A discussão entre os economistas na década de 1970 sobre a estratégia de desenvolvimento econômico II PND: motivações, custos e resultados. / The quarrel enters the economists in the decade of 1970 on the strategy of economic development II PND: motivation, costs and results.

O foco deste trabalho consiste na avaliação do debate entre os economistas sobre a implementação do II PND, identificado como o principal tema de discussão durante a década de 70. A implementação desta audaciosa estratégia desenvolvimentista, em um ambiente de grave instabilidade econômica, gerou naquele momento um amplo debate entre os economistas. Os resultados desta pesquisa demonstraram que esta controvérsia, no entanto, diferentemente do que comumente se afirma, não estava centrada em uma discussão de ajuste estrutural versus conjuntural, pelo contrário. Para os defensores da estratégia, o plano encontrava-se inserido no “modelo brasileiro de desenvolvimento” e seria adotado independentemente da crise do petróleo. De outro lado, para os economistas críticos, existem dois conjuntos bem definidos de avaliações. Há os que avaliam a crise da economia brasileira como a fase descendente do ciclo econômico e, assim, o II PND seria incapaz de reverter a crise. Para o segundo grupo, embora concordem com os diagnósticos dos problemas econômicos brasileiros feitos no II PND, havia fortes criticas às metas propostas, à implementação efetiva e aos seus reais objetivos políticos de legitimação do regime autoritário. / The aim of this dissertation is to evaluate the economic debate about of II PND, identified as the principal theme of discussion during the seventies decade. The execution of this audacious development strategy, in a serious instability economic moment, produced an extensive debate among the economists. The result of this research show that this controversy, unlike of the common sense, was not focused in the discussion of structural versus conjuncture adjustment. On the contrary, for the defenders of that strategy, the project was inserted in the “development Brazilian model” and would be adopted in despite of petrol crisis. On the other hand, for the critical economists, there was two well defined sets of evaluations. The first group evaluated the Brazilian economic crisis as a descending economic cycle phase and, therefore, the II PND would not be able to revert the crisis. For the second group, although they agreed with the diagnosis of the Brazilian economic problems done by II PND, there as strong criticisms against the proposed goals to effective execution measures and to the real political objectives to the legalization of the authoritarian regimen.

Cross-Country Analysis of Income Inequality

The purpose of this paper is to examine the cross-country relationship between income inequality and selected socioeconomic variables reflecting the level of economic development. The first chapter introduces some theoretical approaches to income distribution and poses problems regarding income inequalities across countries. The second chapter surveys cross-country studies of income inequalities conducted by previous researchers. The third chapter covers statistical methodology. Chapter four analyzes statistical results of multiple regression. The final chapter is intended for summary, conclusion, and recommendations.

The challenges facing the implementation of local economic development programmes: a case study of the Great Kei Local Municipality

In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building the capacity of local areas for sustainable economic development. The study intended to investigate the challenges faced by Eastern Cape municipalities in implementing the LED programme. A sample of ten participants was drawn from two LED projects. The sample was distributed evenly with five beneficiaries per LED project. Data was collected using qualitative research methods through questionnaires. The sampling technique used was purposive to enable the researcher to select specific beneficiaries from each project and to allow the LED official responsible for each project to participate in the study. Budgetary constraints and staff shortages were identified as the main challenges facing the Great Kei Local Municipality. These two challenges have made it difficult for the municipality to implement proficiently LED programmes that are meant to effectively eradicate poverty and create employment. It is therefore recommended that the municipality should form partnerships with the private sector to boost the local economy by way of cooperative delivery of services, funding of projects and the supplementing of the municipal budget. The private enterprise/sector in an economy includes all large, medium, small and micro-enterprises (SMMEs). For example, large mining companies and factories as well the smallest spaza shop or stall at a taxi rank are part of private enterprise in a local economy. Whilst regulating such companies by way of licenses and taxes to raise national revenue, the government has limited control in the determination of how these enterprises are run. The result of such partnerships between the municipality and private sector will hopefully be the realisation of “a better life for all” as local people will be employed through investment promotion.

Trade unions' attitudes and perceptions towards the Coega Industrial Development Zone

In an attempt to create employment opportunities and uplift economic development, government has embarked on industrial development through arms acquisition. The two major Spatial Development Initiatives namely, the Fish River SDI and the Wild Coast SDI were developed to enhance economic development in the Eastern Cape. The Coega Industrial Development Zone (IDZ) is one of the elements of the Fish River SDI aimed at enhancing economic development through industrial development (Haines & Hosking, 2005). The Coega IDZ is one of government’s initiatives under the Industrial Participation program that has gained a lot of recognition. The Coega project has been under a lot of controversy since its conception and was highly linked to the arms deal as this project consumed most of government funds through the arms procurement program (Haines & Hosking 2005). The study therefore will attempt to address aspects premised in objectives of this study from the viewpoint of trade unions.

Transition in Tofino and Ucluelet : using indicators to become more sustainable

Many small communities in British Columbia are dramatically affected by economic transition. This project discusses how two communities, Tofino and Ucluelet, have responded to transition and how indicators can lead to a more sustainable future. While the communities share several similar biophysical and geographical traits, key differences exist in their historical and socioeconomic development. The communities, dependent on natural resources throughout their history, have developed different responses to the challenges created by transition. This project will discuss the transition experiences of Tofino and Ucluelet and detail how sustainable development tools (indicators) can help the communities move towards a more sustainable future. This project is guided by three key questions. First, the project considers the factors contributing to structural economic transition in Tofino and Ucluelet within the context of British Columbia as a whole. Secondly, the project examines how the communities of Tofino and Ucluelet have addressed the challenges of economic transition and how are they planning for sustainability. Finally, the project addresses how sustainability indicators can be used by the respective communities to move towards a more sustainable future. This project drew on information from the literature related to economic transition, sustainability indicators, and from interviews with the Planners in Tofino and Ucluelet. A process for how Tofino and Ucluelet could develop indicators is provided. Additionally, key environmental, socio-economic, and tourism indicators are provided that address some of the planning issues in the two communities. The project suggests that planners need to work with communities to facilitate the development of indicators that support principles of sustainability. Townships to CBD: The project of ten informal traders in the formal economy of Cape Town, Western Cape

Magister Artium (Development Studies) - MA(DVS) / The Quarterly Labour Force survey by Statistics South Africa (2019) portrays a very bleak future for the South African economy and labour force. The unemployment rate is 27.6% and youth unemployment stands at 55.2%. The National Development Plan (NDP) recognises the relevance of the informal sector and the value that it will contribute to the economy and to solving the challenges of unemployment in South Africa. The NDP projects that the informal sector, which includes domestic work, will create between 1,2 and 2 million new jobs by 2030. Few studies have been conducted on informal trading projects. This study explores the case of a ‗transitional‘ informal enterprise support project aimed at micro-enterprise development wherein 10 informal traders in Cape Town took occupancy of provincial government-sponsored kiosks on 9 May 2016. The Long Street kiosks (LSK) offer 10 traders per year a unique trading opportunity in the CBD free of rent and service charges for a period of one year, with access to a unique and potentially large market. The purpose of this study is to critically examine the role played in the informal enterprise development project by the Western Cape provincial government through its project manager, the Department of Economic Development and Tourism (DEDAT). This research attempts to investigate aspects of project design such as the selection criteria of the informal traders for the project, and selected results such as whether the project provided the traders with enough market exposure to the formal economy and whether their businesses were improved by participation in the project. The qualitative research approach was used for this study of the LSK project, which was a single case study, as both a unit of analysis and as a research method. The study involved a combination of two approaches, namely desktop research followed by interviews and focus group sessions. The study found that a number of limitations and shortcomings in the conduct of the project impacted on the mixed results and success achieved, pertaining to selection criteria, lack of financial and other resources, training, market-related problems, skill set limitations as well as environmental factors such as transport. The study nevertheless cast useful light on potential changes and recommendations that could enhance the project going forward and provides new insights on the complex relationship between the informal and formal economies and their relative potential for addressing the challenges of employment and economic growth.

Inflation, economic growth and government expenditure nexus in South Africa

Thesis(M.Com. (Economics)) -- University of Limpopo, 2019 / The reality is that the South African GDP is not within the range of what is projected the previous years. As the proposed expenditure for 2017/18 totals R1.56 trillion according to the 2017 budget speech, the treasury also need to reduce spending by a total of R26 billion over the next two years. Economic growth continues to be below expected levels in South Africa and unemployment is very high. The relationship between inflation, economic growth and government expenditure is important in both developing and developed countries. Like in any other economy in the world, the South African government’s most important role is to promote economic growth, and also to sustain high economic growth with low inflation (Brand South Africa, 2015). The study is completely based on secondary data. The methodology is quantitative which includes econometrical tools. For this purpose, this study applied Augmented Dickey-Fuller (ADF) and Phillips Perron unit root tests, Choice of the lag length, Johansen-Juselius Co-integration analysis, VEC Granger Causality/Block exogeneity Wald test, Vector Error Correlation Model, Diagnostic tests, Stability tests, Impulse response and Choleski/Variance decomposition methodology. From the findings, the results derived by applying Johansen-Juselius Co-integration indicate that there is a longterm relationship between the rate of inflation, economic growth and government expenditure, and also that both government expenditure and inflation impact negatively on economic growth. The results indicate that government expenditure encourages inflation impacting negatively on investment and the country’s GDP. Granger causality runs jointly from all three variables inflation, government expenditure and investment to the dependent variable (economic growth)

Examining Connecticut's Inter-Municipal Economic Development Collaboration as Affected by the EDA's Comprehensive Economic Development Strategy (ceds) Framework

This study examines the regional Comprehensive Economic Development Strategy (CEDS) framework as a tool for cooperative practice among Connecticut's municipal practitioners. The creation of a CEDS document is a prerequisite for municipalities wishing to access planning and public works funds of the Economic Development Administration (EDA). It is the primary means by which the EDA uniformly measures regional commitment to economic planning. With ever decreasing real funding levels and ever increasing demand, the EDA relies on its regional CEDS framework to evaluate the planning and implementation capacities of economic development organizations that cross political boundaries. This study examines the regional CEDS process and document from the municipal perspective, the claims that a CEDS developed through an inclusive process, driven by diverse stakeholders, results in lasting implementation strategies that are in greater adherence to regional goals; and that a well constructed CEDS document fosters greater cooperation among municipal officials in regional economies. The findings are based on primary data collection, including interviews and the surveying of two Connecticut CEDS regions and one control region that has not been involved in the creation of a CEDS. I use interviews and survey results from municipal stakeholders to assess the benefits and limitations of the CEDS process to economic development practice in Connecticut. This study finds participation in a regional CEDS is, by itself, insufficient to increase development of regional solutions. However, strong administrative leadership by various regional organizations participation in a CEDS increases inter-municipal communication and engagement in comprehensive economic development planning.
