Anglos with feathers: a content analysis of French and English media coverage in Québec on the Oka crisis of 1990

All articles, editorials and letters to the editor written by The Gazette and La Presse during the Oka Crisis of 1990 are measured and compared in order to determine which of the two major newspapers in Quebec was more sympathetic in its coverage of the Oka Crisis. The method used is content analysis, with 1674 pieces written by the two newspapers being analyzed from the seventy-eight day period which has been characterized as the Oka Crisis (July 12 to September 26, 1990). The study will be divided into several parts, as follows: theory and literature review, chronology of events at Oka, methodology, presentation of findings and discussion of the relevance of these findings. In particular, six areas of theory helped lay the foundation for the hypothesis: non- Aboriginal attitudes towards Aboriginal peoples and protest, studies on newspaper coverage of the Oka crisis, studies on differences between French and English media, studies on the FLQ crisis, communications theory and Aboriginal peoples as portrayed by the media. Chapter two describes the history of the Mohawk land claim, divisions within the Mohawk community and a chronology of events at Oka. Chapter three outlines the methodology and explains that content is placed into seven categories: law and order, death of Lemay, native perspective, Mohawk rights and claims, mixed or other, criticism of the S.Q. or provincial government, and criticism of the army or federal government. They are then further classified as either positive, negative or neutral. The findings show that La Presse was less sympathetic than The Gazette towards the Mohawks, and that La Presse emphasized the need for law and order, while The Gazette gave greater attention to the Native perspective. Both newspapers however, tended to have negative front page and editorial coverage. The final chapter discusses the results and points to some possible reasons for the differing coverage: the sovereignty movement in Quebec, the historic relationship between the English and Aboriginal peoples and the French and Aboriginal peoples, and the fact that the Mohawks were English speaking which facilitated reporting for The Gazette. A summary of the literature and the findings is presented at the end of chapters one and four.

The Lebanese Forces and the Ta'if Accord : militia decision-making in theoretical perspective

This thesis addresses the determinants of militia decision-making. Focussing on the Lebanese Forces (LF), the major Christian militia in Lebanon's Civil War, it analyses the motives which drove the LF to accept the Ta'if Accord--an acceptance that stands in stark contrast to its rejection of two earlier settlement blueprints, the Lausanne talks and the Tripartite Agreement. Steering away from the literature's focus on ideology as the prime mover of militias, the research explores other dimensions of militia decision-making, notably the impact of inter-communal power struggles, of the extra-communal balance of power, and of the international setting. Particular attention is given to the impact of the process of institutionalization. By rendering decisions more sensitive to cost-benefit and other prasmatic considerations, institutionalization is insruumental in bringing the more hawkish of militias to the negotiation table and in opening a window of opportunity for lasting conflict resolution.

Den konkurrerande förskolan : En studie om konkurrensens påverkan på förskoleverksamheten

Syftet med den här undersökningen har varit att ta reda på hur förskolan har påverkats av den idag rådande konkurrensen. Under 1990-talet förändrades förskolans förutsättningar genom valfrihets och etableringsfrihetsreformer. Undersökningarna i studien har gjorts genom kvalitativa intervjuer med förskollärare med fokus på deras syn på förskolan. Parallellt har tre stora dagstidningar, andra medier, hemsidor som Skolverket och Fristående förskolor samt tv-kanalen Svt granskat. Detta för att ta reda på vad som skrivs om den Svenska förskolan. Resultatet visar enligt informanternas utsagor på en förskola som fungerar men som lider av en stor stress. Medier skriver att förskolan skulle vara bättre om det inte tilläts finnas ett vinstintresse i drivandet av verksamheterna. De Fristående förskolorna anser att de enskilda förskolorna bör ses som ett komplement till den kommunala förskolan. Studien visar på missvisande statistik vad gäller antal heltidsanställda pedagoger per barn. Skolverket talar om ett snitt på tre pedagoger på en barngrupp. Förskollärarna i studien berättar att detta hos dem bara stämmer delar av dagen, den övriga delen är de två pedagoger på en barngrupp. Att ha hög arbetsbelastning skapar stress hos personalgruppen, en stress som också barnen drabbas av. En av slutsatserna från denna studie är att vare sig förskolan är enskild eller kommunal bör förändringar och reformer göras utifrån konsekvensanalyser som

Canada at the end of the Cold War: the influence of a transatlantic 'middle power' on German unification

This thesis deals with the question of whether the Canadian government was a partner or an onlooker in the diplomatic process of German unification at the end of the Cold War. Rather than focusing on the major powers that were directly involved in determining the external aspects of German unity, Canada’s involvement as a middle power is explored. Canadian participation in ending the Cold War can be traced back to Trudeau’s efforts to further détente. Canada facilitated the international relaxing of tensions until the election of the Mulroney government. The shift in foreign policy revealed the reluctance of the new government to soften hostilities. As a result, the Mulroney government endorsed the American and West German agenda for German unification since it positioned a united Germany as a security and economic partner in the western alliance against the Soviet Union and strengthened Canadian security in the post-Cold War period.
