaus teisių į gyvybę (2 str.), kiekvienas turi teisę į pagarbą jo fizinei ir protinei neliečiamybei (3 str.), kiekvienas turi teisę į laisvę ir asmens saugumą (6 str.). Kiekvienas mūsų, nepaisant socialinės padėties, esame suinteresuoti gyventi saugioje visuomenėje. Nusipirkti ginklą šiandien nėra labai sudėtinga. Vertinant ginklų gausą, nesunku nuspėti, kad ne visi jų savininkai supranta atsakomybę. Ginklavimasis visų asmens ir turto saugumo problemų neišsprendžia, nors turi neabejotiną prevencinę naudą. Asmuo, įsigydamas ginklą, įgyja ne vien daiktą, jis kartu prisiima ir didelę atsakomybę: įgijęs ginklą, jis privalo užtikrinti, kad su juo bus saugiai elgiamasi, kad ginklas nepateks į svetimas rankas ir, naudojantis įgytu ginklu, bus išvengta nelaimingų atsitikimų. Todėl ginklų ir šaudmenų įgijimas, bet koks disponavimas jais yra griežtai reglamentuoti teisės aktais. Tyrimo problema: dabartinėje Lietuvoje nemažėja agresyvumo... A person’s right to mandatory defence is a derivative from the human right to life (art. 21), freedom and personal immunity (art. 20, 21), property and home immunity (art. 23, 24) established in the Constitution, other natural rights and is the means of defence of these rights. It is also stated by the human rights to life established in the European Constitution (art. 2), that everybody has a right to respect of his physical and mental immunity (art. 3), everybody has a right to freedom and personal safety (art. 6). Regardless of the social status each of us is interested in living in a safe society. To buy a gun nowadays is not very complicated. Evaluating the abundance of guns it is not very difficult to guess that not all of their holders understand the responsibility. The armament does not solve all the personal and property safety problems even though it has undeniable preventive benefit. A person obtaining a gun obtains not only a thing, he also takes a great responsibility: obtaining a gun he must ensure that it shall be used safely, the gun does not get into the other hands and using a gun accidents shall be avoided. MODELING AND FABRICATION OF LIGHTWEIGHT, DEFORMABLE MIRRORS SUBJECTED TO DISCRETE LOADING

The push towards larger diameter space telescope mirrors has caused the space industry to look at lightweight, deformable alternatives to the traditional monolithic mirror. One possible solution to the dilemma is to use the piezoelectric properties of certain materials to create a lightweight, deformable mirror. Current piezoelectric deformable mirror designs use individual actuators, creating an immensely complex system as the mirrors increase in size. The objective of this thesis is to aid in the design and development of lightweight, deformable mirrors for use in space based telescopes. Two topics are considered to aid this development. A doubly curved, lightweight, bimorph mirror is investigated. The fabrication method entails forming a thin film piezoelectric polymer into a doubly curved shape using a specially designed forming machine. The second topic entails the finite element modeling of a composite mirror substrate with a piezoceramic actuator backing. The model is generated using a meshing program designed to generate off-centered spot loads of electric potential. These spot loads simulate the actuation due to an electron gun. The effects of spot location and size on mirror deformation are examined.

Piezoelectric bimorph thin films may hold solutions for many future applications, such as lightweight deployable mirrors and inflatable struts. Non-contact actuation by an electron gun has shown promise in preventing issues that arise from attaching many wire leads to a thin film surface. This study investigates piezoelectric bimorph thin film response to electron gun actuation when covered with multiple spatial regions of control. Desired parameter ranges are found that will lead to predictable control under certain circumstances. Under such circumstances, film response is influenced almost solely by the primary electrons incident on the film, and secondary electrons have negligible effect. Such information is vital before attempting closed loop control of a thin-film piezoelectric mirror with multiple electrodes.

Teacher-centred Classrooms and Passive Resistance: Implications for Inclusive Schooling

This thesis is based on an ethnographic study conducted in a split grade five and six classroom in Toronto during the 1985/86 academic year. Data were collected through participatory observation, as well as through individual and focus group interviews. A group of eight activist African-Canadian high school students, as well as 26 Euro- Canadian “drop-backs” were also interviewed. The time during which I conducted the study was a period of intensive education activism of parents and the community in Toronto. I was interested in determining whether or not, and this activism was reflected at the school level, and if it was reflected, how. I also wanted to examine whether or not the historically supportive auxiliary role that parents played during this period was elevated to more substantive and meaningful active involvement in the education of their children during the last half of the 1980s. This study shows that activities in the classroom were driven by pre-packaged curriculum materials and were implemented with very few modifications. Coupled with teacher-centred practice, this closed the door for any diversifying opportunities that could have found their way into the classroom, not only from the homes of the children and the school community, but also from critics of the use of prepackaged material and, most importantly, from the students themselves. Furthermore, teacher-centred classroom discourse pushed students to develop a cynical attitude towards schooling. Having no say in what or how they were taught provided the children with few choices but to develop a coping mechanism of passive resistance. Their short-term survival strategies included appearing as though they were striding along, but not embracing their school experiences fully. By the same token, they were not challenged to think critically, to evaluate or to problem-solve. A link was also established between the students’ passive resistance at the elementary level with ‘fading out’ or ‘dropping out’ and successful resistance at the high school level.

The Effect Of Austempering Parameters On Impact And Fracture Toughness Of Din 35nicrmov12.5 Gun Barrel Steel

In this study the effects of different austempering times and temperatures on impact toughness, hardness and fracture toughness properties of 35NiCrMoV12.5 gun barrel steel are investigated. 300 &deg / C, 325 &deg / C and 350 &deg / C were chosen as austempering temperatures. Isothermal holding times at these temperatures were chosen as 1 minute, 10 minutes, 1 hour and 10 hours. It was found that, 350 &deg / C being an exception, austempering temperature and impact toughness has an inverse relationship and impact toughness increases as isothermal holding time increases. However this behavior is valid until some point. Prolonged transformation times causes toughness to decrease. Hardness measurements revealed that, as isothermal holding time increases, hardness decreases. In order to compare the mechanical properties obtained by austempering with that of conventional cooling and tempering, 400 &deg / C was chosen as the tempering temperature and applied to both charpy impact and fracture toughness specimens. It was found that conventional cooling and tempering produced tougher structures. Size of the fracture toughness specimens might have caused an undesired situation such as incomplete transformation to bainite. Optical and scanning electron microscopy was used in order to analyze the microstructures obtained after each treatment. It was observed that the majority of the morphologies occurred is lower bainite. On the other hand, martensitic structures were observed almost at every temperature.

Efficient Use of Force: Evaluating Police Tactics in Reducing Gun Violence

This evaluation strives to determine what is the best police tactic in reducing gun violence. There are four approaches that are discussed are the pulling levers approach, the use of increased sentencing, hotspot identification, and the focus on reducing gun trafficking and illegal gun use. In addition to examining other evaluations, data from the FBI UCR database of specific case-study cities are included to determine to what extent each approach had. The study includes the analysis of programs such as Operation Ceasefire and Project Exile, but also includes analyses of smaller lesser known programs. Though many of the cities used a combination of these four approaches, overall, hotspot identification had great success in reducing gun violence. However with the preliminary research, it is difficult to come to any greater conclusions; more research is necessary.
