Since the third and possibly the last grant period for the Czech Republic in the framework of drawing the European Funds is underway, it is assumed that businesses successfully and efficiently draw funds with allocated resources for the Czech Republic. Agencies should also help to the effective implementation, however, their activities do not reflect the market and clients requirements properly. To confirm that, the Czech Republic was in previous years, one of the worst states in terms of efficiency of drawing on funds of the EU structural funds, which was caused by an improperly formed grant system by management authorities, as well as misconduct on the part of applicants and potential beneficiaries and agencies with their erroneous philosophies. Author task was to analyse the causes of drawing funds inefficiency with a detailed focus on Operational Programme Enterprise and Innovation and Entreprise and Innovation for Competitiveness used mainly for businesses. Diploma thesis not only analyses the current grant situation in which entrepreneurs can submit their project applications but also proposes possible solutions how to help entrepreneurs in drawing on funds.

Vliv fondů EU na rozvoj municipalit a venkovských oblastí ve Středočeském kraji / Influence of EU funds on the development of municipalities and rural areas in the Central Bohemian RegionSuchá, Tereza January 2012 (has links)
This thesis focuses on the way in which municipalities receive funding from the European Union and assesses the impact of the funds on the municipal budget. Through the analysis of source materials, interviews with relevant officials, who process project applications and my own opinion, I have defined problems which the municipalities have to solve during the preparation and implementation of certain projects in the practical part of thesis. Small municipalities cannot effectively draw money from European funds due to the lack of human capital, low number of grant titles, red tape, small use of the principles of cooperation between the private and public sectors, and last but not least the need for pre-financing the projects. Grant recipient must participate roughly ten percent of the total cost in financing the project. Although this number may seem small, many municipalities must take the co-financing commercial loans, whose withdrawal is reflected mainly in the capital budget. Interest on loans burdens the municipal budget, the municipality debts and worsen financial health indicator of the municipality. However most projects would have not been realized without the help from European funds. Grants from the European Union significantly contribute to the development of the municipality.

This thesis is focused on the subsidies that flow to the Czech Republic from the EU budget. The text describes the mechanism by which funds from the EU budget financial resources go to the Czech Republic. In my thesis I also bring an overview of funds and operational programmes that can be used for project financing in a current programming period. The key issue is reporting (monitoring - according to the terminology used in the field of EU funds). The second issue is assurance or audit. Since the entire area of subsidies is constantly evolving (and in the case of the Czech republic it is a relatively "new matter"), there is still a big number of training workshops and information that would support quality and "correct" management of these resources. These activities will support the recipients in completing of monitoring reports.

This diploma thesis deals with the topic of cross-border cooperation of the South Moravian Region. The theoretical part deals with the definition of terms such as region, regional economics, regional policy, and regional development. It also deals with the regional structure of the Czech Republic, NUTS regions or regional policy institutions. The last chapters of the theoretical part are devoted to the possibilities of financing development strategies and cross-border cooperation. The following is a part of the description of standard-specific research called Real estate market analysis in cross-border regions and the designation FAST-S-19-5899 based on which the topic of this work was selected. In the practical part, it characterizes the South Moravian Region and the village Mikulčice specifically described the selected project and its financing. The conclusion is a theoretical proposal of other financing options and an evaluation of the impact that the project has on the development of the region.

The presented thesis The causes of insufficient use of EU funds in Slovakia during the 2007- 2013 programming period addresses a system of utilisation of the EU funds in Slovakia which were provided by the European Union's Cohesion Policy in 2007-2013 programming period. The period is the first Cohesion Policy's programming period that could be fully benefited by Slovakia, and although Slovakia was economically highly evaluated even with regards to the economic crisis, at the end of the period the exceptional prolongation of the n+2 rule was demanded, and eventually approved. Therefore, the aim of the thesis is to find and explore possible causes of the lack of benefit of the EU funds that lead to obtaining the exception. The first part of the thesis analyses the theory of regional policy which provides multiple possible alternative hypotheses that answers to the research question. These potential answers constitute the chapters in the second part of the thesis: the responsibility of the utilisation on the regional level, the problems in settings and functioning of the bodies on national level, the external factors impact, and finally the rules posed by the EU. This dissertation is a case study of Moldova regarding the influence of external assistance over the National Development Strategies 2020 and 2030 in face of the EU – Moldova Accession Agenda. The external assistance plays a key role for the country’s development but the allocation of the funds might not address the sustainable development goals set by the UN, and therefore the national strategic development plans need to be analysed on correlation. Donors tend to focus on a group of sectors leaving others lower in priority. One sector as such is the judiciary and governance. The European Commission claims that Moldova is making progress so far in adopting reforms, yet stressing that corruption and weak rule of law represent the main concern in the development of the country. The external assistance being allocated for many other sectors but not so much on reforms addressing the respective problem, what should we conclude? Allocating funds for infrastructure development, agriculture, energy, is obviously crucial for the country’s economic development. Nonetheless, the data on financial assistance management is rather hard to find from all the ministries benefiting of programs, and not all donors provide reports either. With weak monitoring mechanisms, according to the Paris Declaration Report 2008, and with a weak justice system from high level of corruption and low transparency, it is rather hard to trust the system overall, and the funds absorption capacity. This thesis aims at exploring the Official Development Assistance (ODA) per sectors, with a special focus on donors’ assistance for the judiciary sector. The intergovernmentalism theory is therefore explaining the states cooperation approach, and the approaches of the theory of constraints was used for stressing on the importance of finding the limitations in external assistance disbursements. Thus the methods used are comparative case studies on the State Chancellery reports and comparisons on correlations and donors. The empirical results therefore show a lack of progress in the judiciary sector explained in the discussing conclusion through a reference to the importance of strict conditionality from donors to recipient countries.
