Zapojení EU do mezinárodního úsilí o navyšování oficiální rozvojové pomoci / The EU engagement in the international effort on ODA increasing

The purpose of this thesis is to analyse in depth the EU position in the international effort to increase the Official Development Assistance with respect to the situation of poverty in developing world and current initiatives on searching for potential solutions of this crucial issue. In connection with poverty traps in developing countries the EU came up with many important initiatives in the field of international development policy, which indicates a strong commitment of Member states towards the poverty eradication. Based on predictions analysed in the 3rd Chapter of this thesis, it is possible to deduce that the EU as a whole will be able to reach its targets in the area of ODA increases. However, there will be a different situation in case of individual Member states - not all of them report about appropriate ODA increases needed for reaching the individual declared targets. There are many more or less suitable solutions: new allocations of additional financial resources from donors` public budgets to the ODA purposes, debt relief, innovative financial resources or methodological changes in the ODA statistical reporting. In any case, it is always needed to pay attention to the principles of effectiveness and raising the ODA quality and impact. The potential for reaching the official targets was, is and will be affected by plenty of strengths, weaknesses, opportunities, and threats on the side of the EU, developing countries and the whole international community.

Europos Sąjungos paramos administravimas Turkijos Respublikoje / EU‘ assistance administration in Turkey Republic

Darbe apžvelgiama ir įvertinama Turkijoje veikianti ES paramos administravimo sistema. Pasitelkus neofunkcionalizmo, tarpvyriausybinio bendradarbiavimo ir daugialypio valdymo teorijas bandoma paaiškinti Turkijos integracijos į ES procesus. Turkijos – ES santykių pradžia laikoma 1963 m. sudaryta ES - Turkijos asociacijos sutartis, o šiuo metu Turkijai yra suteiktas šalies kandidatės statusas. Paskelbdama valstybę šalimi kandidate, ES įsipareigojo finansiškai remti Turkijos pasirengimo narystei ES procesą. Europos Sąjungos finansinė parama skiriama šalims kandidatėms ir potencialioms šalims kandidatėms remiant ne ES šalių narių siekį tapti demokratiškesnėmis, gerbiančiomis žmogaus teises ir įstatymo viršenybę valstybėmis, finansine parama taip pat siekiama spręsti šalių socialines-ekonomines problemas, skatinti šalių vystymąsi ir rinkos ekonomikos veikimą. Parama kandidatėms ir potencialioms šalims kandidatėms skiriama pagal Pasirengimo narystei pagalbos priemonę. Nuo PNPP įsteigimo jos administravimas buvo decentralizuojamas vis daugiau atsakomybės perleidžiant paramą gaunančioms šalims, skatinant jų institucijų administracinius gabumus. Šalys kandidatės ES paramą administruoja decentralizuoto įgyvendinimo metodu. Tik kryptingas, subsidiarumo, partnerystės ir proporcingumo principais paremtas, ES finansinės paramos lėšų panaudojimas, gali būti efektyvus ir užtikrinti, kad užsibrėžti pasirengimo narystei pagalbos priemonės tikslai bus pasiekti. Siekiant geriau suvokti... [toliau žr. visą tekstą] / In this paper it is reviewed and evaluated the implemented EU’ assistance administration system in Turkey Republic. By using neo-functionalism, intergovernmental cooperation and multi-level governance theories is tried to explain Turkey’s integration in EU. The beginning of Turkey – EU relations is 1963, when it was made EU – Turkey association treatment, by now to Turkey is given a candidate country status. After declared Turkey as candidate country, EU engaged to provide a financial assistance to Turkey during preparation to the EU membership process. EU provides financial assistance not only to announced candidate countries, but also to potential candidate countries for supporting non-member states to become member to EU, to become more democratic countries which respect and implement human rights, power of law, by providing financial assistance also is trying to solve social-economic problems, to promote development of countries and promote economic market. The financial assistance to candidate and potential candidate countries is provided under Instrument for pre-accession assistance (IPA). From the IPA establishment, the implementation of instrument was gradually decentralized by delegating more and more responsibilities to beneficial countries in this way promoting institutional capacity building. Unravelling The European Peace Facility : A single case analysis about Ukraine and the EU support provided through the European Peace Facility

This thesis examines the European Peace Facility and more specifically how this off-      budget fund has been put into effect in Ukraine in light of the recent events of the Russian invasion of 2022.  This thesis will carry out a single case study about how the European Peace Facility (EPF) has been established in support of Ukraine since the end of February 2022. It will also analyse data that concerns the support provided by Member States to Ukraine to provide a better picture of how the EPF has been implemented in Ukraine. The topic can be deemed to be remarkably recent since the situation in Ukraine is still in rapid development. This is proved by the fact that European Union’s Council Decisions that are analysed in this dissertation are still being further amended. Moreover, the topic is relevant for the field of European Studies since it provides a preliminary study of these unprecedented matters that have had a profound impact on the EU. Theories of Intergovernmentalism and Supranationalism will be employed to analytically analyse the material.  This thesis will conclude that even though the EU bodies have had a marginal role in the implementation of the EPF, their response has been timely. The funds allocated by the decisions of the Council of the EU to support Ukraine are quite a substantial part of the whole financial reference of Facility. It is also discussed that the Member States have committed to a great extent to the support of Ukraine both in the training of Ukrainian troops through the EUMAM Ukraine and through the provision of weapons and arms to the UAF. In addition to this, the thesis draws considerations which connect the theory and the single case in question.
