Analysis is divided into two parts – theoretical part contains legislation in eGovernment and possibilities which can eGovernment offer to inhabitants. Second part is focused on research of electronic services which are located on the web sites of public services. The main gain of this work is assembly of the most important services in eGovernment.

Implementing the measurement of modern service delivery mechanisms in a selected range of English councils

This research provides the first thorough investigation into, and analysis of, the literature on e-government metrics and has opened up the topic and literature to the practitioner community. The research focuses on English local government, in response to what the researcher had experienced as haphazard implementation of e-government. Supplementary explorations included official and unofficial reasons for the adoption of e-government, along with the role of politics and Politics – local, national and international. Until this research, the main focus for e-government measurement had been on targets or large and complex analyses suitable only for central government. Instead, this research proposes parsimonious measurement. Such measurement, reliant upon collating citizen feedback across delivery channels, will assist improvement to services and assist channel migration. This had never been examined before. Since the subject of the research was electronic government, an action research methodology was employed, using electronic research instruments to deliver surveys, provide survey results and to house research models and background. The researcher is a practitioner within the field, so the instruments were designed to cross-fertilize the academic and practitioner thinking on the subject. It is expected that the research tool, in the form of the weblog, will continue (in the longer term) to assist professionals in debating the use of metrics. Ongoing research will continue to stretch across the academic and practitioner boundaries. This research makes original contributions to knowledge by revealing the most appropriate mechanism for the management and use of e-government, amongst other mechanisms for service delivery in the public sector, especially considering smaller authorities.

The Role of Canadian Municipal Open Data: A Multi-city Evaluation

In this thesis I undertake a study of Canadian municipal open data initiatives in order to assess the current state of the programs and to gauge the role(s) that these initiatives may play in regards to improving public engagement in local government issues. After an initial literature review, I adopt two separate approaches. The first approach involves the creation of an inventory and evaluation of the contents of all twenty three (23) Canadian municipal open data catalogues in existence during the summer of 2012. The second approach involves asking questions of key informants in the field through the execution of nineteen (19) semi-structured interviews with open data experts from both government and civic realms in ten (10) case study cities across the country. The results of the research illustrate the major differences and similarities between the structure, output, and roles of open data initiatives in various Canadian cities. The data provided by these programs mostly consists of politically neutral geographic data, though there are a few exceptions. I find two major program structures in Canadian cities: (1) The first type of open data program is created and operates within a specific municipal department and the (2) second type of program operates across a number of departments. Each approach has its own benefits and challenges. The open data initiatives across Canadian cities also appear to have different approaches to public engagement. Several cities have developed strong collaborative relationships with local open data advocates which are explored in some detail. Larger themes about the current state of open data, its current and future role, and the challenges faced by operators and users, are also described in this thesis. This work deals with the current situation of cities, government and their problems with the number of population which still rises. The cities appeal maintenance high-quality of services, content of citizens, economic growth and competitive advantage. The goal of this work is to show how works the vision Smarter Cities, which helps with setting the right strategy for the city. This work is composed of two parts. The first part is describing the situation in the cities and the state of information technology in public service. Than, it introduces the tools for investors and cities which use the Smarter Cities principles. The second part is talking how to implement these tools and principles in a real city. I received the document Information strategy for years 2011-2011 and Communication strategy for the city of Plzen (Pilsen). Value Tree and Actionable Smarter Cities tools were used to analyze the above mentioned documents. The output of this work is the recommendation for the city of Plzen (Pilsen) - which applications to use in respect for the city's strategy and at the same time, how to continue with Smarter City implementation.

The theoretical part is about issues and defining basics concepts, legal framework and ways how to work with the data mailboxes. The practical part is devoted to the company, which uses the data mailboxes to comunicate with authorities and also with clients. Based on consultation with users is evaluated what pros and cons brought them this news and also is quantified their cost savings, which are associated with communication through data mail boxes.

Bezvýznamový identifikátor občana ČR / Meaningless citizens identifier in the Czech Republic

Cílem této diplomové práce je zanalyzovat současný stav identifikace obyvatel v České republice a poté navrhnout novou strukturu bezvýznamového identifikátoru obyvatel. Součástí této práce jsou také možné varianty, jak nejlépe využít tento nový identifikátor obyvatel při elektronické komunikaci. Z možných variant je pak vybrána ta nejvýhodnější varianta z hlediska rychlosti a náročnosti zavádění či finančních nákladů. Návrh řešení vychází ze získané teorie a z vypracované detailní analýzy týkající se identifikace obyvatel a elektronické komunikace. Byly vypracovány také odhady finančních nákladů a časový harmonogram zavádění nového identifikátoru obyvatel v České republice, díky kterému čtenář získá představu o časové náročnosti implementace navrhovaného řešení. Tato práce může sloužit jako důležitý zdroj informací při návrhu identifikátoru obyvatel v České republice.

Budování informační společnosti je běh na dlouhou trať. Poprvé se o elektronizaci veřejné správy v České republice začalo jednat již v devadesátých letech minulého století. Od té doby bylo uskutečněno mnoho kroků, od změny zákonů, které staví elektronickou komunikaci na úroveň té běžné, až po elektronizaci papírových dokumentů. Informační společnost zahrnuje mnoho součástí. Jednou z nich je eGovernment, tedy elektronická komunikace mezi úřady veřejné správy a občanem nebo firmou. Jde také o efektivní spolupráci napříč jednotlivými úřady a budování vztahu mezi veřejným a soukromým sektorem. V této diplomové práci bych chtěl zhodnotit stav eGovernmentu v České republice, popsat jeho silné a slabé stránky a srovnat ČR s ostatními zeměmi evropské unie. Nejdříve se věnuji pojmu eGovernment jako takovému a jaké přináši jeho zavedení výhody, ale i problémy. Následně popisuji stav informační společnosti v České republice a v poslední kapitole se srovnávám Českou republiku s ostatními státy evropské unie.

Information systems of public administration, including their legislative confirmation are developing in the Czech Republic. Nowadays, a series of legal regulations enable electronic communication via public authorities and between public authorities and other entities. Legal regulation also deals with issues regarding electronic submission signed by authorized electronic signature. Electronic submission is provided through electronic registers. The reason for legislative confirmation of electronic documents is to make them equal to their documentary form. Goal of my diploma is to describe and analyze state of mechanisms and information tools used within public administration and also to evaluate how public, as its consumer, uses public services. Ideally, my diploma should answer a question whether communication between an individual and public administration is an effective one. My diploma will introduce detailed steps of dealing with electronic documents in such a way that their use has equivalent legal impact with their documentary form. I would like to stress the necessity of elaborating of methodologies, instructions and procedures and finding solutions for the above proceedings.
