Local economic indicators : practitioners' needs and associated issues of provision and use

The local economic information base for the UK does not meet the demand for local economic indicators emerging from the private and public sectors. This thesis identifies an 'information gap' between the need for and provision of local economic indicators in the public and private sectors. The existence of this 'gap' emerges in the literature review. Empirical evidence of the gap is provided by the thesis' postal survey (which investigates the use of local economic information in forecasting). The dearth of local economic indicators is then confirmed in the analysis of guided interviews with practitioners. The literature review and practitioner interviews identify a rising need for local economic indicators over the last decade. The increased political significance of local space has led to a growth in the need for information at this scale from the public sector. Organisational restructuring and the privatisation of utilities has also led an increase in demand from the private sector for local economic information. This need has been compounded by deficiencies in those local economic indicators which are currently available, in terms of quality, organisation and accessibility. The literature suggests that standardisation of the criteria for organising local economic indicators into a database would greatly assist the organisations that seek this information. However, no such set of criteria has been forthcoming. The thesis therefore incorporates a feasibility study which focuses on the establishment of a standardised local economic database. The research findings steer suggestions for its development, and local economic indicators for the Local Authority District (LAD) ofLuton are collected and organised into a database as a case study. The methodology is documented, and can be reproduced to develop a similar database for any other LAD in the UK.

Ekonomisk information är användbar för samtliga företag och deras intressenter som beslutsunderlag och för att ge information om företagets ekonomiska ställning. Företag måste ta hänsyn till de olika intressenternas informationsbehov och intressen med den ekonomiska informationen för att kunna förse samtliga intressenter med relevant information. De anställda är en intern primär intressent som har väsentlig betydelse för ett företag. Dock har tidigare forskning mestadels fokuserat på företagets kommunikation av den ekonomiska informationen till de externa intressenterna. Därför är det intressant att istället studera hur kommunikationen av ekonomisk information till de anställda ser ut och om de anställda har tillräcklig kunskap angående den ekonomiska informationen. Syftet med denna uppsats blir följaktligen att skapa en förståelse för hur kommunikation av ekonomisk information ser ut internt i företag. Syftet uppnås genom kvalitativa intervjuer med både sändaren av den ekonomiska informationen samt de anställda, alltså mottagarna. Studiens resultat visar att det föreligger ett kunskapsgap på grund av den bristande interna kommunikationen av ekonomisk information. Detta har sin grund i att de anställda har begränsad kunskap angående den ekonomiska informationen och sändarna av den ekonomiska informationen inte alltid tar hänsyn till de anställdas kunskap. Resultatet visar också att det föreligger ett informationsgap även om de anställdas informationsbehov av den ekonomiska informationen anses vara uppfyllt. Detta beror på att det överlag inte finns tillräcklig med förståelse vad ekonomisk information innebär och därav uppstår ett informationsgap då de anställda inte förstår vilken ekonomisk information som behövs för att tillgodose deras intressen. / Economic information is useful for all companies and its stakeholders for decision-making and to provide information about the company’s financial position. The company has to consider the different needs of information and interests of the various stakeholders with the economic information in order to provide relevant information to all stakeholders. Employees’ are an internal primary stakeholder that plays an important role within a company. However, previous research has mostly focused on the company's communication of economic information to external stakeholders. Thus, it is interesting to study how communication of economic information to employees looks like and if employees have sufficient knowledge about the economic information. The purpose of this paper is to create an understanding of how communication of economic information looks within companies. The purpose is achieved through qualitative interviews with both the sender of the economic information perspective and the employees', the receivers. The result of the study shows that there is a gap of knowledge due to the deficient internal communication of economic information. This is due to the fact that employees have limited knowledge about the economic information and the senders of the economic information do not always take into account the employees' knowledge. This is because there is generally insufficient understanding of what economic information means and therefore an information gap arises because employees do not understand which economic information that is needed to satisfy their interests.

To this end, presents the theoretical foundations and concepts related to economic information and knowledge, as resources able to guide individuals in making informed decisions, contributing to individual and social development. In addition, it seeks to understand the role of the current media situation and the possible barriers to the processes of generation, access and understanding of this type of information. In this sense, is identified in the digital environment, characteristics that favor breaking down barriers, as well as appropriation of such information. In the methodological approach was made a literature gathering; analysis of examples that stimulated the observation and understanding of the phenomena; was applied an electronic questionnaire with users of G1 and Exam portals and the data analysis. In the analysis of data were used quantitative and qualitative procedures in accordance with the closed and open-ended nature of the questions of the research instrument. Through the information gathered, it was possible to draw a digital economic information reader profile, deepening on the understanding of their behavior in relation to digital media and economic information disseminated through these within the context of its receipt and use by the reader. It was noticed, then, that the receptivity of economic information in the digital media, in general, paints a worrying picture. Despite being aware of the relevance of economics for personal and social development, the receiver perceives the economic information as a specific and complex area of language, which he is not prepared to receive. Thus, the information is presented unattractive inhibiting its search of portals and hindering the interaction and understanding of the subject and, consequently, its appropriate and efficient use. / O presente trabalho tem por objetivo analisar a recepção da informação econômica, divulgada em dois portais jornalísticos nacionais - o G1 e o Exame, na perspectiva do leitor. Para tal, apresenta os fundamentos teóricos e conceitos referentes à informação e ao conhecimento econômico, como recursos capazes de orientar os indivíduos na tomada de decisões mais conscientes, contribuindo para o desenvolvimento individual e social. Além disso, busca-se entender o papel da atual conjuntura midiática e os possíveis entraves aos processos de geração, acesso e entendimento desse tipo de informação. No percurso metodológico, utilizou-se levantamento bibliográfico; análise de exemplos que estimularam a compreensão; aplicação de um questionário eletrônico junto aos usuários dos portais G1 e Exame e análise de dados. Na análise dos achados foram utilizados procedimentos quanti-qualitativos, em conformidade com a natureza das questões fechadas e mistas, que compõem o instrumento de pesquisa. A partir dos indicadores obtidos, foi possível traçar um perfil do leitor da informação econômica digital, aprofundando-se no entendimento de seu comportamento em relação às mídias digitais e à informação econômica disseminada por meio destas mídias dentro do contexto de sua recepção e uso pelo leitor. Observou-se, então, que a recepção da informação econômica na mídia digital, de forma geral, apresenta um quadro preocupante. Apesar de ter consciência da relevância da Economia para o desenvolvimento pessoal e social, o receptor percebe a informação econômica representada por uma linguagem específica e complexa, cujo sentido ele não está preparado para perceber. Dessa forma, a informação não se apresenta atraente inibindo sua busca nos portais e dificultando o convívio e a compreensão do tema e, consequentemente, seu uso adequado e eficiente.

Performs considerations about the weaknesses of the institutes that regulate IP taking in account its non-flexible character. These institutes are present in different areas of juridical sciences, and do not fully include the diversity of the human intellect creations that arise in the modern world scenario, like the intellectual property associated with the Digital Information and Communication Technologies. Verifies the way in which information enters the legal world as a means to regulate Intellectual Property. For this, the research tries to identify access barriers to the applicability of the institutes, and builds a concept of informational goods, in which information is presented containing characteristics that may concern identified or that bring flexibility gaps, including that can reach goods that the current law does not govern. The applied research methodology is qualitative, documentary and bibliographic, using hermeneutics instrumentation as required for analyzing the institutes. Finally, trying to indicate a path to normative feedback of institutes of PI, recognizes information as economic value based on the intellectual work, codified knowledge that reflects the intellectual capital, constitute the informational assets that can be regulated by homogeneous individual rights. / Este estudo analisa a informação como elemento de regulação dos institutos jurídicos da Propriedade Intelectual (PI), apresentando uma visão sobre a proteção jurídica da PI no âmbito nacional e internacional. Realiza considerações sobrea deficiência dos institutos que regulam a PI, pelo seu caráter de rigidez, por estarem previstos em áreas distintas das ciências jurídicas e não contemplarem, em sua totalidade, a diversidade de criações do intelecto humano que surge no ambiente do mundo moderno, a exemplo dos bens intelectuais advindos das Tecnologias da Informação e Comunicação. Verifica o modo pelo qual a informação adentra no mundo jurídico como meio de regulação da Propriedade Intelectual. Para isso, a pesquisa busca identificar as barreiras de acesso à aplicabilidade dos institutos, além de procurar construir um conceito de bens informacionais, no qual a informação apresenta-se contendo características próprias que possam abranger as lacunas identificadas ou que traga flexibilidade, inclusive para que possa atingir bens que a legislação vigente ainda não rege. Com relação à metodologia, trata-se de uma pesquisa qualitativa, documental e bibliográfica, utilizando-se como instrumentalização a hermenêutica, pela necessidade de análise dos institutos. Ao final, buscando indicar um caminho para reorientação normativa dos institutos da PI, reconhece a informação como valor econômico, tendo como base o trabalho intelectual, gerador de conhecimento codificado, que reflete como resultado o capital intelectual, passando a constituir os bens informacionais que podem ser regidos por direitos individuais homogêneos.

The main focus of thesis are two information systems in the company and their overall analysis. These key systems are Orsoft information system and Oracle system. An important objective is the economic information systems to assess, describe and compare their use in accounting, the advantages and disadvantages, to propose any improvement of the economic information systems. The prime objective is an assessment of these two information systems and their proposals for possible improvements. The company Fezko Thierry first used 13 years of information system Orsoft. Then it was decided to implement Oracle system. One of these information systems will be described more in depth, the different accounting modules, the use of, any improvement of this system and the work of this information system. The operational objective of work is the development of economic systems, accounting modules and a description of the implementation of the Oracle accounting system to the company. After experience with both systems, it was found that the system is reliable Orsoft. Workers are also of the opinion that it is better to work with reliable data in the system Orsoft than working with many and many dates in Oracle.

A special attention is focused on an effective utilization and development of information and communication technologies (ICT). At the beginning, information society and basic terms are defined, such as information economy, economics of information, information management and knowledge management. Furthermore, the strategic importance of enterprise information systems and other solutions for improving business information processes are described in general. The final chapters deal with Competitive Intelligence (CI) and Business Intelligence (BI) and contain the overview and analyses of the most important information products of economic information from commercial and non-commercial sectors [Author's abstract].
